Report of the North Andover Advisory Board TO THE CITIZENS OF NORTH ANDOVER: Your Advisory Board respectfully submits its Report to you after careful investigation of the budget and articles appearing in the Town Warrant. In making our recommendations to you, the taxpayers of the Town, we have tried to serve the best interests of all the citizens of the Town. It is to your advantage to read this report and to be present at the Town Meeting to vote for the best inter- ests of the Town. Your tax levy is determined on March 17 at the Town Meeting. This year you should realize that each $15,000. voted is $1.00 added to the tax rate. EAST SIDE TRUNK SEWER EXTENSION In the report submitted by Camp, Dresser & McKee, consulting Engineers, dated July 22, 1955, it is estimated that the total cost of a comprehensive se~verage system for the East Side Drainage Area is $843,180.00. The initial construction program which the Town is asked to consider, calls for an expenditure of $200,000.00. The area to be served by the initial construction in- cludes sections of your Town which have been carefully studied by the Department of Health, which found con- ditions to be sub-standard. Your Advisory Board believes that this initial con- struction will go far toward correcting these unsanitary conditions. It is estimated that approximately $86,500.00 will be returned to the Town Treasury from abutters to the pro- posed initial Sewer Extension. It is felt that the cost of this construction should be integrated with the time given abutters for paying their sewer assessments, which is ten years. For this reason your Advisory Board recommends that $175,000.00 be raised by a bond issue with the balance to be transferred from currently available funds in the Town Treasury. Your Advisory Board has been informed that by using a 10 year bond issue instead of a 20 year bond issue, it will be possible to save interest of approximately 1/2 of 1% per year. FUNDS FOR SCHOOL BUILDING PROGRAM Last year's Advisory Board Report showed that the net cost to the Town in 1956 for the School Building pro- gram would be $98,337.67 or $6.56 on the Tax Rate. In 1957 this will decrease to $96,045.25 or $6.40 on the Tax Rate. WAGE AND JOB ANALYSIS It is your Advisory Boards recommendation that the Board of Selectmen investigate the need of a Wage & Job Analysis. Your Advisory Board believes that it would have a benificial effect on both the Town and its Employees. SALARY INCREASES -- TOWN EMPLOYEES OTIIER THAN THOSE IN TIlE SCIIOOL DEPARTMENT Your Advisory Board has recommended an increase of 121/.2% be given each regular full-time employee of the Town. It is the opinion of your Advisory Board that a percentage increase of 121/.2 %, rather than an increase of $400 for each employee, is more equitable. (; TOWN WARRANT Commonwealth of Massachusetts ESSEX ss: To either of the Constables of the Town of North Andover: GREETING: In the name of the Commonwealth of Massachusetts, you are hereby directed to notify and warn the inhabitants of North Andover, qualified to vote in elections and town affairs, to meet in the Bradstreet School in Precinct One; the former Court Room, Town Building in Precinct Two; the Thomson School in Pricinct Three and the Kittredge School in Precinct Four, in said North Andover on Monday, the fifth day of March, 1956 at nine o'clock in the forenoon, then and there to act upon the following article: ARTICLE 1. To elect a Moderator, Town Clerk To~vn Treasurer, Highway Surveyor, Collector of Taxes, Tree Warden, Three Selectmen, Three members of the Board of Public Welfare and five constables for one year. One Assessor of Taxes one member of the Board of Health, one member of the Board of Public Works and one member of the School Committee for three years. One member of the School Committee for one year, unexpired term. One member of the Planning Board for five years and one mem- ber of the Housing Authority for five years, and to vote upon the question: Shall chapter thirty-two B of the Gener- al Laws, authorizing any county, city, to~vn or district to provide a plan of group life insurance, group accidental death and dismemberment insurance, and group general or blanket hospital, surgical and medical insurance for cer- tain persons in the service of such county, city, town or district and their dependents, be accepted by this to~vn? All to be voted upon one ballot. The polls shall open at nine o'clock A. M. and shall be closed at eight o'clock P. M. After final action on the preceding Article One, the said meeting shall stand adjourned by virtue of Section 4, Article One of the Town By-Laws, to Saturday, March 17, 1956 at one-thirty o'clock P. To see if the town will vote to authorize the Town Treasurer, with the approval of the Selectmen, to borrow money from time to time in anticipation of the revenue of the financial year beginning January 1, 1957 and to issue a note or notes therefore, payable withh~ cnc year, and to renew any note or notes as may be given for a period of less than one year in accordance with Section _17, Chapte~ 44, General Laws. Favorable action recommended. ARTICLE 7. To consider the report of all special committees. : ~ Recommended that the reports of all special commit- tees be heard. ARTICLE 8. To see if the town will vote to authorize the Board of Health to appoint one of their members to the position of Board of Health physician and to fix his compensation in accordance with Section 4A, Chapter 41, of the General Laws. Favorable action recommended on the basis of com- pensation in the amount of $750.00 for the year 1955. This amount has been included in the Board of Health Budget recommended by your Advisory Board. ARTICLE 9. To see if the town ~vill vote to authorize the School Committee to appoint one of its members to the position of School Physician and to fix his compensation in accordance with Section 4A, Chapter 41, General Laws.. Favorable action recommended on the basis of com- pensation in the amount of $1,0DD.90 for the year of 1956. This amount has been included in the School Department Budge~. ARTICLE 10. To see if the town will vote to raise and appropriate or transfer from available funds, the sum of Five thousand four hundred forty-six dollars and ten cents ($5,446.10) to be paid to the County Commissioners for the reinbursement for services and taking of land on Great Pond Road. To see if the town will vote to adopt the following by-law as authorized by Section 21A of Chapter 40 of the General Laws; Every employee of the police, fire, and library departments as well as every em- ployee in the town infirmary and every clerical employee of the town, except employees appointed or employed by the school committee, who has completed six months of continuous service, shall be granted leave ~vithout loss of pay for absence caused by sickness, injury, or exposure to contagious disease, or by serious illness or death of a mem- ber of the employee's family, provided, however, that except ~vhen accumulated as hereinafter provided such leave shall not aggregate more than fifteen working days in any year, and such leave not used in a year may be accumulated up to but not exceeding thirty days for use in a subsequen! year. Such leave not used prior to termination of an em- ployee's service shah lapse and an employee shall not be entitled to any compensation in lieu thereof. Petition of the Board of Selectmen. Favorable action recommended. ARTICLE 12. To see if the town will vote to accept the provisions of Chapter 670, Acts of 1955 approved by the legislature August 11, 1955. "An Act relative to increas- ing the amounts of pensions, retirement allowances and an-- nuities payable to certain former public employees. Petition of the Board of Selectmen. Favorable action recommended. ARTICLE 13. To see if the town will vote to raise and appropriate or transfer trom available funds, the sum of Sixteen hundred dollars ($1,600) for ~vashing, painting and repairing the offices in the Town Building and paint- ing the fire escapes in the rear of the Town Building and connecting the Town Building and the Fire Station. Petition of the Board of Selectmen. ~. Favorable action recommended. It is recommended that the sum of $1,600,00 be taken from available funds in the Town Treasury for the purpose of this article. ARTICLE 14. To see if the town will vote to author- ize the Board of Selectmen to convey to the abutters on Beacon Hill Boulevard from Osgood Street to Chickering 21 Road, that portion of Beacon Hill Boulevard existing be- tween extensions of the north and south property lines now existing at Osgood Street as extended to Chickering Road and the original north and south property lines with the provisions that the abutters pay for all legal and cn- ginering expenses involved. Petition of the Board of Selectmen. Favorable action recommended. ARTICLE 15. To see if the town will vote to author- ize the Board of Selectmen to convey to the abutters on Bay State Road from Osgood Street to Chickering Road that portion of Bay State Road existing between the ex- tensions of the north and south property lines now existing at Osgood street as extended to Chickering Road and the original north and south property lines with the provisions that the abutters pay for ali legal and engineering expenses involved. Petition of the Board of Selectmen. Favorable action recommended. ARTICLE 16. To see if the town will raise and appro- priate, or transfer from available funds the sum of Four Thousand Dollars ($4,000.00) to complete the repairs and improvements of the Town Infirmary as required by the State Department of Public Health. Petition of the Board of Public Welfare. Favorable action recommended. It is recommended that the sum of S4,001L00 be raised and appropriated for the purpose of this article. ARTICLE 17. To see if the town will vote to raise and apropriate an additional sum of money for the salaries and wages in each Town Department, to grant a Four Hun- dred Dollar ($400) increase to all full time employees, ~vith the exception of the School Department employees. Petition of Frederick R. Christie and others. Favorable action recommended. It is recommended that a 121/2 percent raise be given to each full time em- ployee of the Town with the exception of the School De- partment employees, and that the sum of $20.01~0.0O, be raised and appropriated for the purpose of this article. 22 ARTICLE 18. To see if the Town of North Andover will vote to amend the Zoning By-Law by changing from General Residential to Business, the following described parcel of land. A parcel of land located on the westerly side of Chick- ering Road, bounded and described as follows: Beginning at a point in the westerly line of ChiCkering Road, said point being at station 22 - 79.34 of the State Highway stationing; thence northwesterly, by the northerly line of a brook or ditch, 186.4 feet to a point; thence again northwesterly, by the northerly line of said brook 110 feet to a point; thence southwesterly, 185 feet to a point in the northerly line of Cotuit Street; thence northwesterly by the northerly line of Cotuit Street, 130.69 feet to a point; thence northwester- ly and westerly by a curve of 193.01 feet radius, 237.10 feet to a point in the northerly line of Cotuit Street; thence westerly by said northerly line of Cotuit Street, 332.84 feet to a point; thence northerly 25,160 feet to a point; thence northwesterly 241.23 feet to a point; thence northeasterly 50 feet to a point; thence northwesterly 100 feet to a point; thence northeasterly 100 feet to a point in the southerly line of Ipswich Street; thence northwesterly by the south- erly line of Ipswich Street 117.66 feet to a point; thence northwesterly and westerly by a curve of 52.67 feet radius, 30.91 to a point; thence northerly across Ipswich Street, 40 feet to a point; thence northeasterly by a stone wall, 1315.52 feet to a corner in the wall; thence southeasterly by the wall 645.5 feet more or less to the corner in the wall; thence southeasterly by the fence 218.3 feet to Chickering Road; thence southerly by the westerly line of Chiekering Road 656.9 feet more or less to the point of beginning. To see if the Town of North Andover will vote to amend the Zoning By-Law by changing from General Residential to Business, the following described parcel of land. A parcel of land located on the southerly side of Sutton Street and on the westerly side of Osgood Street, bounded and described as follows: Beginning at the intersection of the westerly line of Osgood Street with the southerly line of Sutton Street; thence southerly by the westerly line of Osgood Street 873.62 feet to a point; thence westerly 197.82 23 feet to a point; thence northerly 347.35 feet to a point which is 200 feet westerly of Osgood Street; thence again norther- :ly 500 feet to a point in the southerly line of Sutton Street; thence easterly by the southerly line of Sutton Street, 200 feet to the point of beginning. The Planning Board has voted unfavorable action on this Article until the re- zor/ing of the Town of North Andover has been completed. ARTICLE 20. To see if the Town of North Andover will vote to amend the Zoning By-Law by changing from Agricultural to Business the following described parcel of land: A parcel of land on the easterly side of Salem Turnpike and northerly side of Hillside Road, bounded and describ- ed as follo~vs: Beginning at a point in the easterly line of the Salem Turnpike, said point being 138 feet northerly from Hillside Road; thence northerly by the easterly line of the Salem Turnpike, 719 feet to a point; thence north- easterly by a stone ~vall 34.05 feet to a point; thence easterly by the stone wall, 680.42 feet to a point; thence southwesterly 565 feet to a point in the northerly line of Hillside Road; thence southwesterly by the northerly line of Hillside Road, 100 feet to a point which is 110.7 feet from. the Salem Turnpike; thence north~vesterly 91.$ feet to a point; thence southwesterly 100 feet to the point of beginning. Petition of William B. Kent and others. Favorable action recommended. The Planning Board has approved this amendment to existing Zoning By-Laws. ARTICLE 21. To see if the Town of North Andover will vote to amend the zoning By-Law by changing from General Residential to Business, the following described parcel of land. A parcel of land located on the easterly side of the Salem Turnpike and on the northerly side of Peters Street; bounded and described as follows: Beginning at an Essex County Bound marking the easterly end of a curve at the junction of Peters Street and the Salem Turnpike, thence southwesterly, westerly and northwesterly by a curve cf 80 feet radius, 120.83 feet to a stone bound; thence north- 24 westerly by the easterly line of the Salem Turnpike about 115 feet to a point; thence northeasterly at an angle of 90 degrees with the last described line, 150 feet to a point; thence northwesterly at an angle of 90 degrees with the last described line, 225 feet to a point; thence southwest- erly at an angle of 90 degrees with the last described line, 150 feet to a point in the easterly line of the Salem Turnpike; thence north~vester]y by the easterly line of the Salem Turnpike, about 75 feet to a highway bound; thence again northwesterly by the easterly line of the Salem Turnpike by a curve of 4,000 feet radius, 511.6 feet to a point; thence northeasterly by a stone wall, (]20.45 feet to a point; thence again northeasterly by said stone wall, 118.49 feet to a corner in th,e wall; thence southeasterly by a stone ~vall, 652.7] feet to a point; thence southwesterIy 175 feet to a point; thence southeast- erly 300 feet to a point in the northerly line of Peters Street; thence southwesterly by the northerly line of Pe~ ters Street, 331.20 feet to the point of beginning. The Planning Board has voted unfavorable action on this Article until the re- zoning of the Town of North Andover has been completed. ARTICLE 22. To see if the town will vote to raise and appropriate or transfer from available funds, the sum of Two hundred dollars ($200) to set up three islands in the Town; one at Jefferson Square, one at Railroad Square and one at Sutton Corner. Petition of Alfred H. McKee, Chief of Police. Favorable action recommended. It is recommended that the sum of $150.00 be raised and appropriated to set up two islands in the Town; one at Jefferson Square, and one at Railroad Square. ARTICLE 23. To see if the Town will vote to raise and apropriate or transfer from available funds the sum of Two Thousand dollars ($2,000) to be used with the two ~ present police cruisers, one 1954 and one 1955 Ford to put- ~!:,:~ chase two new police cruisers. To see if the town ~vill vote to accept Section 20 of Chapter 40A of the General Laws, which pro- vides as follows: After acceptance of this section or corresponding pro- visions of earlier laws as provided in section four of chap- ter four, no appeal or petition under paragraph three of section fifteen for a variance from the terms of such an ordinance or by-law with respect to a particular parcel of land or the building thereon, and no application under paragraph two section fifteen for a special exception to the terms of any such ordinance or by-law, which has been unfavorably acted upon by the board of appeals shall be considered on its merits by said board within two years after the date of such unfavorable action except with the consent of all the members of the planning board, or of the board of selectmen in a lown having no planning board. To see if the town will raise and ap- propriate, or transfer from available funds, the sum of $20,910 (Twenty thousand nine hundred ten dollars) to be added to the Stabilization Fund, created under Article 36 (Annual town warrent, 1945) by authority of the Acts of 1945 (Chapter 124; which sum represents fifteen dollars per pupil enrolled in the North Andover Public Schools on October 1, 1955, is recommended in the first Reeves School Survey, and is intended to be used for school building pur- poses.
