The Board knows of only. two departments having freedom of
employment, that employ any considerable number of help. On _
• common information, one of these departments will have work
for only a handful of men for, less than two weeks; and in the
i other department - there has been a spread of jobs, aside from key i
ipositions, which has amounted practically to staggering. .
However, independently of these considerations, the Board
fof Selectmen take the position, that having no responsibility,
; they have no right to interfere with other elected boards, and —
rio right to take any action that might seem to be a criticism
_- of such boards.
Resolved: that no action be taken.
. 10,5
--- — On the reference by the Annual Meeting of 1932, whether - i
or not to accept the so-called 5lowey Act, being Chapter 94 of
the Acts of 1932, relative to pre-payment of taxes: -
—-- -- The Board is informed that few towns have accepted the
Act; the Department of Taxation takes no decided stand one way
-- ----— or the other; there is almost no local interest; and- the measure
does not.appeal to the Board as one likely to serve a goodipur-
--- -- pose commensurate with the machinery necessary for its operation. 'i77
Therefore:
. Resolved: that the. Board take no action in the premises . L

Dear Mr. Foster:

It is anticipated that funds for actual allotment will be made available in
Ij the immediate future, the amount of grant not to exceed forty-five (45) per cent
I,! of the project cost.
If`your community wishes to participate in the program of Public Works to be
carried out under the above cited Act, your application for specific projects
"jhould be submitted to this office .at the earliost possible date. While no
y assurance can be given that favorable action will be taken on such application,

C. L. No. 26 M917
All public work projects approved for construction under the First Deficiency
Appropriation Act, fiscal year 1936, are subject to the terms of said Act in all
its details.
The application as submitted by you at this time will require further
elaboration at a later date in order to estr.blish the conditions of unemployment
in your .comm=ity as well as the ability of the community to finance its portion
of the project costa However, the prompt filing of an application as outlined
above will have the value of placing it in a favorable position for a-xly consider—
ation by the Administr^tor.
I
A reply to this letter will be appreciated whether or not your decision is
to submit an application for a grant allotment, as otherwise we shall be unable
to complete our record of the canvass of prospective non—Federal PWA w)rk in
Massachusetts which might be carried out under the terms of this Act.
Please feel free to call on me at any time for further information or you
