~ confidential letter was received frem the F~stern Massachusetts Street
Railway Company dated February 1, 1943, in which ~hey state that they may
suddenly, with practically no advance notice, be called upon to drastically
reduce set?ice, probably on busses operating through this town. If this
shOUld .ccur, they assure the bcard that they will dc everything possible
to notify the public at the earliest possible moment.
They stress the importance of keeping this letter confidential so that the
public~ may not become unduly alarmed over something that may never happen.

date from the Departmen~ of Corporations and Taxation. It is an Act
Relative.to the Establishment~ by Counties, Cities, Towns and Districts
of Post War Rebabilitation Funds, to' the validation of certain action
tgken by cities, mowns and districts in purchasing Bgnds therefor, te
the ex~pendimure:'of certain grants or allocations to districts for Civilian
Defense purposes and to the making of contracts by counties and districts
with~the United States for the temporary use and occupation of County or District
property.
ApprovaI was received under date of Jam:ary29th, for the appointment of
James Hargreaves as forest warden for.the ~own of North Andoverfor 1943.

Februaryt3, 19A3 An emmergency declared this date at 8:00 P.M. Snow Removal.
Februar~ 15. 1943 · The regularmeeting of the Board was held this date
with all members present. The weekly bills were approved for payment.
It was'decided to send Mr. Hayes a letter commending the boys who participated
in the collection of tin on Sat~rday, February l3, 1943.
Mr. Finneran statedthat he ,had heard various commen~s in town concerning the
shaded lights in ~own and the people ~he had talked with him thought that
possibly a smaller light could be installed at a savings Zo the town, in
view of the fact that the lights'so shaded can only cover a small'area anyway.
After discussion of the matter the Board voted to contact the gas company and
ask to have a representative come over ~o one of the'meetings and talkthe mat-
ter over and thereby satisfy those people who are interested in the matter.
The Advi~oryBcard met with the Selectmen and Welfare ~g~nt this date after
the Se!ectmen's meeting to ge over the budget figures.presented..fe~.~,the~consider-
ation of the annual town meeting.

'Mt. Patterson and M~r. Barry of the Lawrence Gas and Electric Company
were .present at the request of the Board mo explain s~mething about the possibility
'of'cha~ging the street lights to a lower watt.
Mr. Patterson said that the army has approved the type of shade that
has beenput on the lights in ~own and that they have been put in at a great expense.
The lights shouldreally.'be larger if anything he said, instaad of being smaller.
Mr Finneran said that several, people in town spoke to him about the lights and
thought that because a smaller area had te be covered by the beam a smaller watt
light would do as well. From a standpoint of crime, t~ere would be an added
Jobforthe police if the streets were darker, it is bad enough as it is. There
wouldalso be a greater accident hazzard. The smaller lights would require a
different type bracket which might n~t be obtainable because cf the priorities.
'In-New York, Mr. Patterson said where they had cum down on the lights the
accidents had increased tremendously. If the illumination is cut down, the
smaller light you ~et, he said.
Mr. Thomson said he was satisfied ~o have the lights remain as they are and asked
where fig~tres could be obtained concerning the accidents caused by cutting down
'the lights. Mr. Patterson said he thought he could obtain the~ for the B~ard
from the '~lluminating Society of America. Mr. Thomson thought it might be well
te have these figures available in case any further questions were asked.
The.Board were of the unanimous opinion that they should leave the lights as
they are..
