The Board made the appointmen~ this date inview of the approval.
A letter and new application for the purchase of a 750 gallon
Pumping Engine for the Fire Department were viewed by the
Selectmen and they felt the forms were in order. The forms are
to be sent to the W.P.B. Safety & Technical Equip, Division, Wash.
A note of acknowledgment was received from the family of the
late Mr. Vetter for the floral piece sent at the time of his
death.
Meeting adjourned
April 6, 1943 - The regular meeting of the Board of Selectmen
was held this date'with all members present.
Mr. John. J. Costello, l? Merrimack Street, tenderedhis resig-
nation as a member of the Planning Board to takeeffectApril~.'~
6, 1943. He said he is now a Federal employee and under the
Hatch Act he cannothold both positions.
On the motion of member Thomson it was unanimously'votad~ to
accept his resignation.
Members of the local ~nsurance Men'sOrganization, Messzs.
Dehullu, Hayman, Norwood, Ballantyne and Mr. Dowe came bSfore
the meeting and presented a Mr. Marsh of the Home Office of
the Home Insurance Company of New York.
Be advised the Board that he had made a complete inventory of
all theTown Property at the request of the insurance 'organization
and with ;th~ able assistanceofMr; Crane of Peabody,~who isan
experienced appraiser of real estate,set a new 'value on all the
'buildings and contents which would meet the requirements of the
insurance clauses under the insurance policy bassd~onl~present'
day cost of replacement. ' ·
The total valueas set onlthe buildings under the:new appraisal
is $527,400. The amount previously set and now ~eing covered
is $443,400L An increase of $83,960 is suggested, for the'Buildings.
The amount placed as an estimate for-the contents cf the buildings
as listed by the d~partment heads was $138,129.~:mnd'the'a~Unt
estimated by the adjustors' was $101,343 but the~set a;.'rou~d"figUre
of $101,600., making the total value for contents and buildings
$629,000~00. ' ' -'' .~-
'A comparison of the old figures and the suggested new coverage is
listed on an insurance sehedule On file in the insurance folder.

Mr. Thomson asked the insurance men present if their,~board':l~ad
voted on this change. Mr Dshullu~said they had not'taken, a vote
but they all felt that the'coverage.should be made and 'stated
further thatfive of the agents had written p~licies.coverizg
the town for an additio~mount of $20,000 each until it.could
be determined ~hat action the'board would take in the-matter.
This total additional coverage' amounted' to $100,000.
Mr. Thomson asked about' the companies holding the .insurance 'on
the town and was advised that it was 2/3 Stoek'andil/3 mutual.
Mr. Dehullu said it was this way. when:the organizatioutook
over and they have left it this way. Mr. Dowe, Chairman of
the 9rganization said when asked about it that this division
was-as good as any in his'opinion.
Mr. Thomson'thenmade a ~otion, seconded by Mr. Finneran, that
the Board, on the recommendation Of the Ensurance'&gentls
Organization, authorize the change in the coverage as.indicate~
so that there will be an increased insurance effective' from this
'date. Unanimous vote.
Mr. Thomson extended thanks in behalf of the Board for the
fine work the organization has d~ne..

Mr. William ~.~ appeared before the Board and advised that he had
received a telegram from Congressman Thomas Lane in which he promised
that the town would receive gas masks, two auxiliary fire pumps and
· ,eq~tipment. Mr. Duffy said he had contacted Congressman Lane and Mr.
· Landers of the 0.C.D with reference to the gas mahks.
Mr. Duffy said that he had other business in Boston Tuwsday and if the
.Board desired him to do so, he would see what information he could
gather about the fire equipment. Mr, Hargreaves was very much in favor
of getting the fire equipment for the tow~ if possible.
Mr. Foster told Mr. Duffy he was sure the Board of Selectmen would
appreciate anything could do in the matter. ~r. D,ffy said he would
let' them know of the results of his'visit later.
A communication is received from the Office of Price Administration
stating that under the provision of :the War Production Board Limitation
Order L-56, as amended, ,section 1115.1 that on and-after October 1, 1943
the Director General for Operations may, on that date, forbid further
deliveries of fuel oil for use in such facilities and advised that the
'itown' building should be converted tot he use of'coal.' No action was taken
on this letter at this meeting.
A letter containing a copy of Chapter 688, An .Act, Relative to the Fore'
c~sting of 'Forest Fire Weather and to Forest Patrols was received from
· '-,thel~:District Fire Warden, Joseph L. Peabody. The letter and report was
accepted by vote of the Board' and referred to the Forest 'Fire Warden of
this Town.
An. application was received from the New England Tel. '& Tel. Co. for
the~abandonment of Pole #28E on Mass. Avenue northeasterly from Trinity
Court.. Unanimously voted.
A,hea~ing was set for April 28, 1943, at 7:30 P.M. on the application
of' the New' England Tel. & Tel. Co. for the validation of present pole
locatib'ns as shown of Plan No. 986, co~ering 243 exisiting telephone
poles on'various streets in town and on Plans Nos. 990,992, and 993
covering 231 telephone locations.
,Mr~ ~Finneran said he had received a, complaint about cars parking at
the corner of Marblehead and Sutton Streets causing a hazardous condition.
,The'~mattar was referred to the'Police Department~ for attention.
Mr.'"'D~ncan came in to ~he meeting~ ~n reference to the salarY being pa'id
· MrS'..McDonough, who has had to be out of~ work many months.on account of
serious illness. Mr. Duncan said the building, was in need' of' immediate
.,,~ ~cleaning and something should he done.- ,This~ condition' he said could
create a 2rear deal of talk. We h. aVe done a lot' for Mrs.- McDonough he
sa,id; she received her salary for three months when she was ill previously.
He' said' he had obtained the. services of George Sanford, one of the Public
-~.Works,', employees ~o wahh and, clean, the' building and ,Mrs; -McDonough is going.
to~pay'him.~ Mr. Foster.said he agreed.with Mr. Duncan and felt~we had
been very fair to Mrs. McDonough an.d had been waiting for Mr. Duncan to
say something about the situation, ~he building being under his care.
,Mr; Duncan Said further'that'he,understoOd that Mrs. McDonough is a very
-.sick, Woman and her chances of recovery, are very poor. The time is coming
whsn she mhould resign. Mr. Finneran asked if Mrs. McDonough expected
to,re'cover and nobody'~know.
-- Mr. Foster then asked the Board what they wished .to do in the matter.
Mr; Fi~eran suggested hsving Mrs~ McDonough split her pay with George
Sanford for the time being and then, if it~continues too long to break off
· _~,~adu~lly. Mr. Duncan mentioned the conversion of the- heating equipment
· f~o~m~',oil to coal which would necessitate the services of. a man to shovel
~the~:'cbal. It was finally decided'to let~the matter ride for a time longer
with G~eorge, Sanford caring for the building~ andbei~g-paid from Mrs. Mc
Donough's money..Mr; Duncan was-advised to notifyMrs. McDonough of this
decision of the Board. At the present time'George Sanford receives $.68
per h~ur for his so,ices on the Public Works Department'and Mr. Duncan
felt that he should receive about-the s~me rate for'this w, ork.
A'certificate' ['Ss~ed,by the,Department of Banking and .~ns~ranae, Dive,ion
of Yns~rance, establishing a contributary retirement system for the T~wn
of :Ns~th A~dover as provided by SeCtion. 31 ~ of Chapter' 32 of the General
Laws, was received' under, date of March 29~ 1943.
