Sections 26 to 31I and the employees shall become members of the.
retirement system of the County of Essex.
It was decided to contact County Treas. Thurston and see what the Board is to dc.
A letter with reference to a change in the law effective January 1,
1943 pertaining to Unemploymant Compensation was received from ~he
Division of Employment Security. Employers of one or more persons
are now subject to the provisions of the Law.~Heretofore only. em-
ployers who. employed four or more persons were subject to theLaw.
Meeting adjourned.
April 12, 1943 - The r'egalar weekly meeting was held this date
with all members present.
The weekly bills, 01d Age Assistance and Aid to Dependent Children
Pay Rolls were approved for~ payment
Mr. Alexander M. White came in to the meeting and.requested:.the~
Board to contact the Boston andfMaine Railroad*in an effort,.tO have
the crossing at North Main Street repaired. He said .he broke a spring
on his car at thmt crossing, to-day. ~ Mr. Foster' agreed to write and
ask to have-the street repaired, and:to recommend the. payment of the spring.
The application for the purchase of 'the new fire engine was~ returned
with request that it be made out cn-a new form giving more detailed
information. It was- decided at' first .to' have Fire Chief Hargreayes
come in and-help fill out the form but it was later decided~ ~hat. Mr.
Duffy and Mr. Hargreaves would ~make a trip to Boston about the Fire
Engine and having the forms properly filled out.

Mr. Joseph Carb0nara~ 57 Chickering Road requested that a:,Street,
light be installed~at his property. He said there is a culvert' there
which i~ very 'dangerous because- it is'very' dark;'
On the motion of Mr. Finneran, seconded by Mr. Thomson~ it .was ~ani-
mously voted~to contact the Lawrence. Gas and-Electric Compa. n~:,tg::have
a light installed. ~ ..
Mr.. Harry C. Foster attended the Essex Oounty Selectmen' s.A~s~o, ciatio~
meeting held. in Methuen. Saturday, April 10, 1943,

Andover residents during .the night. His .telephone number-26337.[.~isted .to
Albert G. Desmulier. Mrv Thomson suggested.that this information.be
given the Police 'Department.. They have received many calls~in.the .past
from people unable to get .medical attention at night, m~.:-. .
Mr. Foster discussed the deplorable .condition of the dump on:.Railroad
Avenue. Mr; Thomson suggested that Mr. Carry, .Highway Surve~orj~.and~ the
Police Department. be notified about .the situation. Mr.. Foster will take
care of the matter.
A letter received from the Metals Reserve Company,. Washing$on, D.C.
advises that as of April. 16, 1943 at 12:01 A.M. War Materials,~ Inc.
will~ cease to act as agent for Metals. Reserve Company in connection
with the-project fo~; the removal of the. Street Car Rails l:in~:Town.:,. Its
functions as auch agent will be assumed on' that day by Steel .Recovery
Corporation, 5835 Baum Boulevard, Pittsburgh, Pa. .-,.~., ;-:
Louis C. Cyr is the contractor, who: will remove the tracks. ·
A communication is received in answer **o our letter of N0vember,~,lY, 194~
to the American Tel. & Tel. Company regarding the transferS' ~0f osnership
of a number of their Boston- Portland Line poles to the t0~n; They
enclosed a formal bill of sale, in the amount of0ne Dollar~ieov~rlng

A letter, enclosing a questionaire concerning the local Finance Committee,
was received from Danforth.W.. Comins, Executive Secretary, Town. Finance
Associations, :which.he asked to be returned as soon as possible so that he
can complete the annual Roster of the various towns for use bythe Towns and
various State Departments during the year. ~..
