The Board held a special meeting on this date with members in attendance: Chairman John W. Graham,
Charles A. Salisbury, Christine M. Smith, Frank Dugan, and Kenneth Crouch.
Chairman Graham called the meeting to order at 7:30 P.M. in the Seleetmen's meeting room. John
Willis, Town Counsel came before the Selectmen and requested that the Beard submit a letter to the
Essex County Retirement Board outlining what he was paid for the last three years as both Town
Counsel and Special Legal Counsel. The Board voted to submit a letter to the Essex County Retirement
Board outlining Mr. Willis~s r~numeration for both Town Counsel and Special Legal Counsel for the past
three years.
Personnel Board
Ruth Iannazzo and Nancy Stevenson came before the Board to discuss the goals and objedtives for the
Personnel Board for FY 84-85. Ms. Iannazzo identified 5 objectives that the Personnel Board would
like to achieve during FY 84-85. They are as follows:
1. Centralize and consolidate personnel management
2. Establish accurate classification and appropriate compensation
3. Establish and Affirmative Action recruitment system
4. Establish a performance appraisal system and merit pay
5. Clarify conflicting language in the personnel bylaw
M§. Iannazzo also discussed the appointment of Personnel Board members as a result of 4 vacancies on
the Board. Ms. Iannazzo has requested that the Board give her additional time to submit names to the
Board for these appoin*ments.
Downt~own Revitalization Plan
The Board of Selectmen, upon receiving a memo from Lisa Ruben regarding the notice to proceed on
the Downtown Revitalization Plan, voted to officially proceed with the downtown improvements
com~ men?lng June 25, 1984.
Town Counsel Appointment
Chairman Joh Graham asked that the Board vote on Town Counsel appointment which will be taking
place on June 21, 1984. The Board voted 3-2 to endorse Joe Belanger as its first choice for the position.
The Board voted 3-2 for Scalise and Vivenzio as its 2nd choice for the position. The Board voted 3-2
for Ralph Barbagallo as its 3rd choice for 'the Town Counsel position.

Charles A. Salisbury, Christine M. Smith, Kenneth C. Crouch, Francis X. Dugan with Chair-
man John W. Graham presiding. The minutes and warrant were approved after John Lyons
name:was added to the Special Police Officer,s list..
CLARK STREET INSTALLATIONS:
The Board approved the petition of Mass. Electric Company to install underground cable, five
manholes, nine 8" ducts on'Clark Street to service the disposal site.
POLICE APPLICANT INTERVIEWS: APPOINTMENTS:
The:Board interviewed Michael McCann, Timothy Crane, Frederick C. Soucy, Jr., William F.
Lynch, Paul J. Alosky, John W. McEvoy for the position of a permanent police officer. There
were three vacancies to fill. James T. Roche. did not appear for an interview. The Board
waited until after they had completed the Agenda to appoint the following applicants to serve
as permanent police officers as of June 26, 1984: Three ballots., were cast*as follows:
First Ballot: Ch~'.istine Smith, Charles Salisbury, Francis Dugan voted for Timothy Crane
Kenneth Crouch and John Graham voted for Frederick Soucy, Jr. I32]
Second Ballot: Kenneth Crouch, John Graham, Francis Dugan and Charles Salisbury voted
for Frederick Soucy, Jr, (4)
Christine Smith voted for Paul Alosky. (I)
Third.Ballot: Kenneth Crouch, Charles Salisbury, Christine Smith voted for Paul Alosky.
Francis Dugan voted for William F. Lynch. (I)
John Graham voted for John ~.cEvoy. (I)
As a result of the voting, Timothy Crane, Frederick Soucy, Jr. and Paul Alosky were
appointed Permanent Police Officers, effective June 26, 1984..
