Ruth lannazzo requested additional.',time to seek individuals that are interested in serving on the Personnel Board, A letter received from Vincent Turano stated that he was not interested in serving as a con- sSItant to the Conservasion Commission due to his present responsibilities. JOHN'WILLIS - SPECIAL LEGAL COUNSEL BILLS: 'John Willis submitted two bills for services rendered regarding two special legal cases: E.Z Street Construction, Inc. v. John James, et a1..$275, and Buildin9 Inspector v.- Ibrahim El Hefni.;..$1,16$. The Board voted to authorize John B. to request additt6nal funds from the Advisory Board to pay Willis subject to John yet,floating the amounts; COMMUNITY OPPORTUNITIES CONTRACT EXTENSION: '' At the Executive Secretary,s request, the Board unanimously voted to extend'C.O.G~s co.nt?ct until July 20, 198q, subject to the same terms an.cl, conditions as outlined in.the or,gmal agreement dated, June I, 1984. This extension wdl/~)~e~ time to determine the long range management plan for the Community Development office. The C.O.G submitted a well written status report on the Town,s Small Cities program. A working' session will be set up with the Board and the C.O.C. COMPLAINTS: The Board received two complaints: I. From David Swanson complaining about cars on Moody Street parking on the street obstructing traffic. Board voted to refer theLmatter to the Police Chief for a report. 2. Voted to place on file...letter from Police Chief re excessive noise complaint on Pleasant Street. .,.: SPECIAL TOWN COUNSEL REQUEST: Letter received from Frank Set,o, Chairman of the Board of Appeals, requesting that Atty. Joseph Boulanger be appointed a Special Town Counsel to represent them against suit filed by Ralph and Maureen Joyce . As Attorney Joyce was just appointed Town Counsel, the ma~jority of the Selectmen were upset and concerned that they had not" been informed of the suit, filed in Town Clerk,s office on June ISth, before the 10'man committee met and appointed Town Counsel,. June 21st. The June 15th letter was given .to the Board June 22nd, the day after Town Counsel appointment. Selectman Crouch stated that .~lt~esh(Sd~d be treated like any other suit, :R, Joyce was elected on his own merits. After further discussion, the Board voted 3-2..Graham, Smith and Salisbury affirmative and Crouch, Dugan against, to send a letter to the 10 member Town Counsel appoint,n9 Committee to advise them of the situation and to have them check one of two options: Al~point~lent' ',of Town Counsel be reconsidered. 2. does the appointment of Town Counsel. TOWN COUNSEL (continued] It was voted unanimously to send a memo to Daniel Long, Town Clerk, for a report on the June 15th notice regarding Ralph and Maureen Joyce's action against the Board of Appeals specifically, why he did not forward to the Selectmen's office the notice of Joyce's appeal. A written response was requested by June 29th.from the Town Clerk.. ELIZABETH ELLIOT: Louis Detora, Jr. approached the Board of Selectmen to comment on the passing of a wonder- ful citizen, Elizabeth Elliot, in her 79th year. Among many other activities, she was one of the founders of the Community Center for youth activities. He asked the Board if the Center cou d be named after Mrs. Elliot in recognition of her'~lifetime,activities for the benefit of the Town and its youth. The Board fully supported his suggestion but advised him to approach the Trustees of the Community Center as they had the authority on anything concerning the Center.. He said h& would do so. LICENSING COMMISSIONERS: APPROVED:' Class II license for Charles Buchanan who appeared before the Board and stated that he needed the Class Il license to go to auctions to buy second hand cars. ' Ralph Joyce discussed the Memorandum of Agreement, Executive Secretary and Town Counsel meetings and stated the amount of time needs to be defined. He stated he spoke to Charles Salisbury about letter submitted to Town Clerk about pending law suit. He stated he will continue appeal to Town about law suit.
