Smith and F~ancis X. Dugan. CONDUIT INSTALLATIONS: The Board approved two,petitions to install cable and conduits .on Summer Street and Merrimac Street~ . WEDDING - OLD COMMON: After discussion with Diane Arlequeeuw, the Board granted her request to have her wedding performed on the Old Common on September 16, 198~,. It will be a 25 minute ceremony performed by a Justice of the: Peace. SUM ,TRANSFER-POLICE DEPT. Atthe request of Police Chief, Edward T. Sullivan, the Board voted uanimously to accept the sum of $1u,,310.28, account number #96u,891, Arlington Trust Bank, under the name of Northr:Andover Charitable Fund, % North Andover Police Department to be transferred to the Police Department to install a computorized record system.. LICENSE: The'Board,.voted to grant an Auctioneer's license to Joseph Bourque to conduct a I-day auction for Wm? B'. Kent F, Sons,' 550 Turnpike Street, on July 28, 198u,. Crouch, Prancis X. Dugan Th~':~inutes and warrant were unanimously approved with minor correction. Presentation of Plaque to John g. Willis Chaii;men' John W. Graham presented John J. Willis, former Town Counsel, with a plaque, on behalf of the'iB6ardof, Selectmen for his many years of service to the community. Mr. Willis had a few words to say,in'thanks. Ml'lliRoad -: Proposed Construction John Cronin and several other residenisof Mill Rd. were in attendance to urge the Selectmen to support the~iin.'their cause to bali: the proposed straightening and widening of Mill Rd. Chairman Graham Suggeste'd that some Selectmen 'might attend the Planning Board meeting next Monday, but that the Board'Of:Selectmen has no authority in this matter. Public Use of Senior Center 'Ton{' Cantone, 'President of the Council on Aging was in attendance and presented a written statement relative to'the use of the Senior Center. Request by Hay Scales Exchange for One Hour Parking The Selectmen unanimously voted to refer this request to the Highway Surveyor, Town Planner, and Chief of Police for th/~ir comments. Request for Stop Sign - Intersection of Herrick Rd. and Buckingham Rd. The Selectmen voted unanimously to refer the request to the Chief of Police for his recommendations. Response from Town Counsel Re: Request to Recover Legal Expenses/Wakefield Case The Board received a response from Town Counsel relative to the Board's request to seek.to recover legal expenses incurred in the Wakefield Case. Counsel recommended against persuing this matter 546 as the Town would probably not be successful in their endeavors and would incur additional expenses in doing so, The Board voted unanimously not to persue to recover legal expenses incurred in the Wakefield case, Request for List of Laws Suits - Caroline Cole Town Counsel responded to Ms. Cole's request in a letter to her stating that he would not release any information unless it is authoFized by the Board of Selectmen. Chairman Graham suggested that she could supplied with a quarterly report by Town Counsel when submitted, and requested the Executive Secretary to ask Town Counsel if this report is public information, Brickstone Properties Martin Spagat of Brickstone Properties, brought the Board up to date on the renovations to the Davis & Furber Mill Complex, reporting that construction is on schedule. Mr. Spagat added that he is in the process of acquiring the parcels of land necessary for the access road. Mr. Sapagat stated that if the Town is disqualified from gran~: funding for the road due to th'e windows, then he will fund the road. It was voted unanimously to meet on September 5 to discuss fu~$her the access road issue, and Mr. Spagat will continue to secure title to the necessary parcels and the Selectmen,s Offic~ will persue the availability of funding and obtain a cost estimate for the road. Discussion ensued relative to Secretary Salvucci,s letter encouraging the Town to seek funding for the Holt "j. upgrading in this round'.and to seek funding for the Davis & Furber access road in the next round. public hearing ,s scheduled for August 8, with a deadline for submission of the grant application of August 13. It was voted unanimously to authorize the ~xecutive Secretary to proceed with the submission of the grant application, pending review of concerns of the Highway Surveyor relative to the Force Account. Grant amount is $320,000,00 .. . . .., .. . Request for Reduced Speed Sign - Pleasant Street -' A Letterwas received from A. L. Bolton of 102 Mill Pond requesting that a reduced speed sign be posted at the intersection of Stevens Street and Pleasant Street. It was voted to refer the request to the Chief of Police for his recommendation.i Small Cities Grant Application A letter was received from Gerald St. Hilaire of EOCD informing the'Chairman that North Andover was not selected for funding under EOCD's FY 1984 General Fdid ~ompetitibn. Century Laminators, Inc. - request to participate in Economic Set-Aside Representatives of Commonweal Collaborative, Leominster, Mass. appeared before the Board' to $300,000 in grant funding from EOCD to be repaid to the Town over a period of 15 years at an i~teres rate of 5%. Dog Complaint Mr. Barry-Fitzgibbons of Furber Ave. appeared before the Board to request that somethi~gbe.done about his neighbor who is continually complaining about his dog barking. Jim MacMillan, a friend of Mrs. Knowlton's also appeared before the Board to complain about Mr. Fitzgibbons dog barking~ .Board ~dvised. them that there was nothing they could do as this is more a civil problem. LICENSING .COMMISSIONERS: Meeting with Alberta McMains - Harrison's Mrs. McMains appeared beofre the Board at their request to explain what her intentions are relative to the liquor license which was issued to her. Several Selectmen indicated that they have been to Iiarrison,s and have found it to be in conflict with what was proposed at the time the license was issued (proposed a full service restaurant; is now a counter and take-out service). Mrs. McMains stated that she has no intention of ~ellirig liquor '.under. the present conditions.
