Fence for Bradstreet Schoolyard
=rhe Board reviewed shop drawings for the fence at the Bradstreet School. Bob Mascola from
the School Committee requested postponing action until the entire School Committee could
respond. He added that the Committee feels that they were ?:'3t happy'about the'idea bf
a~cept n~ a che~per fence. Lisa Ruben added that she took a survey and th~ consei~sus was
to go with the fence per the specs. Lisa will forward the drawings to the School Committee
fo, theist review and response.
Marry Spaqat, Brickstone Properties re: Access Rd.
Marry Spapat told the Roard he is willin~, to donate 2 strips of land to the Town for the
access rd. - Matses's piece and (Brickst-one~s piece. Marry is negotiating with Yellow Freight
for that piece and will turn title over' to the Town. He added that Kenics should rightfully
donate their parcel. Chairman Graham requested that Marry speak with Town Counsel.
Chairman Graham will contact Kenics Corp. about donating their' land. The Se ectmen w
meet with Mr. Spaqat on Oct~ ~17, by which time he shoul~J have met with Town Counsel.
Fay, Spofford & Thornd ke did a preliminary design, which is not final enough to go out t~t
bid Kenn Crouch expressed concern over the railroad bed becoming a walking path to the
High School.
Marty added that Infinet's move mi.o. ht be delayed until the first of the year.
Mill Rd. Eno. neerin.o. Study
The Board unanimously approved signing of a letter to County Commissioner for surveying
Mill Rd.
Personnel Payroll Chan~oe Notice - Catherine Foley
The Board approved a payroll chanpe notice for Catherine Foley to 37-} hours @ S-6, Step I1.
Community Development Equipment
Any C.D. equipment has to be approved by the Board of Selectmen before leaving. Any
surplus items over $1,000 has to be accounted for by the group we hire to closeout the
complete CD office.

The Selectmen held their regular meeting on this date with Chairmn John Graham presiding,
members present: Kenneth C. Crouch, Christine M. Smith and Francis X. Dugan, Selectman
Charles Salisbury was out of town. The minutes and warrant were approved with correction.
Public Hearin.cl, Classification of Property for FY 8~
Ted Phelan, Assessor, stated that his Board is in favor of setting the tax rate for a residential
factor. Upon a motion by Selectman, .Frank Dugan it was VOTED unanimously to set a factor
of "I" to set the tax rate.
?,,.ecluest to Postpone Hottop Overlay on Main Street - Public Works
A letter was received from Raymond Canty, Chairman of the Board of Publi'c Works requestin9
postponement of the final hottop overlay on Main Street until after the Spring ~)f 1985 in order
to present an article at Spring Town Meeting to reline or relay existing water mains and reolace
gate valves. It was noted that the Main Street improvements are funded through CDBG, w'hich
states that all funds my be expended by December 31, 1984, arid.:failure to do so would constitute:
a contractual violation of our grant agreement. It was unanimously voted to send a letter to
Mr. Canty explai~in~that because of our contractual obligations, we cannot honor his request.
Petition of New England Telephone
The Board unanimously approved a petition of New En~tland Telephone to relocate 3 poles on
Great Pond Rd. '
Messina - Downtown ~evitalization Plan
Bud Cyr advised the Board that Mr. Messina does not agree With the width of the entrance and
exit to his facility, and requested the Board's support in holdin.q firm at 22 feet should Mr.
Messina decide not to allow the work to be done. It was unanimously voted to direct Community
Development to notify Messina that the Board of Selectmen are in support of the Highway
Surveyor's recommendation of 22 feet in and 22 feet out.
IDFA - Atlee of Delaware, Inc.
The Board voted unanimously to authorize the IDFA to approve a $1,450,000 bond issue for
Atlee of Delaware Incorporated. Altee proposes to build on Lot #4 at the 'gillows Industrial
Park.. Andrew Birsky of Atlee said his company manufactures and distributes components for
the computer industry, aerospace industry, and defense industry.
