ABC Bus Company
S~al abutters to the ABC Bus Company were in attendance to voice their concerns over
the fumes emanating from the busses and the hours of operation. Charles Carrell of the
ABC Bus Company stated that he is in the process of moving his company to a new location,
but that he needs the approval of the Board of Health and the Conservation Commission.

Spring, but was not aware that he should have notified the Board of Health. Since these
borings can only be done between March 15 and May 15, he feels that he could not bel.qin
operations at the new site until sometime in the Spring. Ed Scanlon, a member of the Board
of Health suggested that engineers from the Board of Health and ABC Bus Company meet to
discuss the results of the test borings done last Spring. The Board unanimously voted to

''Go Slow,-Children" Sign on Saw Mill Road
A letter was received from Chief Edward Sullivan recommending that a "Go Slow, Children"
sign on Saw Mill Road was not warranted. The Board unanimously voted to concur with
the Chief's recommendation and send a letter to Jdia Homyak denying her request.
Request for Special Le.clal - Fire Department
Chief William Dolan requested legal counsel in effectin~ the 'removal of gas storage tanks
by the Contractor as required by law. The Board unanimousl~/~ voted to request Town Counsel
to persue this matter.
Burnt Out Building - In.c)alls Street
The Board discussed a letter received from the Board of Health citing Selectmen responsibility
in this matter. The Board unanimously voted to refer to Town Counsel for his review and
comments.
Right To Know Legislation
'T. he~ Boar. d received a letter from Chief William Dolan outlining the procedures that the Town
should take with regard to the "Right to Know" legislation. The Board voted unanimously to
appoint Chief Dolan as the Municipal Coordinator and Gayton Osgood and the Acting Municipal
Coordinator, and to notify DEQE of those appointments.
Massachusetts I~unicipal Association - Ballot
The Board unanimously voted for Robert Hutchinson for President, and the slate of officers
in entirety.
Approval of Special Legal Bills
The Board unanimously voted to approve payment for special legal bill from former Town
Counsel, John Willis in the amount of $ 533.00 relative to the Trombly parcel.
Petition of New England Tel & Tel to install underground'conduits on Main St. & First St.
The .Board reviewed a petition to install underground conduit on Main St. and First St.
with'a concret pad and apparatus cabinet. Bud Cyr expressed concern with this interfering
with the work on the Downtown Plan. The Board requested that Bud meet with.the Resident
Inspector and the engineer from New England Tel & Tel during the week and table action on
this petition until the next meeting.
PWED Grant award for Holt Road
The Board received a letter from Secretary Salvucci announcing the award of a Public Works
Economic Development Grant to North Andover for design and engineering of Holt Road in
the amount of $319,506. Selectman Dugan, who was at the presentation on September 6, said
that the paperwork will be forthcoming.
LICENSING COMMISSIONERS:
Request to Use Town Forest and Sell Beer by Troop #81 Associates
The Licensing Commissioners unanimously approved a one day liquor license for #81 Associates
,to be held at the Town Forest on September 15, 1984 (rain date - September 16)

The Licensing Commissioners reviewed the necessity of having security detail at all timesduring
the school day, upon the request of Gary A, Moulton, Senior Vice President of McDonald's,
It was voted to request that a private duty police officer be on duty only on Friday and
Saturday nights from 8:00 P,~/~. to 12:00 P,M, and on special events, such as home football
games,

The Lmensing Commissioners set a hearing for September 24, 1984 at 7:30 P,M,
Request for One Day Liquor License - Merrimack College
The Board unanimously approved the issuance of a one day liquor license to Bruce Baker,
Director of Student Activities. In addition, the Board voted to reques, t that Mr, Baker be in
attendance when requesting a one day liquor license and that he file h~s request at least two
weeks in advance.
