e Board unanimously voted to authorize the Highway Surveyor, Bud Cyr, to enter into
an agreement with LEA Engineers at a fee not to exceed $5, 500.00
Trombly Bus - Downtown Location
Subsequent to a site inspection on December 11, it was agreed by all concerned parties that
a suitable location would be the space on Main Street opposite to Town Hall, and adjacent to
the cross walk be designated as a "Bus Stop" "Tow Zone". The Board voted to request the
Highway Surveyor to install the above noted signs as soon as possible. In addition, Selectman
Crouch suggested that two parking spaces on First St. designated as "Taxi Stand" be returned
to regular parking with a two hour limit, and the Board voted to request that the Highway
Surveyor remove the signs and replace them.
Whitman & Howard Claim Settlement
Lisa Ruben, C.D. A'~t-m'inistrator, advised the Board that Whitman & Howard has expressed
acceptance of her recommendation to compensate them $12,969.85 relative to the Downtown
Revitalization Project. Selectman Smith motioned to compensate Whitman & Howard $12, 969.85
in full settlement Of all outstanding claims.
Community Development - Status Report
Lisa Ruben, C. D. Administrator, reported that the water main under the Urban Systems
Project is 40% complete. The Board felt that this project will most likely not be completed
by December 31, as some delays have hampered the progress, and the Board voted to
request an extension from EOCD for six months and to retain the firm of Community
Opportunities Group to oversee this project during this six month extension. 4-1, Chairman
Graham opposed. :
Relative to the Walter Reed contract, the Highway Surveyor has recommended that several
punch list items be delayed until Spring, and Lisa Ruben recommended Withholding an amount
of funds equal to those items remaining.
Lisa Ruben reported that the first audit is complete and the second audit of C. D. will take
place on or after December 31 and will continue through January,. 1985. Lisa requested an
extension of the C.D. Office to oversee this audit and other administrative tasks. Chairman
Graham noted that he.is not in favor of continuing the C.D. Office beyond December 31, 1984:
After considerable discussion, the Board voted 4-.1'to extend the Office of Community Devel-
opment through January 31, 1984, and to retain the firm of COG through the anticipated
extension with EOCD with an upset limit of payment of, $5,000. COG'~ President, Rusty
Rodes praised Lisa's efforts in hastenin9 the closing out of Community Development and
accepted full responsibility for any inadequacies in communicating information to the Board.
Lisa Ruben reported on two sources of program income: reimbursement of Kandrut property
and Cashman property at $17,000. Lisa recommended the following bses: 1) outstanding.
balance of $1,770.40 to Vanasse & Hangen; 2) $5,000 for.contingency/water main project;
3) $5,000 for trees & shrubs for Urban Systems project; 4) $5,320 for economic related
planning studies. The Board voted to proceed with Lisa's recommendations.
Lisa reported that Town Counsel is reviewing AHOP material. Selectman Dugan motioned to
extend the agreement with the Bank of New England, under the direction of the North Andover
Housing Authority.
Highway Syrveyor, Bud Cyr has agreed to undertake site cleanup of the Kandrut property.
The Board voted unanimously to appropriate $1,000 of C.D. funds under the direction of the.
Highway Surveyor for the rental of a large backhoe to take down two buildings. Lisa reported
that RFP~s went out:for a feasibility study of the Kandrut property and only one response
was received - Samuel Frank of Boston at $2,908. Selectman Crouch motioned to authorized
the Merrimack River Access Committee to proceed with Samuel Frank and to expend the funds
for a feasibility study of the Kandrut property.
Reserve Fund Transfer Request
The Board voted to request a transfer from the Reserve Fund in the amount of $373. to pay
Town Counsel. The Board designated a subcommittee to review Town CounsePs retainer with
the Advisory Board: Keith Bergman, Exe. Secretary and Selectman Salisbury to meet with
the Advisory Board.
Resicjnation of Kathleen Murphy - Personnel Board
The Board accepted with regret the resignation of Kathleen Murphy from the Personn Board.
Voted to advertise in the Citizen on December 27, 1984, applications accepted until January
11, 1985 and interviews on January 14, 1985.
