Rt_~to Know Legislation
Chief William Dolan reported that the Mass. Office of Administration and Finance has
awarded the Town of North Andover $1,961 to implement the "Right to Know" law, which consists
of collecting data from all town departments and businesses and maintain~ng such data for
30 years. The Board voted to notify the State that we will accept this grant.
Scarlet Knights Hockey Team
Selectman John Graham requested that the Board send a letter to the Scarlet Knights Hockey
team with congratulations on a fine season.
Exemptin8 the Town from Civil Service
Chairman Christine Smith instructed Keith to review the issue of exempting the Town of North
Andover~from the Jurisdiction of Civil Service, most particularly as it applies to the Police
Department.
LICENSING COMMISSIONERS:
John P. Dolan - Application for Class II
A public hearing was held on this date upon the aforementioned application. Attorney John
J. Willis, .Jr. representing Mr. Dolan, asked the Licensing Commissioners to reconsider::this
applicatio~, which was denied in November, 1984, based on the following input: 1) that Mr.
Doland intends to keep a maximum of 3 cars on the lot at one._ time; 2) and the Mr. Dolan
has shown good faith in cleaning up the area. The Board noted that they.based.their denial
last November. based on the location, not the applicant's reputation. A~m.o. tion to grant

The Licensing Commissiones approved the issuance of two one day beer & wine licensee for

The Board held their regular meeting on this date with all members present: Chairman,
Christine M. Smith, John W. Graham, Charles A. Salisbury, Kenneth C.~Crouch, and Ramsey
A. Bahrawy. The minutes and warrant were approved as submitted.
ABC Bus Company Update
TheBoard met with Charles Carroll of the ABC Bus Company to review the progress of a move
to a new location on Turnpike Street. Mr. Carroll reported that he had met with the Conser-
vation Commission onthe~20th and must wait 21 days for the Order of Conditions before
clearing and preparing the site. He noted that the architectural plans are complete and
a driveway entry permit has been filed. The Board asked Mr. Carrell to report again on
his progress next month.
AHOP Funds:' Housin~ Authority
Louis Minicucci, Executive Director of the North Andover ~ousing Authority discussed_with
the Board the use of AHOP funds to supplement land acquisition costs for the newest proposed
elderly housing complex. The Board voted unanimously to authorize Mr. Minicucci to utilize
#33,000 of uncommitted funds for this purpose with the $66,000 of committed funds to be used
a collateral for a loan., provided approval is given by the funding agency.
Olde Center Traffic Situation
TheBoard reviewed a report by Police Chief Sullivan on a meeting with Bud Cyr, himself,
and Reverend Blanchard. The Board voted unanimously to authorize Bud to install a "Go Slow"
sign on Salem St. approaching the center where there is presently a "Resume Speed" sign; and
to paint white pededstrian crossing lines from the Hay Scales to the Country Store and from
the Grange Building to the North Parish Church. The Board also voted to submit a request
for a stop sign at the intersection of Academy Rd. and Mass. Ave. to the Mass. DPW for
NESWC Traffic Route
Upon a motion by Charles Salisbury, the Board voted to authorize Keith Bergman to schedule
a tour of the Signal-Rosco facility with the Executive Committee of NESWC and to discuss
the importance of North Andover!s position on this proposed truck traffic route.
