The Board held their regular meeting on ~this~date with four members present: Chairman
Christine M. Smith, Charles A. Salisbury, Kenneth C. Crouch, Ramsay A. Bahrawy; and Exec.
Secretary Keith A. Bergman. The minutes of July 29 were approved with correction; the warrant
was approved as submitted.
The Board voted unanimously to go into executive session to discuss the acquisition of land.
CDAG Hearing: Davis & Furber Access Road
A public hearing was scheduled for this date on the proposed application for a CDAG grant for
the construction of an access road to the Davis & Furber Mill complex from Sutton St. A
February, 1985 application was denied on two grounds: a)lack of sufficient documentation of
tenancy; and b)historical accuracy of the new windows. Mr. Spagat of Brickstone Properties
and consultant, Teny Lantz now feel confident that these issues have been resolved and the
Town stands a good chance in this funding round. The application is in the amount..of $i
and would propose an access road, new sidewa~, and laying of underground utility lines, as
well as for land acquisition. Upon a motion by Selectman Salisbury, and seconded by Selectman
Bahrawy, it was voted to authorize the submission of a grant application to the Mass. Exec.
Office of Communities and Development for a Community Development Action Grant (C.789 of the
Acts. of 1981) for the construr~mn of an access road.:and related'improvements forcthe'Davis

a'motlon by Selectman Sallsbury,.seconded by SeleCtman Bahrawy, it Was voted to request Mr.
Spagat draw up a Memorandum of Understanding to commit thee. land for the access road by
Friday, August 9, 1985.
Other issues discussed concerned proper routing of traffic going to and from the facility.
Selectman Crouch suggested erecting "No Turn" signs.in certain areas on the access road to
channel traffic. Mr. Spagat suggested stationing a police officer, compensatedby Brickstone
Properties during rush hours. The Board agreed to take up this matter ag~in during the first
week of October when word is expected on the CDAG application.
Also discussed was residents' complaint of excessive traffic speeds on High Street. Police
Chief Edward Sullivan had a survellance in the area and cites no problems, but will. continue
to monitor this situation. Highway Surveyor, Bud Cyr offered to paint a yellow line down
the center of High Street and a yellow line to identify the sidewalk on one side of the
street.
Public Works Union Grievance: Charles E. Black
The Board adjourned to executive session by unanimous vote to hear the grievance of Charles
E. Black.
Sisnal-Resco .~ndemnification Asreement
Upon a motion by Selectman Bahrawy, seconded by Selectman Salisbury, it was voted to execute
the letter of agreement which will serve to effect an assignment of 7,000 tons of acceptable
waste to Signal-Resco, the subject.of an indemnification agreement dated January 3, 1983.
Highway Surveyor, Bud Cyr eeviewed several issues related to the Signal-Resco project: litter
along Holt Rd., proposed upgrading of Rte. 125/Holt Rd. intersection, and the designated truck
traffic route. Upon a motion by Selectman Crouch, seconded by Selectman Bahrawy, it was
voted to invite NESWC representatives to the meeting on August 12 to discuss possible correc-
tive measures with relation to the truck traffic route, and to request the assistance of Mr.
Klett of Signal-Resco in alleviating the litter problem on Holt Rd.
Chestnut Street - Traffic Matters
The Board reviewed their, previous vote making a portion of Chestnut St. (from Mill Rd. to
Rte.ll4) a one way. Helen Kellner was present to express her.dissatisfaction with the manner
in which the Selectmen handled her request (which was originally for a heavy trncl exclusion).
Others present thought,.~ba~ the heavy truck exclusion on Chestnut St. extended to Rte. 114,
but was simply never posted. Upon a motion by Selectman Bahrawy, seconded by Selectman, it
was voted unanimously to reconsider the previsous decision to make a portion of Chestnut St.
a one way and bring the issue back at a later date.
Stevens Street - Traffic Matters
The Board received correspondence from Mass. DPW citing that "dangers intersection" signs
.are no longer used. The. Board voted to forward a copy of this letter to Ms. Carol Galginaitis
of Stevens St., the petitioner.
Appointment of Part Time Building Inspector
Upon a motion by Selectman Salisbury, seconded by Crouch, it was voted unanimously to appoint
Daniel McConaghy as part time local building inspector, and to so forward the associated
paperwork to Civil Service.
Balanced Growth Policy Plan Steerin~ Committee
Discussion was held on the issue of appointments to the'above-named committee. Chairman
Smith suggested that only outside citizenry be appointed to this committee and not department
heads. Selectman Salisbury suggested that department heads could play a role of assistance,
but not he able to take a vote in a policy-making decision. The Board voted unanimously to
