criminal record. Mr. KurkJtan was represented by Counsel, Iganttous Piscatello, who refuted
the listed offenses. The Board asked Atty. Plscatello to meet with Detective Dick Crane to
go over the listed offenses, The public hearing was continued to September 30.
'PU~rnickel's": Common Victaulerapplication
Upon a motion by Selectman Salisbury, seconded by Selectman Smith, it was voted.unanimously
to issue a common victualer license to Richard Shaughnessey of 15 Wiley Court to operate
"Pumpernickel's" Deli and Bakery on Water Street, subject to the final approval of Fire Chief.

The ~oaro nela a special meeting on this date for the purposes of discussion several
matters in executive session: 1) acquisition of land: 3rd fire station; 2) pending
litigation: quarterly report; 3) collective bargaining.
LICENSING COMMISSIONERS:
Continuation of Taxi Application_.' _M_arti5 ~
A hearing was continued to chis date on the application of Martin Kurkjian to operate a
taxi service within and through North Andover. A report by officer Dick Crane, cleared
Mr. KurkJian's criminal record and he reports chat his taxi company is a very well run
company with modern, clean cabs. Voted to grant two (2) taxicab licenses to Martin
Jurkjian, d/b/a North Andover Checkered Taxi.
The Board also authorized Exec. Secretary Keith Bergman to request that the Police Chief
explain procedures used in doing a background check, and suggest a more thorough chRck be
done the first time, to avoid repeating the task. So voted 3-2 (Bahrawy, Smith opposed).
Merrimack Coll~ e: One Da Li uor Lice~
The Board voted unanimously to gra~one day all alcoholic license, with two police
officers present, to Merrimack College, for Freshmen Parents' Weekend, October 5 in the
Volpe Sports Complex.

The Board voted 4-1 (Bahrawy opposed) to have.Keith assemble some preliminary data on
population and building growth for the Balanced Growth Committee.
Hurricane Gloria
The Board voted to send thanks to the Tree, Highway, Public Works, Fire, Police, and Civil
Defense departments for their efforts during last Friday's storm. The Board also requested
that Civil Defense, Police Chief and Fire Chief report on preparedness and what, if any,
changes need to be made in procedures.
The warrant was approved as submitted.

The Board held their regular meeting on this date with all members present: Christine M.
Smith, John W. Graham, Charles A. Salisbury, Kenneth C. Crouch, and Ramsey A. Bahrawy; Execu-
tive Secretary, Keith A. Bergman. The minutes and warrant were approved as submitted.
Town of Hamilton: NESWC Truck Route
Representatives from the Town of Lexington appeared before the Board to request permission
to use Ret. 114 for access and egress to the facility on Holt Rd. Selectman Crouch suggested
Hamilton could follow Rte. 97 to Rte. 125 in Bradford. Upon a motion by Selectman Scl
bury, it was voted unanimously, to authorize Exee. Secretary to meet with Mr. Lesezcynski
of Hamilton to review all alternative access routes and come back before the Board for
approval.
Landfill Closure
Exec. Secretary reported that Mass. DEM has required additional work before the landfill
closure plan could be approved. LEA, engineers for the closure plan, has quoted a price of
$7,000 + to undertake this work, and only $2,400 remains of the $5,000 authorized for expen-
diture on this item. Upon a motion by Selectman Graham, seconded by Selectman Bahrawy, it
was voted unanimously to refer the matter to Town Counsel for comment on the Town's exposure
level. Upon a motion by Selectman Salisbury, it was voted to have Exec. Secretary meet with
Commissioner Miller to discuss why the additional work requirement.
