The Board held :heir regular meeting on this date with all members present: Chairman Charles
A. Salisbury, John. W. Graham, Christine M. Smith, Kenneth C. Crouch, and Ramsey A. Bahrawy.
The warrant was approved as presented. Approval of :he minutes of 2/10 and 2/24 were tabled
to the next meeting.
Police Interviews for Provisional Officers, 7:00 p.m.
The Board scheduled interviews on :his date with 3 candidates for 2 provisional police officer
positions: Richard Edson, William Gillen, and James Zahouriko. The Board voted by ballot
unanimously for Edson and Zahouriko, contingent upon physical and psychological costing.
Petition: Mass Electric
The Board unanimously approved ~he petition, to ins:all primary cable and 1-3" conduit on
St. :o service a new subdivion a: North Cross Rd., subject o: a special permit.

The Char:er Commission me: with the Board.on this date to discuss what immediate steps shoul~
be taken, based on the election of a new charter on the 3rd. I: was agreed by all that the
first immediate taks would be to advertise for a Town Manager, whose appointment would be
effective on the 1st of September. Mar:ha Larson suggested :hat a Screening Committee be
established :o review all applications and make recommendations :o :he Selectmen. Discussion
took place on a time:able for advertisement and acceptance of applications, with a suggested
deadline of April 30th, and appointment of To%m Manager early June. Suggested media included
Wall Street Journal, ICMANewslet:er, Beacon, Boston Globe, New York Time, Chicago Tribune.
Discussion took place on proposed salary, ~l:h a concensus that i: would be best left open
attract as many applicants as possible and not discourage some from applying for the position.

Resi~na:ion of John Simons Voted unanimously to appoint John Carney as Sergeant.
The Board accepted the resignation of John L. Simons as Associate Member of the Zoning Board
of Appeals, due to his recent election t6 the Planning Board. Motion by Graham to accept and
send letter of :hanks.
Personnel Mat:er: Irene Green
Frank Dushame, President of the Clerical/Custodial Union Local appeared before the Board :o
express his dissatisfaction with:he firing today of Irene Green, a clerk in the Tax Collector's
0ffice, by Tre~usrer James Dewhirst.- Mr. Dushame alleged polo:leal mo:ira:fens as the cause
for her dismissal, and threatened the Executive Secretary, who was a witness :o :he firi~g,
for not having challenged the actions of the Treasurer. Mr. Dushame admit:ed that Mrs. Green
had not ye: completed her ~ix month probationary period and did not have access, therefore, :o
:he grievance procedure. Notwithstanding :his, he said he might still have to file a grievance
on behalf of~the union, and perhaps go to :he State Labor Relations Commission with this
complaint. Chairman Salisbury stated that :he Board was not willing :o discuss the matter
until such time as it came before :he Board in appropriate forum.

Herman Hurwi:z: Request for Transient Vendor's License
Upon a mo:in by Smith, seconded by Crouch, it was voted to approve a transient vendor's license

~Bri~ham's: Request for Common Victualer's License
"~A hearing was scheduled for this date upon :he application of Dick Johnson, owner of Brigham's
:o operate a facility at :he North Andover Mall. Mr. Johnson added that the hours of opera:ion
will he consistent with mall hours, except summer hours may be ex:ended to.midnight. Upon a
motion by Graham, seconded by Crouch, it was voted to approv¢~ :he license, unanimously.
Schedulin~ of Hearing: Revokation of ABC Taxi License?
Exec. Secre:ary Keith Bergman repot:ed on recen: report of serious pedes:rian accident involvin
Mar:in KurkJian, owner of ABC Taxi, in Methuen. He repot:ed that Mr. KurkJian's A::orney was
con:acted to offer the opportunity to turn'in :he license, and :he A::orney reported the: his
client did not wish to proceed in :his man'er. Mr. Ber~man reported :ha: ABC Taxi could
continue to operate a taxi service in North Andover withou: a local license, bu: would no:
have approval :o use one parking space designa:ed for taxis. The Board vo:ed to schedule a
hearing on the ma:ret for March 10th, and to notify Mr. KurkJian an~ At:y. Pisc~tello by
hand-delivery. ~
