The Board held their regular meeting on this date with all members present: Chairman Charles
A. Salisbury, Christine M. Smith, John W. Graham, Kenneth C. Crouch, Ramsay A. Bahrawy and
Executive Secretary Keith A. Bergman. The warrant was approved as presented and minutes of
April 17 and May 19 were approved as presented.
Conservation Commission Interviews
The Board conducted interviews with 6 applicants for two vacancies on theConservation
Commission: Lois Bruinooge, Prank Easton, Catherine Lowery, Manuel Rei, Carl Schoene, and
Robert Luciano. The Board voted to schedule additional interviews with the two incumbents and
one ether applicant for the June 9th meeting. The Board also voted authorize Mr. Lafond to
stay on the Commission until such time as an appointment is made.
Water Quality Update
Toni Lally of Lally Associates appeared before the Board for an update of activities
the water, who reported that it is hoped that the "boil order" be lifted by the end of this
week. He added that the flushing program has been completed and they have installed
supplemental chlorinators, imf. LaXly further reported~that ozone generator plans have been
submitted to DEQE and that no firm response has been obtained/from neighboring communities
relative to interconnection. John Thompson, member of the Bd. of Public Works stated he
would like to see better managment, controlstn the watershed area. Gayton Osgood of the Bd.
of Health reported that his board voted unanimously to not open the bathing beach at Stevens
Pond until tests prove no presence of giardia lamblia cysts. Mr. Osgood stated the he.was
hopefull that the beach would be opened again in a short time. Mr. Os~ood stated that the
State does not require that the pond be closed, but that this action was recommended by Dr.
Eng of the State Dept. of Health. Chairman Salisbury expressed concern that standards be
established for repoentng the Pond.
Heritage Green Residents
Concerned residents of Heritage Green Apartments appeared before the Selectmen:to ask what
can be done. about rent control and affordable housing in light of the proposed Changeover from'.
apartments to condominiums.. The Board advised that state law would have to be changed to
permit small towns to adopt rent control, and could be done by a home rule petition, but that
it would be difficult :o call a special town meeting for this purpose; The Board voted to
refer the matter to the Balanced Growth Steering Commltte~.for inclusion in the consultant's
study of the housing affordability issue.
Town Counsel Annual Appointment
The Board voted to advertise for town counsel applicants and to scheuld a meeting of the
Appointing Committee on June 19th.
Balanced Growth Steerin~ Committee Resignation: Foulds
The Board voted to accept with regret:and-to offer congratulations and best wishes on the
Fullbright Scholarship in the Netherlands; and to advertise with other vacancies.
SWAT Team
The Board voted to acknowledge the SWAT team's efforts: Lt. Stanley, Glen Anson, John Picka~d.
LICENSING COMMISSIONERS:
Review of Policy: Transient Vendors
The Board voted to continue.~with present policy and review again in October, and:to obtain
opinion on'legal ramifications and impact on local businesses.
Harman Hurwitz: Transient Vendor Application
The Board unanimously approved the application' of Herman Hurwitz of 12 Shute Path, Newton
Center for a one day transient vendor's license for June 8, 1986.
Arthur 'Fisher:' Livery Service
.The Board .voted. unani~ously t0'~n~t2Lfy ~ass. P~rtAut~rity-~-at there was no representation
at the scheduled hearing on this request, and no action was taken.
One Day Liquor: BU Conference Center
The Board approved the request of Boston University for a one day all alcoholic license for
June 7, 4:30 - 6 pm.
P6cahontas Sprin8 Water
Donald Lecolst appeared before the Board to.suggest that he be allowed to park a truck on
school property for the sale of spring water. The Board voted unanimously to grant a peddler'~
license to permit Mr. Locolst to sell water door-to-door.
Lawrence Boys Club: One Day Liquor
The Board unanimously approved the application of the Lawrence Boys Club for a one day all
alcoholic license for June 7 at Merrimack College for an auction at the Volpe Compl~x.
Town Manager Search
The Board voted to schedule a meeting with the Search Committee for Ju~e 9, 1986 at~:30 p.m.
