John W. Graham, Christine M. Smith, Kenneth C. Crouch, Ramsey A. Bahrawy; Executive Secretary
Ketth A. Bergman. The warrant was approved as presented.
7:00 ~.m. Interviews: Con. Com., ZBA, and Reserve Police Officers
The Board conducted interviews with one new applicant and two~incumbente for the Conservation
Commission~(Kaeabuski;~Fink, Reeca);'..one incumbent.fo~ the Zoning Bd. of Appeals (Serio); and
5 reserve police officer candidates for 2 vacancies.
Water~
Tony Lally of Lally Associates breifed the Board on activities with improvement of the water
quality, reporting that eholiform oounts were high on Friday, therefore the boll order was
not lifted. Re added that the problem appears to be somewhere between the south pumping
station and the reservoirs and should be corrected soon, noting that the reservoirs are
being cleaned. Mr. Lally noted that with increased chlorination comes some additional
problems until the water is stabilized2 Mr. Lally said he Was optimistic that everything
would be fine in a week or so, and that the Town is closely monitoring the lake. Upon a
motion ~by Crouch, seconded by Smith, to authorize the Executive Secretary to secure w~ritten
commitments from neighboring communities for interconnection specifically as to the number of
gallons to be provided, request a timeframe for interqonnection, and proceed with the project
as soon as possible.
Town Manaser Search
Martha Larson, Chairman of the Town Manager Search Committee met with the Board to review the
Committee's criteria for selection of candidates, and presentation of the finalists. Selectman
Smith stated, that '~he'was very concerned that some of the finalists' applications came in past
the deadline and that they may have been recruited to submit an application. Selectman Smith
moved to exclude the two finalists whose applications, came in late and request that the Search
Committee submit three additional names,.seconded by Selectman Bahrawy and defeated (Salisbury,
Crouch, Graham opposed). Selectmnn-Graham added that if it could be proven that the candidates
were indeed solicited, he would not wish to~.consider them either. Mrs. Larson stated that the
Search~Committee had. agreed to take late entries and did not see a problem with it, adding that
recruitmen~is commonrpractice. ~Selectman Smith added thatthe Executive Secretary should be
included in the list of finalist out of professional courtesy, and motioned t0 give present~
Executive Secretary Keith Bergman a vote of confidence. Other'membersT.agreedtthat he has done
an excellent Job, but ~hat acvote~Of'confidefice~i~not.tnorder~. Selectman Bahrawyexpres~ed
concern that Mr. Bergman would have no strength with the 5 negotiating unions as a lame.duck '
candidate. Chairman Salisbury'reminded the Board that they:wll~ be here 'long after the
Executive Secretary is gone, and that they will.be behind the Bxec. Secretary to give him
the effectieeness needed. The Board instructed the secretary to schedule interviews for
Tuesday, Wednesday and Saturday of this week. Selectman Smith stated that she would not
attendthe interviews of the candidates who submitted their applications late. The Board implored
her to attend out of courtesy to the candidates, but she refused.
Veterans Service District
The Board reviewed placement of the district with?the Town of Andover. Selectman Smith stated
that.she would prefer to see the position stay within T~wn~ and motioned to advertise, seconded
by Bahrawy, so voted unanimously. Discussion scheduled for June 30th meeting. ~'
Traffic Safety Recommendations
The Board unanimously approved the recommendations of the Police Chief for stop ~igns at the.~-
intersection of Harwood and Mablin Ave. and Patriot':St~2 and Waverly Rd.; and that one of two ~
existing street lights at 219 Summer St. be moved to 149 Summer'~StJ.
Special Counsel
Upon a motion by Smith, seconded by Graham, it was voted unanimously to approve special counsel
for the school department special needs case at a cost nog to exceed $600, and to request that
status reports be forwarded to town counsel for inclusion in their quarterly reports.
GLSD Invitation
The Board accepted the invitation of Donald George, Executive Director of the Greater Lawrence
Sanitary District for a tour and briefing on.the proposed "solid cake transfer station",
Tuesday, June 17, 1986 at 7:30 p.m. at the facility.
LICENSING COMMISSIONERS:
Diskes-Jones, Inc., d/b/a Century House
Chairman Bahrawy reported on activities surrounding his decision to close down the Century
House for lack of aeommon victualer license, adding that the telephone poll conducted on
Friday to permit a temporary license was in violation of the open meeting law. He suggested
that town counsel give an opinion. Both Selectmen Salisbury and Crouch felt that insufficient
notice was given to Diskes-Jones and that a temporary license was in order. Upon a motion by
Smith, seconded by Salisbury it was voted 3-0-0 (Graham abstaining as he was out of Town on
Friday; Bahrawy stepping'down from voting) to ratify Friday's actions and issue a temporary .
license to Diskes-Jones through this evening, and to refer the matter of poll voting to town
counsel~for an opinion. The Board voted unanimously to issue a commo~victualer/~cense to
