Uo~ motion by Crouch, seconded by Graham, voted unanimously to deny permission to construct
a detention pond on town farm property for this subdivision.
LICENSING COMMISSIONERS
Osgood Hill Conference Center
The Licensing Commissioners approved the issuance of the following one day liquor licenses:
August 16, all alcoholic, wedding. August 19, beer & wine, alumnae function.

Upon a motion by Smith, s~conded by Crouch, voted unanimously to inform the Mass. Port
Authority that the Licensing Commissioners do nt have any private liverylicense require-
merits and state no objections to operating this service in North Andover.
Great Pond Rd./Marbleri~eRd.
The Board unanimously endorsed the plan for redesign of this intersection as proposed by Joe
~'Angelo of Mass. DPW and as recommended by the Development Committee and to forward to DPW
for approval, including approval for a flashing red light.
Bradstreet Schoolj_ard Curfew
The Board voted to refer a citizens' petitoin and the police chief's recommendation to the
School Committee for comments, for future action.

The Board held a regular meeting on this date with 4 members present: Chairman Charles A.
Salisbury, John W. Graham, Kenneth C. Crouch, Ramsey A. Bahrawy; Christine Smith out due to
illness. The warrant and minutes were approved as presented.
Public Nea~land Telephone/Mass. Electric
The Board unanimously approved the petition of Mass. Electric and New England Telephone to
install 2 poles on Berry St. to assist with increased load in that area, subject to special

poles on North Liberty St. to provide 'service to new homes, subject to special permit.
The Board unanimously approved the petition of New England Telephone to instali 15 ft. of buried
cable on Abbott St. to service a new subdivision, subject to special permit.

The Board voted unanimously to appt. Bruce Clark as second asst. bldg. inspector for'the period
of 6 months (at which time the need for the position will be reviewed by the Town Manager)
provisional civil service appt. '
Town ManagerSearch
The Board met with members of the Search Committee to review the role of the Committee, and the
Selectmen's expectations for the second search round. Chairman Salisbury offered the Board's
gratitude for their assistance to date and suggested putting together ~, fact sheet on town
benefits for the applicants, Mark Henry suggested that viable candidates be forwarded to the
Selectmen soon after the first interview by the Committee, and that the Selectmen attempt to
negotiation with more than one candidate at a time. Upon a motion by Crouch, seconded by
Graham, it was voted 3-11 (Bahrawy opposed) to authorize the Selection Committee to expend, up
to $5,000 during this round for candidates' travel reimbursement for those outside the New'
England area.
Downt"i.n Parking:Main St./Cleveland St.
The Board discussed a citizen request to eliminate parking within 20 feet of the intersec-
tion of Cleveland St. along Main St. Upon a motion by Crouch, seconded by Graham, it was
voted unanimously to request that the Police Chief and Highway Surveyor review the present
parking patternsand propose how this problem can be dealt with.
Request for "No Park~ on Pleasant St.
The Board by a ~1 vote approved the recommendation of the Police Chief that a "No Parking" sign
was necessary on Pleasant St. near its intersection with Route 125 and to so notify the
requestor, Mr. Ardito. (Bahrawy opposed)
Appointments to 4th of July Celebration Review Committee
The Board tabled appointments to this committee until the September 8, 1986 meeting.
Station III Buildin Committee
Chairman ~lisbury reported that letters of interest in being appointed to this committee all
~k.a~e. a strong affiliation with the Fire Dept. and stated that he reit it s~ould be made up of
a 5road base of candidates. Voted to readvertise the committee opehdings.
