Chief Dolan reported that the first collection day is scheduled for Saturday, October 4th at
Merrimack College with acces by way of Elm St. in conjunction with the Town of Andover; with both
communities providing fire and EMT services. He added that an educational and informative video
will be broadcast on cable 2-3 times per week prior to the event; and that the program is being
administered by the MVPC. The Board voted unanimously to support the program and offer thanks to
all involved.
Appt. to Local Arts Council
The Board voted unanimously to appoint Karen Fitzgerald, 617 Sharpner's Pond Rd. to the Local Arts
Council for a cwo year term.
EXECUTIVE SESSION
The Board voted unanimously to go into executive session for the purposes of discussing
collective bargaining and complaint against a public officer.
LICENSING COMMISSIONERS
Peddler's License Request: Boy Scout Troop 81
As there was not representation from Troop 81, the Board voted to table the request to October 6th
Merrimack College: One Day Liquor Request
The Board voted to approved the one day all alcoholic request for Freshman Parents Weekend on
October 4th and to check with insurance company to see if authorizing pol//~eco~era~ is permitted.

Septmeher 29, 1986
The Board held a special meeting on this date for the purposes of interviewing a town manager
candidate, Paul D. Sharon of Lombard, Illinois. Ail members present.
Bids. Dept. Secretarial Opening
The Board voted to schedule interviews with the two applicants for Thursday, October 2nd at 10am.
Town Accountant
Town Treasurer, James Dewhirst reported on recruitment of a temporary Town Accountant and recom-
mended that the Board hire Domenic Mazzio as consultant for $30 per hour to close out FY 86
ledgers and prepare FY 87 ledgers as well as preparation of Schedule A. Mr. Dewhirst added
that it should take Mr. Mazzio approximately 4-6 weeks to accomplish this task, and further
recommended that the Board advertise the postion. Upon a motion by Smith, seconded by Crouch
voted 4-1(Bahrawy opposed) to authorize employment of Mr. Mazzio at a cost of $30 per hour.
and to advertise the position in the Boston GLobe with the salary.
Retirement Policy
The Baord voted to institute a new policy of awarding certificate of retirement to individuals
retiring with over 25 years of service with the Town.
AT&T's 30th Anniversary ,
The Board voted to send a letter of congratulations on their 30th anniversary and warm thanks for
the.picture.
Christmas Wreaths
The Board voted to authorize the purchase of wreaths under Article 60 of the 1986 ATM.
Odor: Greater Lawrence Sanitary District
Selectman Crouch reported on noxious odors caused by the treatment facility and requested that the
Board send a strong letter asking for immediate action to correct the problem.
NESWC Traffic
The Board discussed truck traffic along Rte. 125 and voted to authorize Town Treasurer, James
Dewhirst to meet with NESWC Exec. Director Jerry Hopcroft and Chief S~llivan to cos up with a

The Board held a special meeting on this date with all members present to interview a town manager
candidate Rodney Irwin.
North East Solvents Contract
The Board voted to execute the contract to provide services at the first annual household
waste collection day on October 4th, subject to Chairman Salisbury's discussion with Town Counsel
for clarification; and to execute the grant agreement for payment to the Merrimack Valley Planning
Commission in connection with this program.
Secretarial Vacancy: Building Department
Christine Smith reported on interviews conducted with two applicants for the vacancy,
one applicant refused to take a dictation-typing test. Chairman
wait for the Town Manager's decision.
