HomeMy WebLinkAbout1986-10-20 Board of Selectmen MinutesOctober 20, 1986 The Board held a regular meeting on this date with 4 members present: Chairman Charles Sa~lisbury, John W. Graham, Kenneth C. Crouch, Ramsay A. Bahrawy; Acting Town Manager Raymond Holland. Report of Balanced Growth Steering Committee William Krueger, Chairman reported on activities and mapping capabilities of the Town. Mr. Krueger asked the Board not to activite the Zoning Bylaw Committee at this time to address changes in the zoning bylaw as the Committee will be undertaking this activity. As the Board felt this Committee was appointed by the Planning Bd., it was voted to ask to be notified of its activities if activated. C.766 State Reimbursement for Schools The Board discussed state reimbursement through C.766. Francia Lindon, Chairman of the Advisor, ]ommittee reported that new law provides for reimbursement as ~n expense if incurred as opposed :o following year cherry sheet reimbursement as in the past. Ms. Lindon further reported that ,this years' reimbursment represents approximately $40,000 which the Schools should be turning )ack to the general fund. Upon a motion by Bahrawy, seconded by Graham, voted unanimously to submit an article for special town meeting to "unappropriate" the $40,000. Town Manager Negotiations Upon a motion by Crouch, seconded by Graham, voted unanimously to authorize Acting Town Manager Raymond Holland to undertake ngeotiations for employment with Rodney Irwin for the position of Town Manager. Selectman Bahrawy reported briefly on a trip to Yonkers to check references. Traffic Sign Requests The Board unanimously approved the placement of a speed sign on Chestnut St. near number 710, and a stop sign and slow children sign on Sandra Lane. The Board also unanimously authorized Selectman Ken Crodch to mo~e an exiting underutilized.light to Harwich St. to be more effective. Hours for Trick or Treating The Board voted to set the hours for trick or treating on all hallows eve from 5:30-7:30p.m. Traffic: Downtown Parking Acting Town Manager Ray Holland reported that the Town Planner'is developing a proposal to present to St. Michael's Parish for public parking, and that the police dept, will begin to use crossing guards to step up enforcement of the 2 hr. parking limit in the downtown area. Snow Removal Services cting Town Manager Ray Holland reported that Gilly Rea will no longer he able to provide the own with snow removal services for the 60 miles of roads in Town which he has Plowed for many ears. Mr. Holland suggested that the Highway Surveyor be authorized to look into all other apartment equipment for'the possibility of utilizing it for plowing. Report on DEQE TAsk Force Mtg.' Selectmen Crouch and Graham reported on their attendance at the first task force meeting dealinE with the water crisis. Mr. Crouch stated that the Town ne~ds to undertake a collection of data to establish where the problems are, and DEQE has promised to allocate matching funds for replacement of old water mains. While M~. Grouch suggested using AT&T to collect the data, othe membe~disagreed and felt it was the consultant's Job to undertake this activity or find someone who was qualified to do itl Voted unanimously to authorize Mr. Holland to contact. Lally Assoc. LICENSING COMMISSIONERS Liquor Licenses- St. Gregory's The Board unanimously approved the request of St. Gregory's to sell beer & wine on November 7&8. Common Victualer- Ben's Canty Kitchen A hearing was conducted on the application of Leonard Beninato to operate Ben's Canty Kitchen on Waverly Rd. (formerly Giles'). Upon a motion by Crouch, seconded by Salisbury, voted unan- imously to approve the issue of a license subject to the approved Bd. of Health permits and a positive police report. Executive Session: The Board voted unanimously to go into executive session to disssuss the ~oints of an agreement to be offered to the prospective Town~. ~ber 27, 1986 The Board held a regular meeting on this date beginning at 7:00 p.m. with all members present: Chairman Charles A. Salisbury, John W. Graham, Christine M. Smith, Kenneth C. Crouch, and Ramsay A. Bahrawy; Acting Town Manager Raymond M. Holland. Police Interviews Interviews with seven candidates for permanent police officer were conducted with the following: Ralph Carerro, Kevin O'Leary, Charles Fucca, Scott Hyzdu, Edward Pello~and Darryl Brown .. The Board voted 4-1(Smith opposed) to obtain an opinion from counsel on interpretation of charter appointment purposes. Public Hearing: No Parking, Tow Zone on Charles Street A public bearing was conducted on this date to determine whether to approve the placement of signs on Charles St. to prohibit parking. Arguments for an against the enforcement were heard.
