Bleachers-Hayes Stadium
Upon a motion by Crouch, seconded by Graham, voted unanimously to declare the press box at the
Stadium unsafe and off limits, and to so notify the School Department.
Street Light Requests
At the suggestion of Town Manager Paul Sharon, the Board authorized him to administer all
street lighting requests.
Disposition of Surplus Property
Upon a motion by Graham, seconded by Crouch, voted unanimously to authorize the School Dept.
to dispose of surplus property at the Middle School by sale at a reasonable cost.
,mPolicy Statement: FY 88 Budgets
Discussion took place on establishing a FY 88 policy statement as provided for by the Town
.~harter. Chairman Salisbury reported that the School Committee has taken issue with increasing
available funds before maintaining the levels of services. Town Manager Paul Sharon reported
that the Assessor will certify that the new growth figure is $65 million, and has reviewed his
revenue estimates to provide a total of $226,000 in additional revenue. Mr. Sharon then
reviewed all special town meeting articvles and the amounts proposed under each, adding that
the deficit to be made up is $227,048. Selectman Crouch stated that the School Committee.
should be sharing 57% of the deficit as they are sharing 57% of the total Town budget. Upon a
motion by Crouch, seconded by Graham, voted unanimously to have the Town Manager advise the
School Superintendent that they should be prepared to offer their fair share at special town
meeting.
Executive Session
The .Board voted unanimously to go into executive sess~ to discuss collective bargaining.

The Board conducted a special, meeting on this'date with the School Committee to discuss a
policy statement on FY 88 budgets. 4members'present: Chairman Charles A. Salisbury,John W,
Graham, Kenneth C. CrouCh, Ramsay A.Bahrawy. From the School Committee: Acting Supt. Ed Martin
Mark DiSalvo, Diane Betel, and Brian Donahue.
Fiscal Year 88 Budget Discussion
~ark DiSalvo, Chairman of the School Committee presented the School Committee's proposal for
a Joint policy statement which was based on a three tier system. Discussion took place on the
placement of the items listed under tier #1. The Board took exception to maintaining the
existing level of services to include staffing at negotiated salary increases. Chairman
Salisbury stated that collective bargaining could assume the entire2½~ permitted, leaving
nothing left for other areas. School Committee member, Brian Donahue felt that it is time to
bring the level of spending up to the stats average, and to accomplish this, an override of
proposition 2½Z should be advocated. Selectman Graham added that he felt that financial
management concerns were more important than increasing expenditures. Chairman Salisbury
stated that goals should be established which will have education~%value, but the issue of the
spending more to be at the state average, only addresses money. Town Manager, .Paul Sharon
added that by agreeing to fully fund negotiated collective bargaining contracts, tells the
labor negotiator that whatever~ine~easesEare agreed.~ofwill be funded, which is bad precedent.
Chairman Salisbury stated that at the upcoming special town meeting, the Town is faced with
recouping $227,000 to cover the present deficit and the school's share is 57% or $85,000.
Chairman DiSalvo reported that the School Dept. does not have $85,000 to commit. The Board
agreed to have the Town Manager review this statement with the Acting Supt. of Schools to
develop a proposal that is acceptable to all.

Salisbury, Christine M. Smith, Kenneth C. Crouch and Ramsay A. Bahrawy.
,Classification and Taxation of Property Hearing
Upon a motion by Bahrawy, seco~aded by Smith, voted unanimously to adopt the Assessor's
recommendation and maintain one tax rate throughout the Town for all classification of
property.
.Special Town Meetin8 Article Review
Chairman Salisbury reported that all special town meeting articles cannot be considered with-
out the recommendations of the Selectmen and Advisory Board.~. The voting on the articles was
as follows: Art.l: unanimous to support; Art.2: unanimous to ~pport; Art.3: unanimous to
support; Art. 4: unanimous to support; Art. 5: unanimous to support; Art. 6:-voted 2-2 defeate
Art.7: unanimous to support; Art. 8:3-1 to support; Art. 9: unanimous to support~ Art. 10:
unanimous to support; Art. 11: unanimous to support; Art. 12: unanimous to support. Upon a
mottn by Crouch, seconded by Smith, voted 3-1 (Bahrawy opposed) to reconsider action under
