Appointment of Permanent Police Officers
Town Manager Paul Sharon reported that Mr. Salisbury had asked that action on this requisition be
delayed until such time as a full board is available. Voted to table until next week, and to
request an additional 30 day extension through civil service.
Town Accountant Position
Town Manager Paul Sharon reported in his recommendations for which applicants should be considered
for interview for the position. After some discussion, the Board voted to interview five candidate
with Town Manager to contact two additional candidates prior to scheduling them for interview, and
to schedule these interviews at ten minute intervals on. Feb. 23rd beginning at 7:00 p.m.
Ano~ication for ~ as Bicentennial ~
-mThe Board voted unanimou~y to advertise for volunteers to be appointed to a committee to
~organize commemorative activities in celebration of the 200th anniv~rsary of the signing of the
m Constitution, and to file the applicatin for recognition with the State.
Special Ed Resolution
The Board reviewed a letter from the City of Medford urging the Town to adopt a resolution and to
ask the senator and representative to support legislation which would Cake some of the financial
burden off the communities for special education expenses. Town Manager Paul Sharon to meet with
School Supt. to come up with a Joint resolution.
C.61A LandAcquisition
Upon a motion by Crouch, seconded by Smith, voted unanimously to establish the position not to
acquire the property owned by Joan Cudhea under C.61A as the Town's right of first refusal.
MCAD: Consultant's Services
Town Manager Paul Sharon reported that the Town's reporting requirements are not what they should
be and requested hiring a conslutant to walk the department through these reporting requirements.
Upon a motion by Smith, seconded by Crouch, voted unanimously to employ Luther McIlwain at the
rate of $50/hr. up to $2,000, and to establish a committee with Ramsey Bahrawy as the Selectmen's
representative.
Civil Servic_~ee
Selectmen Christine Smith opened discussion on getting the Police Dept. out from Civil Service,
due to delays iu filling vacant positions. Other board members felt that a duplicate system
would have to be implemented, and that it was net guaranteed that it would be a better one.

7:00 for the purposes of conducting interviews with Town Accountant applicants. John W. Graham,
Charles A.Salisbury, Christine M. Smith, Kenneth C. Crouch, Ramsey A. Bahrawy. The minutes of
January 26~were approved as submitted.
Town Accountant Interviews
The Board conducted brief interviews with six applicants for the posltlonof Town Accountant:
Gary Hamilton, Charles Mansfield, James Mourey, Kenneth Owens, David Zwicker, and Ken Anthony.

municipal finance law and the UMAS Accounting System, and suggested an increased salary. Town
Manager Paul Sharon suggested that a mid 30s salary range would not cause a ripple effect with
other department heads. Based on ballotting, the Board picked the following three individuals
to consider and check personal references on : Anthony, Mansfield, Mourey. The Board voted to
bring the appointment back for consideration at the March 9th meeting.
Housin Authorit : Re nest for Funds
Louis Minieucci of the Housing Authority met with the Board to request a transfer of $48,000 in
funds paid to the Town in lieu of taxes for the purposes of brick siding the proposed elderly
housing complex off Second St./School St. Mr. Mfnicucet reported that the complex will consist of
units of elderly housing, of which 10 units would be dedicated to communal living quarters with
separate bedrooms for seniors who would otherwise be confined to a nursing home. Upon a motion
Crouch, seconded by Smith, voted unanimously to request an opinion from town counsel as to
whether or not the Board has the authority to approve the transfer of these funds or whether only
town meeting can take such action.
Mass____. Electric/New E_~land Telephone Petition
Upon a motion by Smith, seconded by Bahrawy, voted unanimously to approve the petition to install
one pole on Middleton Street for the purposes of shortening the span in the area and to provid~
service to a new home.
Appointment of Election Officers
Upon a motion by Salisbury, seconded by Bahrewy, voted unanimously to appoint the following people
as election officers in the new precinct si::: Mary Stone, Warden; Oliver Kirk, Clerk; Inspectors
Phyllis Guptill, Beverly Evangelos, Phyllis roekwood, and Mildred Stewart.
