June 22, 1987
The Board held a regular meeting on this date with 4'members present: Chairman John Graham,
Christine Smith, Kenneth. Crouch and Ramsey-Bahrawy.; Town Manager Paul Sharon.
New En land Tele hone Petition- Elm St.
The Board approved'(4-0) the petition to fnstall 10 feet of conduit along Elm St.
Bradford Green Association
Representatives of the local advocacy group, Bradford Green Assoc. met with the Board to
discuss refuse-to-entergy facility concerns. Gerry Branca and Charles Kellog stated their
concers for these types of facilities (both~the one propsoed for Haverhill and the Signal-
Resco facility). Ms. Branca requested that the Board support their group by sending a
to Senator Costello with our concerns for sighting a 2nd incinerator so close to
North, Andover one, and a concernlfor storage of ash close to the river. The Board voted
to take the discussion under advisement.
Personnel Matter-Leone Hearin8
Atty. DiAdamo, representing John Leone, requestdd that the-hearing be conducted in open
session. Town Counsel, Peter Shaheen reported that te purpose of the hearing is pursuant
to the Board's action in December to suspend John Leone through June 30. Mr. Shaheen added
that?the:Board's primary motive for the suspension was the criminal charges brought against
Mr. Leone and they have not been dismissed, and Mr. Leone is not in a state of suspension
with pay pursuant to a court order. Selectman Crouch asked what, if any, change in circum-
stance has occured since the original suspension. Atty. DiAdamo relayed what he believed to
be the history and the Board's motive for the original suspension, stressing that.Mr..Leone
was injured while working for the Town and deserves some understanding. Atty. Shaheen stated
that Mr. Leone would be like any other;employee injured i~ the line of duty if the':suspension
were lifted. Upon a motion by Crouch, seconded by Bahrawy, evoted 3-1 (Smith opposed) to
take the matter under advisement for 2~'days.
Annual Appointments
Town Manager Paul Sharon:Aiscussed a list of those whose terms are expiring and applicants
for thoselpositions, as well as recommending incumbent town counsel Domenic Scalise and Peter
Shaheen for reappointment. The following appointments were made:

Note: New Town Charter required that the terms,of the Council on Aging and Recreation
Council be staggered.: .Upon a motion..by Crouch,~ seconded, ky Smith, voted to determine
the terms by drawing by lot from a hat.
Discussion re: Balanced Growth Steerin$ Committee
The Board discussed the Committee's prior reqeust for continuation and what their role
should'be. Upon a motion by Smith;,seconded~by Crouch, voted 4~0 to have the Town Manager
review with Karen Nelson whether the Committee should be continued and if so, in what
capacity.
Water quality Report
Director of Public Works Paul Niman reviewed a chronology of event surrounding the boil
order issued by DEQE as a result of giaria contamination. With regard to the proposed'thew
treatment facility, Mr. Nima~ reported that construction should begin hopefully as early
as Septmeber with a 24 month construction period~ Discussion continued relative to estimate
costs, water line rehabilitation, and Stevens Pond hazards to pregnant womenand children.
