Discussion re: Greater Lawrence Sanitary District
Selectman Ken Crouch led discussion of recent complaints of noxious odors as the GLSD facility
on Sutton St. Upon a motion by Crouch, seconded by Smith, voted 4-0 to direct North Andover's
representative, John Finneran, to initiate procedures with the GLSD Commissioners to take
steps to reduce the amount of sewerage being accepted from private septage trucks and solicit
support from member communities '
Infinet, Inc. Request
Upon a motion by Crouch, seconded by Bahrawy, voted 4-0 to approve the request of Infinet
to close off a portion~of High Street from 4-7 pm for a grand opening celebration for Gould,
subject to Police and Fire approval.

The Board held a regular meetin§ on this date with all members present: Chairman John Graham,
· Charles Salisbury, 'Christine Smith, Kenneth C. Crouch and Ramsey Bahrawy; Town Manager Pa9l
~'Sharon. The minutes of May 18 were approved as presented; minutes of May 26 were approved
/with correction.
Interviews: Appointments
The Board conducted interviews with the following applicants and for the positions indicated.
Council on Aging: Nancy Tariot, Elizabeth Phaneuf; Zoning Bd. of Appeals: Louis Rissin,
Roberta DesRoches. By~ballot vote, the results were as follows: COA- Elizabeth Phaneuf(unan.)
ZBA- Louis Rissin (3-2). Discussion took place relative to~ the practice followed for this
year~s appointments. Selectman Salisbury moved to appoint Vicens, Sehoene, Souls and Vivenzio
to serve until the Board makes permanent appointments for these positions, seconded by Graham,
motion defeated by 3-2 vote (Bahrawy, Smith, Crouch opposed)
Police Lieutenant Position
Upon a motion by Crouch, seconded by Bahrawy, voted to take action on the position.
Executive Session
The Board voted unanimously to go into executive session to discuss a legal matter relative to
Police Lietenant position.
LICENSING COMMISSIONERS
Common Victualer Request: Leonard Beninato
The Board unanimously approved the applicatin of Leonard Beninato of Ben!s. Canty Kitchen to
operate a concession stand and Stevens Pond, subject"to the issuance of a Health permit and
a,. fully executed rental agreement.with the Town.

The Board held a regular meeting on this date with 4 members pre'~en~: Acting Chairman
Smith, Charles A. Salisbury, Kenneth Crouch and Ramsey Bahrawy; Town Manager 'Paul Sharon.
Open Space/Recreation Plan
Nancy Sullivan, Conservation Administrator met with the Board to review the 1st draft of the
plan and to request that the Beard provide their comments by July 31st. Nancy added that the
map which is a part of the Plan will be used as a tool in the implementation of cluster
zoning· Some of the goal§ and objectives were developed through information provided in a
questionairre.
Mass. Electric/New England Telephone Petitions
The Board unanimously approved the petition of Mass. Electric/New England Telephone to install
one pole on Thorndike Rd.; and petition of Mass. Electric for conduit on Salem St. at Blue
Ridge Rd.
Dipcussion: Balanced Growth Steerin~ Committee
S'~eldon Gilbert of the BGSC met with the Board to request the establishment of a subcommit~e~~
to oversee the proposed submisssion of a grant application for the purposes of studying
a~fordable housing· Town Manager Paul Sharon-offered that there could be duplication of effort
since there presently.is a committee ~eviewing lifecare facilities. Mr. Gilbert reported that
the grant will provide for a detailed analysis of available housing and identify the need
groups, adding that the request is for $30,000. Upon a motion by Salisbury, seconded by Crouch
voted unanimously to authorize and support the grant application with the understanding that
the Board reserves the right to amend it and/or the committee makeup, and to authorize the Town
Manager to hold up the submittal if he feels it could interfere with other EOCD applications.
CDAG Project Update: Ron Pastors
Consultant, Ron Pastors reviewed the progress of the project f0r-~treet, sidewalk and utility
construction in the Davis and Furber'Mills complex area. Mr. Pastors reported that the project
schedule' is slightly more compressed than previously, with the final paving to be done in
November. The next public forum for abutters and area residents will he',on'July 22 at 7:30.
