%electman Crouch voiced his concern about recent news artfales reporting that the ban on
private septage trucks may be lifted. Motion,by"CrouOh, seconded by Salisbury, 4-0 to send
a letter to the District and the Town's representative requesting that they not change the
status until all the test rssutlts are in.
LICENSING COMMISSIONERS
Rosie's Cakes and More
A hearing was conducted on this date on the application of Rosemary Gordon to operate "Rosie's
Cakes and More" at 56 Water Street. Ms. Gordon reported that her business will be primarily
specialty cakes and party favors, and that her family had operated the Blue Bonnett Bakery in
Lawrence for years. Motion by Smith; seconded by Crouch, 4-0 to approve and welcome her
business to the Town.
Discussion re: Tax~
Licensing Chairman Bahrawy reviewed the draft regulations with the Board and it was 'voted to
authorize the Chairman to review them with the Police Chief and bring them back for further
discussion. ~

The Board held a regular meeting on this dat~wi-~all members present: Chairman John W.
Graham, Charles A. Salisbury, Christine I~. Smith, Kenneth C. Crouch, Ramsay A. Bahrawy; Town

The Board unanimously approved the petition of NE Tel to install.approximately 10 feet of
burie~ cable"to service Bulger's Animal Hospital.

The Board interviewed Karen Jacobs Gold for a vacancy on the Conservation'Commission and had
previously interviewed PaulTTariot and Joseph Averka. The results of the balloting were as
follows: 4 votes-Tariot; 1 vote-Averka (Smith); also voted to appt. J.'Averk~ & K. Gold as
volunteers;

Gr. Pond Rd. Truck Exclusion
Town Manager Paul Sharon reported that the truck exclusion went into effect on September 10th
and the results have been excellent. He further reported that all documentation indicates
the entire length of Gr. Pond Rd. was at issue. '~TO eliminate that portion which runs past
Brooks School would not provide~enough data to approve the exclusion.
Declaration of Surplus Property
The Board reviewed correspondence from Public Works Director Paul Niman to declare the.
fOlloWing equipment surplus: 1974 Wayne Street Sweeper; 1945 Mack Fire Truck; 1975 Toro'~
Snowblower. Motion by Smith, seconded by Salisbury, unanimously voted to delcare surplus and
authorize the Director dispose.of the equipment by competitive.bid.
Ipswich River Watershed District Rep. Appt. ·
Town Manager Paul Sharon:recommended that the Bdard appoint Public Works Director Paul Niman
to the Ipswich River Watershed District. Motion by Crouch, seconded by Bahrawy, voted unanim-
ously.
Gr. Lawrence Sanitary District
Selectman Crouch expressed his' concern that the GLSD has dropped the ban on the private
~eptage haulers,.and requested that the Board request Town Counsel to assist with legal
opinion and possible action and b~ present at the next Ad Hoc Committee meeting. Mr. CrouCh
further reported that only 2½ phases of a 5 phase testing program have been completed, and
they show that there is a violatioh of standards at the facility.
LICENSING COMMISSIONERS:
Bearins: McAloOhs
A hearing was conducted on this date on a. police report of unproper activity after business
hours at the McAloons package store. Manager Wm. Buco was present on McAloons behalf.
Bahrawy reported that Mr. Buco's attorney could not be present and asked for postponmsnt. Voted
to deny the request for postponment. Off.~o,~'reported on the activity which took place on
September 15th, in which he found Mr. Buco and 4 other persons in the store after hours.
Ha'further repOrted that no charges have been brought due to lack of evidence, although it was
apparent that a person under 21 years of age had consumed alcohol. Mr. Bueo defended the
activity and'then apologized and reported tha~ this would not happen, again. He stated that his
ear had broken down and he was waiting for a ride, and that there ware having pizza and milk.
