Request for One ~ay Liquor Llcnese: Just Friends
The Board unanimously approved the request of Steven Friend for a one day wine permit to
conduct a wine and cheese tasting on October 12th at his store in the Plaza 1060.
!!Executive Session
The Board voted:.unanimously to go into executive session for the purposes of discussing
pending litigation regarding Spenser Trust.

The Board held a regular meeting o~ this date with 4 members present: Chairman John W. Grahar
Charles A. Salisbury, Christine M. Smith, Ramsey A. Bahrawy: Mr. Crouch not present; Town
Manager?Paul Sharon.
North Andover Soccer ASsociation: Gift
Bill Kahrig and Bill Moody of the Association presented the Board with a check for $14,000
to be used to supplement Art. 91 of the 86 ATM for the purposes.'0f impr°ving'~the playing
fields at the High School. Motion!~by Smith, seconded by Bahrawy to accept the funds on behalf
of the Town.
Consultant Ron Pastore reviewed the status of the grant program to provide for the burial of
undergrbund utilities and street and sidewalk improvements to the Davis & Fu~ber mills area.
Ron ~°rte~ that the bids came in much higher than expected at $600,000. Modifications will
bring the cost down, but will still'b~.over budget. Town Manager Paul Sharon reported that
facility owner, Marcy Spagat has committed~to 100% special assessment ot finance the overrun.
This work should commence around December 2, Ron reported.
NewH~htre Yankee
Representatives of New Hampshire Yankee met with-.the--Board to review the evacuation plan for
the Massachusetts Communities. Ed Brown~ President apologized for not previously advisinm
that the Town was to be one of 2 reception centers, along with Beverly,. Fire~Cheif Dolan[]
stated that he had several problems with the plan, not~rthe least of which was the use of~
the garage at Mass. Electric on Turnpike St. for a reception center. This building is
.without a sprinkler system, and the plan does not address the disposal of waste waters from
the decontamination tanks. Selectman Salisbury requested that N.H. Yankee advise when the
NRC is ready to conduct hearings on this plan. Motion by Salisbury, seconded by Bahrawy,
voted 4-O.to~accept the plan:but reserve the right to comment at a.later date.

Jim McAloon of the Ad Hoc Committee reported that the Committee has come up with some ques- .
tions to be addressed to town counsel. Jim also reported that they have drafted a form to be
used to log odor complaints which will be handled through the Town Manager'~ office.
Discussion re: Special Town Meetin~
~he Board briefly discussed the scheduling~of a speical town meeting, and then voted to
sched~le~t.for further discussion on,the October I9th agenda.

The Board held a work, session on this evening with all members present: Chairman John W.

Town Manager Paul D. Sharon.
Request to Extedd Traffic Permit
Motion by Crouch, seconded by Smith, voted 4-0 to approve the request to extend the
traffic permit for modification of the signalized intersection at Rte. 125 and Rte. 133,
but nbtifyhChannelBldg, that any additional extensions will not be honored~ Mr7 Salisbury
arrived late and did not vote on this item.
Discussion re: Special TownMeeting
Motion by Smith', seconded,:.by%,Crouch tot,open-the warrant for the 12/10/87 Special Town Meeting
and to close i~ on October 26th,(voted 4-1 (Bahrawy opposed). Voted to insert the Mazurenko
article thereon, the Voke Tech article, the 24 hrs. service station~article, the Fournier
article, N.A. public schools article, all subject to verification of signatures/language,
as well as an~article to replace ladded #1. Chief Dolan reported that this article was on
the 87 ATM warrant, but was striken due to money constraints. It was hoped, he reported that
it would last another year, bdt this is not the case. Also, it takes approx. 6 months to get
a new truck once ordered.
