TownMeetinR Warrant
The Boa~re---viewe-----~ the warra-~nt for the December 10, 1987 Special Town Meeting and voted to
strike an explanation after article 8, and to. include:article 9. Motion by Salisbury, seconded
by Bahrawy, voted unanimously to close the warrant.
Proclamation- Veterans Day
The Board voted to issue a proclamation in honor of Veterans Day.
~Statement Amendment
The Board.~noted an error in the policy statsment issued recently and voted to approv~ and
issue and amended. The error was in the principle concerning the 5 year budgetary process,
which shoUld'read "..supports the 5 year budgetary process as Jointly agreed to.." Voted 4-1
(Bahrawy abstaining).
Support for Tourism
Selectman Smith reported on the request by the MVTFT for state funding, and requested a letter o:
support to Senator Costello. So voted unanimously.
Hours for Trick or Treating
The Board voted to set the hours for trick or treating as 5:30-7:30 p.m.
Executive Session
The Board voted unanimously to go into executive session for the purposes of discussing pending
litigation.
LICENSING COMMISSIONERS
Request for Common Victualer License
A hearing was conducted on this date on the application of Joseph Fiorenza for a common victuale~
license to operate Once Upon a Stove at Willow Tree Place. Motion by Smith, seconded by Salis-
bury~to table pending departmental recommendations and request a recommendation from the Town of
Andover.
2 Day Wine Permit- St. Gregory
Th~ Board approved the request of St. Gregory Armenian Church for a 2 day wine permit in
connection with their holiday fair, from 5-8 on November 13 and 14.

Interviews for Vacancyon Belated Growth SteeringCommittee
The Board interviewed Carol Leafy and H. Michael Smolak for a vacancy on the BGSC created by
the resignation of Linda Ruscio. Results of balloting: 4-0 (CAS abstaining) for Mike Smolak.
Executive Session
The Board voted unanimously to go into executive session for the purposes-of discussing acqui-
sition of property- Mazurenko.
LICENSING C0~MISSIONERS'i
Review of Draft TaxiRegulations
The Board reviewed draft regulations as presented by Chairman Bah~awy, and proposed amendments
for incorporation. Board,voted to edit the documents with the amendments noted, and bring
back for consideration at the next meeting.

The Board held a regular meeting on this date with 4 members present: Chairman John W. Graham,
Charles A. Salisbury, Kenneth C. Crouch and Ramsey A. Bahrawy; Town Manager Paul D. Sharon.
Selectman Christine Smith away on vacation. The minutes of August 17th were approved with.
possible correction; approved August 31 and September 14th as presented.
Mass.' Electric Petition
The Board approved by 4-0 vote the petition of Mass. Electric for 3 poles on Ingalls Street,
for the purposes of providing additional service in-the area.
