Enforcement of Winter Parkin~_~
The Board voted to adopt and enforce the Winter Parking Ban which provides that no vehicles
shall be left parked on any street from midnight to 6 a.m. during the months of Dec., Jan.,
Feb. and March, excepting Beverly St., Stonington St., and the West side of Saunders St.
Mr. Saiisbury raised a concern for vehicles parking on sidewalks during all seasons, which force
pedestrians out into the streets.

The Board noted re~-~eipt of the resigantton of John Finneran as,.the..Town,s representative to the
Gr. Lawr~Sanitary Dis:riot. Town Manager Paul Sharon recommended the appointment of the Public
Works Director to this position, with present Director Paul Nlman having similarrexperienee
ith the City df Salem. The Board voted 3-0 to send a letter of thanks expressing a debt of
ratitude to Mr. Finneran, and to appoint Mr. N/man as the Town's representative.

Representatives of Arlanda In~l reported that the Fire Chief has denied their request
to conduct a fireworks display on their property for 10 minutes on Dec. 4. They reported that
this company supplied the display for the Town's 4th of July function, and without the Town's
approval they would have to bus their guests to Andover fo

The Board held a regular~meetlng on!this date with 3 members present: Acting Chairman Christine
smith, Ramsey Bahrawy, Kenneth Crouch; Town Manager Paul Sharon} Charles Salisbury arriving late

Police Chief ~ichard S~nded.the appointment of Eric Foulds, Rfcahrd Edson, James
Zahouriko, Michael Gllligan and Kevtn Roman as'Ipermanent police officers. He added that once
all recruits have completed their training, the department will be at full staff for the first
time in approximately 6 years. Motion by Crouch, seconded by Bahrawy, voted 3-0 to appoint
F°ulds;~Eds°n, Zahorutko, Gill/gan, and Roman effective today.

Historical Commission
Martha Larson, Kathy izyska and Maria Ward of the Historical Commission met with the Board
in accordance with the Charter and discussed on-going activities. It was reported that the
Commission is working with~the Mass. Historical Commission to obtain funding for the restora-
tion of the old burial ground on Academy Road, which would require a 50% local match. M~. S~
added that :he Stevens Foundation is most interested in helping out. The main focus of the
Commission's budget is the completion of cateloging historical information and photographs of
historical homes. Finally, the ~epr~sentatives expressed a desire to provide for appropriate
~storage of historical recordS.
School Commftte~~
The'Board noted ~eceipt of the reel§nation of Robert Mascola from the School Committee effec-
tive De~ember 15, 1987. Town Manager Paul Sharon reported that Mr. Mascola is willing to fill
his own vacancy un=il the March election, and has resigned atthis time to provide for nomina-
tion papers to he drawn for the position. The Board voted to meet with members of the School
Committee at the next meetin8 to discuss the issue~.
LICENSING COMMISSIONERS:
Re uest for 1 Da License: B.U.
The Board approved the request>~by a 4-0 vote for a one day all alcoholic"license for December
12th.
Request for Taxi License
Theodore Grasso met wit----~ the Board to discuss his request for a taxi license for North Andover
Airport Taxi to operate from the Lawrence Municipal Airport. Chairman Bahrawy noted that a
character check was not available. Selectman Crouch suggesting granting the request sub, eot to
receipt of the police report.. Mr. Grasso reported that he will purchase 2 new vehicles and
hopesto be able'to provide a delivery service in addition-to passenger service. The Board also
requested that a background investigation be conducted on Mr. Grasso's partner, Bernard
Rastello, and delay further consideration until the next meeting.
