Police Interviews: Sergeant and Lieutenant

balloting for the lieutenant vacancy were as follows: Carney- Smith, Graham, Salisbury; Gilligan- CFoucti;..
Bahrawy; John Carney appointed as lieutenant. Motion by Smith, seconded by Bahrawy, unanimous to
appoint Thomas J. McEvoy as sergeant.
Request for Promotional Sergeant Exam
Police Chief Stanley reviewed his request for the conduct of a promotion examination for the position of
sergeant in order to maintain an active list of candidates for future vacancies. Some Board members ex-
pressed the desire to cond,et a promotional examination for the position of lieutenant as well, but Chief
Stanley cautioned' thac:doing'~'o may"]'eopa~dize candidate Gilligan's standing. Moti~n'b-y Graham,
seconded by Bahrawy, unanimous tO call-for ~romotion examinations for sergeant and lieutenant.
Request of Richard Boettcher
Police':Chief Stanley reportedchat Richard Boettcher has requested the Town's approval of
legislation to exempt him from the maximum age requirement for the civil service examination
for the position of police officer within the Town. Mr. Boettcher stated that he is 40 years
old, and the max. age is 32. He has been active in the Town's Civil Defense department, and
has worked with Police department personnel over the past. few years. Mr. Boettcher reported
that his research indicated that town meeting action was necessary, prior to the filing of
legislation, and taking the 'exam. The Board asked Mr. Boettcher to research the issue further
and come back for futher discussion at the next meeting.
Postponment of Interviews
John Graham requested that the interviews scheduled for January 25 be postponed to February 1,
as he will not be present on January 25. So agreed.to conduct the interviews on 1
member, Board of Public Works, Historic District Commission,.Lawrence Airport
and Rep. to Mart. Valley Task Force on Tourism.

The Board held a regular session on-.this date with all members present: Chairman Charles A.
Salisbury, John Graham, Kenneth Crouch, Ramsay Bahrawy, Christine Smith; Town Manager Paul
Sharon. The minutes of December 21, 1987¥1December,128,.1987 and~3A~uary 4, 1988 were
as present.
Repor~ on the Fire at Sisnal-Resco
Fire Chief William Dolan reported on the fire at the facility on Holt Rd.,on':January 17, which
lasted over 5:'hours. Town Manager Paul Sharon commended the chief and his department for superb
Job in getting the fire under control;..and added that the facility should be.b~ck on line b'
within one-.week. The major cause, he reported was an excess amount of trash on the tipping
floor, which!ireveal~d some '~deck"guns'l,: adding':to'the problem. The Board voted unanimously
to send a letter of commendation to both Chiefs'*a~d ask that they relay thanks for a Jbb, well
done, as well as thank to the mutual aid communities.
Request of Richard Boettcher
Mr. Boer:char appeared before the Board concering his previous request for support in filing
legislation exempting him from the maximum age requirement for taking a civil servic~ examina-
tion for the position of police officer. He explained that recent findings indicate<that ~own
meeting ac~iou may not be necessary, and asked for a letter of support from the Selectmen.
Discussion took place relative to setting a dangerous precedent and ~hether the legislation
must be in effect prior to taking the exam. The Chief stated that he would review future
requests on a Case-by-case-'basis. Motion by Smith, seconded by Crouch, voted unanimously ~o
support Mr. Boettcher in his endeavors.,
Tree Removal on Paper Street
A Mr. Ferris from Turnpike Street appeared to further discuss his request for removal of some
dead trees which appear to be on a paper street adjacent to his property. Town Manager Paul
Sharon advised Mr. Ferris that the Town does not maintain paper streest for potential
reasons, which. Town Counsel Peter Shaheen supports. Mr. Ferris asked specifically who is
responsible, since he felt he wasn't, and the Board agreed to obtain a determination of owner-
ship and bring it back at a future date for discussion. ..
Yireworks-4th of Jfily
Town Manager Paul Sharon reported on recent discussions with Atlas Display Fireworks Company
who provided the entertainment for the 1987 4th of J~ly celebration. Atlas has reported that
they cannot accomodate the Town on the 4th, but can on the 3rd at an increased cost. The
Board unanimously agreed to pursue other options for a 4th display, and to advertise for
applicants to serve on the Committee.
SeasonaI~:Decoratin~Committee
The Board agreed that the Committee had done a superb Job once again of setting up the
Christmas/New Years' display, and voted to send a letter of thanks.
