Ramsey Bahrawy away on business. The minutes of January 19, 1988 were approved as presented.
Reserve Police Officer Interview
The Board interviewed candidate Matthew Drfseoll for the posttio, of permanent reserve police
offioer, who was previously selected as 2nd-' alternate on an active list to appoint nine.
Chief Stanley reported that the firstlalternate, Matthew Leemah would not be. available for
appointment, since he reportedly took a position with the State police.
Interviews
Airport Ad Hoc Committee
The Board had previously set the membership on the Committee at three, and Richard Gacioch,
Jim Lafond, JoSePh-Kulash; Jerry 'Lentz,-Joseph Quinn and James Lafond were interviewed for an
appointment. The results of balloting were as follows: James Lafond, James Glynn, and Joseph
Kulash.
Historic District Commission
Judith'Avrett, Noel Hayes, Joseph Pellegrino, Kathleen Szyska and Maria Ward were interviewed
for an appointment to the Historic District Commission, consisting of 7 memb~rsand 2 alternate~
It was agreed!to hold over the appointments to await a possible nomination from the American
Institute of Architects, and'tointerivew the-2'nominees~-.from the Greater Lawrence Board of
Realtors.
School Buildin~ Committee
The School Building Committee's request that the Selectmen declare that a 15acre portion of
Town Farm may be used to construct a new elementary school was discussed. Town Manager Paul
Sharon reported that last year's vote was contingent on'moving'fo~wardf'with the purpose of the
vote to hold open the option of inserting a warrantrarticle. It was voted to ask the SBC to
be present at a future meeting to further discuses the issues of the feasibility study and the
Town Farm request.
Acceptance of Funds
Motion by Graham, seconded by Smith, voted 4-0 to accept an initial investment offS100,000 to
the Trust for Drug Free Schools Program. Motion by Graham, seconded by Crouch, voted 4-0 to
accept $1,000 from Service Chemical to the SARA Title II Fund, whose purpose is to provide
:raining regarding hazardous waste.
Execuitve Session
The Board voted unanimously to go into executive session for the purposes,of discussing pen~ing

Paul D. Sharon. The minutes of January 25, 1988 were approved as presented with Mr. Graham
abstaining, and with correction.
Historic District'Commission Interviews
The Board interviewed David Minicucci and George Schruender as nominees from the Greater
Lawrence Bd, of Realtors. No action was taken regarding appointments.
Martin8 Schedule
The Board approved a meeting schedule through May,
work sessions and holidays.
1988 for posting, which considers bi-weekly.
Use of Public Properties
The request of Local 2035 to use the Stevens Pond parking area for an ice fishing tournament
on February,121 was reviewed. Voted 4-1 (Bahrawy opposed) to approve the use of the parking
area and shore areas of Stevens Pond and Lake Cochichewick, but note that the suitablility'.of
the. ice 'should be-determined by Local 2035.
Proclamation
The Board voted to proclaim the week of Feb.15-21 asNational Patriotism Week.
Lindinwood Project
The Board reviewed a letter from the Massachusetts Housing Finance Agency asking for comments
from the community by February 28. Voted to request a presentation on the project by
Forbes Realty on February 22, 1988.
4th of Jul2 Celebration
Town Manager"Paul Sharon reported that the Town.of Andover has invited North Andover to Join
with their fireworks display. The Board discussed several options for the 4th, but voted
only to advertise for volunteers to serve on the 4th of JulM Celebration Committee, and
a representat~vm to Merrimack Valley Task Force on Tourism.
