HomeMy WebLinkAbout1988-05-16 Board of Selectmen MinutesMr. Butterfield noted some difficulties with scheduling "prime" times for use of the Community Center, particularly the necessity of taking down some game tables after use. He requested that the Board give serious consideration to providing a drop-in center for the Town's youth. The Selectmen reminded Mr. Butterfteld that some of the groups using the Center were seniors, which have made monetary and physical investment in the building and would not be happy to be displaced. Selectman Crouch handed out a sketch of a proposal to place an addition onto the side of the Center to provide for additional office space and access to the lower.level, with all labor and materials to be donated. If this could be accomplished, Mr. Crouch said, the lower level would be ideal for leaving pool tables and video games set up. He cautioned, however, that this would not be accoplished overnight, but that if all parties agreed, work would be done as quickly as possible. There was some discussion about providing a permanent : facfltity for the future and the possibility of raising private funds to th~s end. All present agreed that something must be done to keep the interest of the Town s youth durin the summer months. Chairman Salisbury noted that a meeting scheduled with the Reereatfonl ~:~.Selectmen and Community Ctrs. Bd. of Trustees would h~lp to clarify the use of the ' Mass. Electric/NewEn~land Tele2hone Hearin~ The Board unanimously approved the petition to relocate one pole on Pleasant St. near Clarendon ~tem Grant~ Town Manager ~ Sharon reported on the recent efforts of Public Works Director Paul N/man in working to secure a $500,000 grant for water system rehabilitation. Mr. Niman added that while the Town was not approved for funding initially, some communities who were did not ful- fill the grant requirements and the funds were returned to DEQE, much to the Town's benefit. The Board voted unanimously to authorize the Town Manager to file application for, execute agreements regarding and perform any and all other actions necessary to secure for the Town of North Andover such grants for water system rehabilitation made available to the ;Town of North Andover pursuant to Chapter 805, 286 and 786 of the Acts of 1979, 1982, and 1985 respectively. ~ on Water Treatment Facility Public Works Director Paul Niman reported on activities surroundingconstruction of the Town's water treatment facility at the South pumping station, noting that the house has been removed as well as some other structures on the site. Additionally, he has planned to shut down South pumping station on May 12th for 3-6 hfs, which will be reported in advance to homeowners and the media. Use of Public P~ The Board voted unanimously to approve the use of the Old Commons for the Sheep Shearing Festival on May 1Sth. Goals and0bJectives Chairman Salisbury reported that the Board should take the next seven weeks in the fiscal year to discuss some goals and objectives for the upcoming fiscal year. He added that this is a good measuring stick for the Town Manager's performance, and urged all members to begin to draw up a list of their wants. Hicks, Administrative Assistant*************~erk May 16 1988 The Board held a regular meeting on this date with aR members present: Chairman Charles A. Salisbury, Christine M. Smith, Kenneth C. Crouch, Robert Erc olini, Francis Dugan; Town Manager Paul Sharon. The minutes of May 3 as amended, and May 9 as presented were approved. Mass. Electric/Ne~hone Petition The Board unanimously approved the petition of Mass. Electric to erect a pole on Surrey Drive near its intersection with Chadwick St. Recreation Council/Community Center Board of Trustees The above-named groups met with the Board to discuss some guidelines for use of the Community Center "barn". Jim Gordon of the Community Center Board of Trustees summarized the history of the Town's involvement with the Community Centers facilities as having entered into a lease some 8 years ago which provides that 85% of the revenue realized from rentals be turned over to the Town for general maintenance of the facility. Bill McEvoy, Rec. Director and President of the Community Ctrs., reported that some of the groups presently using the facility provide vital recren~.ional activities for many Town residents, as well as having invested financially in the facility.
