The Board held a regular meeting on this date with all members present: Chairman Charles A.
Salisbury, Christine M. Smith, Kenneth C. Crouch, Robert Brcolini, Francis X. Dugan; Town
Manager Paul Sharon. The minutes of August 22nd were approved as presented.
LICENSING COMMISSIONERS:
Request for Entertainment License: Cranberries
Joseph Pother of Cranberries Restaurant appeared before the Board to request an'entertainment
license to be used in the upstairs function room, reporting that he. would have Jazz lunch on
Sundays during the day, an under 21 club on Sunday evenings, and other top 40 bands on
Thursdays, Fridays and Saturdays whenever a function is not scheduled. He added that at some
point in the future, he may wish to have a comedy night. He reported that his seating ca
is 300, and he would have a parking lot attendant on duty at all 'times. Voted to table act
pending a recommendation from town counsel and schedule a public hearing for September 26th;
also to solicit the recommendation of the Fire Department concerning the parking capacity.
;)ne Day Liquor License Request: Merrimack Collego
The Board approved the request of Merrimack College for a one day liquor license for Freshman
Parents Weekend dinner dance to be held in, the Nolpe Cpmplex.
Traffic: YteldSign Recommendation
The Board agreed to ask for the recommendation of the Police Dept. for a Yield sign at the
intersection of Essex St. and Gr. Pond Rd.
Goals and Objectives: Planning .& Public Works Divisions
Public Works Director Paul Niman brought the Board up to date on projects .ps,metaled. in,:the
goals and objectives worksheet from 1987. Much discussion ensued relative 'to the Sutton Stree
connector, with the consensus being that the projected traffic impacts did not appear to be
as severe as anticipated. Mr Niman also reviewed the.water quality status reporting on recent
problems with th~ South pumping station, and the progress of construction to the treatment
facility. The Andover interconnection is almost complete, he said, and water main replacement
undertaken throhghout each year funded by the C1P. Also discussed was the Merrimack River
interconnect.~-,The design :of'the sewer for the South side of the Lake is complete with
construction planned for next spring; the second phase is presently being designed by LEA~
Brief discussion ensued relative to GLSD odors, the future turning over of the collections/
billings process to Finance Div., and planting of trees on lower Main St. Mr. Niman
suggested that the Selectmen formulate a policy for recreational use of the Lake.
Scott Stocking, representing the Planning & Community Development Division, discussed a
Rte. 114 action plan to deal with the traffic impact in that area. The Board requested that
the Division identify areas for location of commercial/industrial businesses.

Salisbury, Christine M. Smith, Kermeth C. Crouch, Robert Ercolini, Francis X. Dugan; Town
MAnager Paul D. Sharon. The minutes of September 6, 1988 were approved as presented.
Discussion: Library Traffic Pattern
Russ Reeve, Director of Stevens Memorial Library and several residents of the Su~9~m~i?~
neighborhood appeared before the Board to discuss some alternatives for providing adequate
parking.for the library expansion project which involve traffic routing. Two alternatives
were proposed which were generally agreeable to the residents, however, they expressed the
desire that all alternatives be. exhausted. MP:ion to table action until a more cohesive
proposal is presented, with a future public hearing to be conducted at the Library.
French Farm Village Si~n
Ellen Souza, representing several residents of French Farm Village; appeared before the Board
to represent a request to place a sign on Town property indentifying French Farm Village.
Motion by Crouch, seconded by Ercolini to authorize the Town Manager to work out the details
so that the sign can be erected. Voted unanimousl
Proclamation
The Board voted to proclaim the week of September 18-24 as Massachusetts Emergency Medical
Services Week.
