Mr. Ercolini ques}ioned why the GLSD has not proceeded with recommendations by CDM. Public
Works Director Paul Niman reported that these types of approach would be a bandaid to a
larger problem and was years away from construction. Motion by Crouch, seconded by Smith,
voted unanimously tolrequest the Board of Health and Town Counsel to be present at the
October 3rd meeting and be prepared to take further action.
Public Works Director Paul Niman provided the Board with a written report of events relative
to wat6r quality through the summer months to the present, 8~$ §ave a more detailed verbal
report. Public Works Director reported on several meohanicai omb biological problems which
are affecting the quality of the Town's water supply. He added that water quality should.
improve over the wiuter months, and that the Division's maintenance program has been
~;%~r~fc~/~ increased. The Board requested that the Division provide more information
to the general public through a press release.
French FarmVillageDrainage Issue
Several residents of the French Farm development appeared before the Board to request
assistance with resolving a drainage problem in their area. Mr. Coviello provided the Board
with correspondence further explaining the history of the problem to date. Town Manager
Paul Sharon reported that he was aware of the problem, whose responsibility re,ts with the
developers, and agreed to mediate a meeting between them. The Board requested Paul resolve

The Board held a special meeting on this date with all memberspresent: Chairman Charles A.
Salisbury, Christine M. Smith, Kenneth C. Crouch, Francis X. Dugan, Robert Ekcoltni; Town
Manager Paul D. Sharon, for the purposes of conducting interviews with applicants for two
vacancies on the Zoning Board of Appeals. Incumbent member William Sullivan and incumbent
associate member Anna O'Connor were interviewed along with new applicants Charle~ Foster and
Ronald Pollone. No action was taken until a final applicant, Linde Ruscio could be
interviewed on October 3, 1988.
Chairman Salisbury reported on a GLSD Commission meeting the previous evening with a Sense
that it was clear that the Town is drawing the battle lines over the odor issue. It was

The Board held a regular:'meeting on this date in the Senior Citizen's Center with all members
present: Chairman Charles A. Salisbury, Christine M. Smith, Kenneth C. Crouch, Francis X.
Dugan, Robert Ercolini, and Town Manager Paul D. Sharon. The minutes of September 26th were
approved wtth correction.
Interview: Zoning Bd. of Appeals
The Board conducted an interview with Linde~ Ruscio, applicant for a vacancy on the Zoning
Board of Appeals. No action was taken.
Executive Session~
The Board voted unanimously to go into executive session for the purpose of discussing a
diciplinary matter involving an employee.
Public Hearing: New En land Tale hone
A public hearing was conducted on the petition of New England Telephone to install 40 ft. of
underground cable on Salem St. to service a new subdivision - Annie Rd. Voted unanimously
to approve with police officer present.
GLSD Issues
Chairman Salisbury addressed a group of about 60 residents reporting that the purpose of the
meeting is to discuss air quality regulations for enactment by the Board of Health to protect
the citizens of North Andover in the event of future odor problems at the plant. Board of
Health msmber Gayton Osgood reported that the Board sent the District a letter putting them
on notics that the Town would no'.longer tolerate the odors. He further reviewed regulations
drafted by him which would provide for fining the District $500/day for each offense. Should
the regulations be approved by counsel, they would be published twice with a public hearing
conducted and a review by DEQE prior to enactment..
