Emmett Marder from Kopelman & Patge reported that the value in regulations is that pursuing legal action is a longer and more drawn out process. State Representative Joseph Nermann reported that he will file legislation to rescind prior legislation which permitted outside haulers into the District, as well as legislation to change the makeup of the Commission to provide for 2 representative~in place of the 1 presently. Several citizens '- voiced concerns such as peeling paint on houses and cars, decreasing property values, toxic waste emissions calling for the covering of the aeration basins, short and long term health hazards, the. value of nuisance laws, hiring a professional environmental engineer, possible interaction with the state Bd. of Health and Attorney General. Motion by Ercolini, seconded by Dugan to direct the Town Manager to develop a comprehensive plan based on concerns and suggestions expressed at this meeting, and bring it back for report at the October 11 meeting. Voted unanimous. LICENSING COMMISSIONERS: Request for Livery Permit: Stevsn Vounessea The Board unanimously approved the request of Mr. Vounessea for a livery permit, subject to future regulations to be adopted by the Board, and to forward a letter to Mass. Port Authority. Report on Water quality Public Works Director Paul Niman responded to questions raised by residents Michael Schena relative to water quality. It was agreed by all to conduct a public hearing to review all water quality issues including construction of the treatment facility within 30 days to includ.e a presentation by Weston and Sampson. Rieht of First Refusal - Barker George Barker presented the Board with a'notice of his intent to develop land presently classified as agricultural. Under C. 6lA, the Town has a right of first refusal to purchase the 80+ acres. Motion by Smith, seconded by Dugan, to request the recommendation of the Planning Board and Conservation Commission. Position Vacancies: Town Accountant and Finance Director Town Manager Paul Sharon reported that applications are being accepted to fill the vacancy of Finance Director createdbby the resignation of Charles F. Mansfield. It was agreed that the following people would serve on a screening committee to review and interview Town Accountant applicants: Charles A. Salfsbury, Robert Ercolini, Frank Dugan, Paul Sharon and Eric Bakerman. Catherine J. Smith, Robert Ercolini, Kenneth C. Crouch, Francis X. Dugan; Town Manager Paul D. Sharon. The minutes of September 29 were approved as presented; and October 3 with amendment. LICENSING COMMISSIONERS: Request for One Day Liquor Lioens,' The Board unanimously approved the request of St. Gregory Armenian Church for a 2 day beer and wine license for November 11 and 12. School Bldg. Committee Report Bill Brush, Chairman of the School Building Committee and Marry Kretsch of the selected design firm of DiNisco Kretsah met with the Board to provide'an update on the design of proposed 2~ elementary schools. GLSD Comprehensive Plan Town Managerl~Paul Sharon presented a comprehensiv~ reportto'~deal with the odor and health problems associated with the GLSD, which was discussed at length. AreaSdiscussed in detail were the MDPH health survey, an answering machine/service to receive and record odor ' conmplaints, Atty. Maura Keifer's DEQE file search, and overall cost to implement the Plan.
