Selectman Christine Smith reported that the "99 Restaurant" does not have any designated
handicapped parking spaces.
Review of Civil Service Procedures
Public Works employee Leonard Enaire raised a concern about his son being passed over for
appointment during a recent selection process. Town Manager indicated that Mr. Enaire had
met withhim and was advised that the-matter would be investigated and further that a party
aggrieved by adecision should follow grievance procedures. The Board reviewed the
process for selection and requested a further report'at the next meeting.
Settin8 the Tax Rate
Chairman Salisbury raised concern about the timeframe proposed by formerFinance Director
Fred Mansfield for sending out tax bills and cautioned that given the lack of staff, the task
could be accomplished as proposed. Mr. Ercolini further raised the issue of proper ' ~
revaluations, given that they wou~d have to live with those for 3 years. The Board generally
'agreed that the State should not approve the new values until they had a chance to review
them properly. Mr. Salisbury also noted that the fiscal calendar is already behind schedule.
Town Manger Sharon stated that he felt he coutd"meet the proposed timeframe.
Proposed Warrant Article
The Board requested Town Manager draft a warrant article to provide for adoption of C.245 of
Acts of 1988 dealing with subdivision default funds.

The Board held a regular meeting on this date with all members present: Chairman Charles A.
Salisbury, Christine M. Smith, Kemneth C. Crouch, Robert Ercolini, Francis X. Dugan; Town
Manager Paul Sharon was away at the ICMA conference. The minutes of October llth were approvec
as submitted; minutes of October l?th approved with 2 abstensions (KCC & F~D).
LICENSING COMMISSIONERS:
Request for Peddler's Permit
The Board approved the request of Thomas Lynch for ~ peddler's permit to sell Christmas Trees
at the intersection of Johnson St. and Rte. 114;
Update on Civil Service Procedures
The Board reviewed with Public Works Director Paul Niman the procedures for appointing laborer~
at the Public Works Division. Mr. Ntman reported that nothing in the notice, provided to the
applicants indicates that they were automatically selected to be hired, merely interviewed.
The Board suggested that the notice be amended to clarify this point.
Town Accountant Update
Chairman Salisbury reported that the Screening Committee has narrowed the field for selection
down to three with final interviews s~heduled for this evening. Applicant Jean Sullivan was
the only applicant able to attend the interview on short notice. The remaining 2 candidates
were scheduled for October 27th.
Water quality Notice
Selectman Crouch raised concern for the notice provided with the water bills recently and
suggested that it be dated, signed, and a telephone number be provided for assistance.
Prevailing Wage Issue
Selectman Ercolini suggested a motion to support March 8th ballot question #2 dealing with
repeal of the prevailing legislation. Several members felt that it was inappropriate
for the Board to take action, therefore the motion was not seconded and not voted.
Cable TV
Selectmen Ercolini suggested that the Board be aware of the expiration Of the cable contract
with Continental Cablevision and voted to refer to town counsel for an opinion on the
"window" for negotiating.
Rte. 114 Sewer Asreement
Selectman Ercolini raised some concerns relative to the Rte. 114 sewer agreement, which is
to provide for a feasibility study, prior to its signing. The Board agreed that some of his
concerns were valid and directed the Town Manager to address these.
