Police Officer Appointments
Motion made by Solectman Crouch, seconded by Selectman Dugan, the Board agreed to provide
documentation along with this llst indicating whatever action the Board takes to civil
Service so they can take whatever action is appropriate. After ballot, upon a motion by
Selectman Dugan, seconded by Selectman Crouch, the Board voted 3-1, with Selectman Ercolini
opposed, to appoint Erie Foulds as the first appointment and Shawn Conway as the ~econd
appointment as permanent full-time police officers.
Police Chief Stanley stated his concerns w/th current problems with~the Police Training
Council and stated that he will wait a couple of'months before sending any of his men for .
training, noting that he is on a ten-member hoard of police chiefs who are currently
reviewing the training council. The Board was concerned of appointees loosing police powers
if not attending the academy right away. Upon a motion by Selectman Dugan, seconded by
Selectman Crouch, and the Board unanimously voted to make the appointments effective 11-22-88
subject to an',exemption from immediate training by the Mass. Criminal Justice Tra.fntng
Council.
Petition from Officerof County Ensineers re: Green St.
Chairman Salisbury state ghat he remembers this issue coming before the Bd. approximately 3
years ago. Public Works Director Paul Nlman stated that-this petition was to corredt,a
problem with th~ house on the corner of Mass. Ave. and Greene St. which was constructed
part/ally in a public right of way. He stated that he appoves this petition noting that
there is still an adequate amount of land for the Town to have a 50' right of way. Upon
a motion by Selectman Dugan, seconded by Selectman Crouch, the Board unanimously voted to
approve the petition of the County Commissioners to relay out the line and to dicontinue
ownership of this piece of land and also sent a letter to the property owner that the fence
be moved within 'the constraints of the new property line by June 30, 1~89.
National Elections
Selectman Crouch brought to the Bd. attention complaints he had received regarding the nation-
al elections. He stated that he spoke to the Board of Registrars Chairman who suggested they
meetf with the Selectmen to work out some problems. The Board agreed to set'up a meeting with
the Board of Registrars at their next Monday's meeting at 7:30.
Police Department
Selectman Crouch recommended that the Board send a letter to the Police Department commending

The Board held ar~gular meeting on this date w/th four members present: Chairman Charles A.
Salisbury, Kenneth C. Crouch, Francis X. Dugan, Robert Ercolini; Town Manager Paul Sharon.
Board of Registrars of Voters
The Board met with the Board of Registrars of Voters to discuss pending problems with the
election procedures. In attendance were William Lafond, Helen Taey, Mary Alice Windle, Town
Cl&rk Daniel Long~ Problems that were discussed were lack of staffing, the process for
finding and appointing p011 workers, low pay, hours counters have to be in attendance,
registration, voting machines. The Board requested the Board of Registrars to prepare a
report to be brought back to"the Board within two weeks to include these' concerns s~
· to d~fine who does the appointing of poll workers and the procedure for approval, what
appropriate salaries for poll workers ere based on surrounding communities, the cost
eff~%tiveness of the purchase of voting machines. Selectmen Crouch and Ercolini also brought
up 'Some complaints from residents trying to register for the presid~ntial election. Select-
man Ercolini gave a list of complaints to th~ Board of Registrars and requested that they
respond to these problems in their report.
Library Traffic Patterns
Town Planner Scott Stocking requested that the Boardlauthorize his office to conduct two
additional tests to measure the traffic impacts the library proposal will create on the
neighhorhoodQ He stated that one test is the neighborhood proposal of closing Middlesex S~.
behind the library and putting traffic signs on Bradstreet & Tavern Road, and the second
test is. the closing of Greene Street adjacent to the library. He stated that these test are
necessary before the library can be issued special permits by the Planning Board and Board of
Appeals which are needed prior to the construction of the.library. Library Director Russ
Reeve stated his concern to keep theltime d~lays to a minimum as inflation is constantly
increasing construction costs. Fire Chief Dolan stated he is in favor of these tests taking
place, and letter received from Police Chief Stanley also stated his support.
