AppLication received with form to be advertised, signed by Chairman of Board. Nstic'e cf
November, 1976 Revenue sharing payment received in the amount cf $294,078.
NERRI}~CK VALLEY PLANNING COMMISSION:
· Letter received from above-numed requesting Selectmen to appoint an individual or more
to serve on 208 Policy Advisory Committee, a water pollution abatement program. ~ Tabled
until next meeting, '~Janusry 24, 1977~
STATE COUNCIL A.F.L. AMD C.I.O. :
Letter from above-named stated they would service the existing Agreement Between the
employees of the T~w~ of No. Andover and the Towa of North Audover until such time as a
new agreement is consmmmted. They requested three or four suggested dates to begin negnti.a-

Latter from the above-named requested the Selectmen to select arbitrator from list enclosed.
Board voted to send. same to Atty. Ford requesting his reco~endations.
FOU~H OF JULY CONMITTEE:
James Gordon was appointed temporarY Chairman of the 4th of July Committee. He was
to submit the names of eight more members by February 7th. Lions Club members are
in assuming the responsibility of the three day weekend of the 4th.
HUD:
The Selectmen delegated authority to the Housing Authority to sign contracts for H~D
C~m~.;~nity Development Program.
.~ESERVE PATROLM~:
Appointments of seven Reserve Patrolmen for the North Andover Police Department was tabled.
Selectmen have to appoint three weeks from date of certification list, January II, !977.
PARK~I G:
Nay Street: Attys Willis and Trembly, Chief Lawlor, Chief Daw, John a~ George Caren and
Rolf Carlson were present at the Selectmen's meeting to discuss the problem of parkhug cars
· for the establishments .on Main Street, i.e..N.A. Restaurant, Colonial Shoppe and Caren'S
Funeral Home. AttT. W~11~ stated that his client's business (~olf Carlson) was severly
affected by par~ng restriction on Nay Street. It was an added hardship because of lack of
parking space for his customers. Would like to work out agreeable plan to the advantage of
-~ t concerned. Unfair for Caren to use ~ole side of street exclusively. Chief Lawlor
stated that Caren could not get out of parking lot because of Carlson's customers parking
..who would not move cars when asked. He also received complaints that residents could not
exit out of May Strest=hecause Carlscn's customer's cars blocking street. 'Residents could'
not be serviced by fire department if fire broke out in one of the homes. Reco~emied 160'
no parking restriction on northerly side of Nay Street to keep street clear. Carlscn's
customers also parking AI~ day in front of Colonial Furniture Store making it impossible
· for trucks to unload or customers to park. After several more minutes of discussion, it
was voted to have a public hearing on'February 7, at 7:30 p.m. to try to resolve problem.
Brian to contact Parties involved with Chief Lawlor to discuss possibility of some alterna-
tive.
H]NRY FINK- PA~KING:
Henry Fink appeared before the Board 'stating that the No Parking signs on Johnson Street,
vicinity of his driveway were inadequate. . .they were made of cardboard aud should be made
of steel, that the cardboard did not st~d up. He also commented that sk~ patrons, parking
across street from ski tow had a ~gerous crossing at night, especially, because of lack
of street lights.. Selectmen requested Brian $,~van to contact Chief Lawlor to enhmit a
written report and recommendation on parking problem at St.~ Tow, intersection of Johnson St.
and Rt. 1~4.
~UTTON ST. R.R. TPACKS:
.Chairman McEvoy stated that something should he done about the above-named crossing and the
very large holes cars have to put up with. Chairman was delegated to c,~1 proper authorities
for some corrective action.
RECLASSIFICATION STUDY:
Evans Association has presented draft of their report. If there aren't any objections to its
form' or contents, they ~ prepare the final report. The report as it stanu now wf~1 be
reco~nending approximately an 8% increase in wages which does not include any C.L.I for the
next fiscal year. Guthrie stated an Article should be prepared for Town Warrant as the
Warrant might be closed on January 24th.

TOWN CLE~'S OFFICE:
Selectmen voted to request ikmds from the Advisory Board to renovate Town Clerk's Office.
Brian S. estimated the cost to be approximately $3000.
REGIONAL RESOURCE FACILITY:
Selectman Guthrie motioned that the Board accept Regional Resource Facility proposal submitted
by Br~n with the .exception that the sentence, "Considering the benefits for ,11 is something
for which the Town WOuld be willing to contribute a local share" be changed to '~ay be ~lling...
Motion seconded by Selectman Coady...Brian to submit proposal with the above-named change.
FIF~FIGHTER' S CONTRACT:
Selectmen accepted the contract as submitted, no deletions, old contract to be ca, ended.

It was moved and seconded that the Town Warrant be' blosed for submission of Articles for
the Annual Town Meeting.on this date. Articles to be sent to.Town Counsel for corrective
perusal, to be sent back for tampering by the Selectman. Copies to Advisory Ed.
TENNIS COU,~TS:
Copy of letter received addressed to Bfll McEvoy, Recreational Director, re ikmdix~ grants
from State for lighting of town's tennis courts. Letter explained procedure to be pursued
to be eligible for assistance. Received for files.
CML DEFEESE:
· Letter from John Coco ad~sing Board of promotion of Dermis Dionne, Commanding Officer of
their Auxiliary Police, to the rank of Sergeant. Received for files,

The Selectmen appointed Joseph J. Borgesi and 'Edward J. Scq~on, members of the above-named
committee whose essential purpose is reviewing water q,,~ity
FORD-FIREFIGHT E~S:
Letter from Atty. Ford advised Selec~.~_en that the choice~ for an Arbitrator in the negotia-
ting proceedings between the town and the firefighters had been filed with the American
Arbitration AssociAtion. He requested the dates when decisions were rendered at each step
of the grievanc~ proceeding and copies of any written decisions re~-~ered at any step of the
grievance proceeding to aid him in preparing the case for the hearing before the Arbitrator.
Selectmen requested Brian to s. et. up meeting with Atty. Ford.
STATE ~kID, CH. 765-FO~.RLY CH. ~0:
Letter from Bud~Oyr advised Selectmen that, to date, the town had not received a~.~Sta~e
i~tnds from Ch. 76~, formerly Ch. 90. This money is used ~oZ~road construction projects on
major connector roads. $44,000 was received last year. Cyr strongly urged that our local
representatives be contacted to expedite a B~]], .p. ending in Legislature, to finance the -
payment of these funds. Brian.'S-~ivan requested to contact Joe Herrm~u and Miss .Pollard.
on this 'matter and send copies of Cyr's letter to them.
.TG~N GARAGE: ' '
Letter from Bud Cyr registered strong complaint re items on unfinished or corrected items
on the punch list caused by faulty WOrkmanship on the new town garage. He pointed out that
the warranty time on the garage will soon run out. The Selectmen voted to have Brian arrange
meeting for February 1 or February 4th with Town Counsel present. If Town Cou6sel cannot
attend, Special Town Counsel should be appointed to be present to advise on any legal questions
that may arise.
SNOW P~NOVAL P~0BL~M:
Letter received from Asst. Supt. of Schools, Frederick Rex, advised Board of several intersec-
tions where a pile up of snow at street comers prevents school buses,.from making normal turns.
and at a gr ~eat risk from oncoming cars. Bud Oyr, who was present, stated that most of these
corners were on State roads, Rt. 12~ and 114. For m~y ~yea.rs in t. he past, Oyr stated, the
State was very responsible about snow removal, cl~g aramns aha culverts on state roads,
but in the past tWO years, they have done as little 'as possible. Cyr went on to ask Just
~nere his responsibility ended concerning state roads. Notion wns made to have Brian and Oyr
discuss matter and. send letter to state on the problem. It was so voted.
