Guthrie explained that it had been submitted before the warrant closed but S. Monroe did not understand that 10 ~oter names were required before Article could be accepted. Selectman Ceady opposed inclusion of the Article stating that it was not definitive enough, pecpt'e sub- mitting Article were not aware of the town's Rules and Regulations, that the Article would require numerous meetings and the Article, itself, wes an att~pb to frustrate proper growth of town. Selectman Guthrie stated that he did not support Article, that it should have been brought to the Planning Board but he still thought "there is merit in accepting Artict'~". Warrant opened at 7:55 P.M. upon motion of Guthrie to include'Article, seconded by Chairman McEvoy, oppo~-ed by Selectman Coady. Warrant closed at 7:56 P.M. Vote 2 to 1. BOND ~OUNTS: Amounts received for bonding of Tax Collector, Town Treasurer and Town Clerk. Held pending until election. Letter remgptiations from H. V. Doyle, Pres., Mass. State Council, AFL-CIO. Selectmen and Brign S. to attend Feb. 3 meeting, 7 p.m. Emergency Operatio~n Plan from Civil Defense. To. be signed by Board. So voted. Letter from Atty. Ford re Fire Fighters arbitrator. Letter from Board of Health stating they could not comply with the request of the Selectmen to remain open during the noon hour because of staff limitations. Board rsqusted letter be sent to E. Scanlon thanking him for his cooperation. Notice of Compulsory Arbitration meeting, State House, Feb. 2. Brian S~l~ivan wql~ attend. Notice of Workshop me4tings, Safe Drin~g Water, Feb. 28, Brian S. and J. Borgesi wtq1 attend. Letter from Gulf Oil Co. - gasoline price increased 1 cant. ~Questionaire from Gr. Iaw. Library, Feb. 8, to plan for Governor's visit, Feb. 25th. CONSERVATION CO~.~ISSION: " Letter from Pat Trombly requested removal of the Conservation C~.~.~ssion files from a room in the Council of Aging quarters stating that it was impossible to get to the files when needed.~ She requested that the~ be located in b~ which connects fire department with the town b,,~ding. Board approved. P~S ERVE PAT~L~N: Due to computer e~-~-ors in Civil Service Dept., the Board voted to withdraw Reserve Patrolmen appointments made two weeks ago, without preOudice, request a 3 week extension until appli6ants left off the certified list, had a chance to get physical and be placed on certified list. Er. :-25: Letter received from a Mr. & Mrs. No,nan Redman, 580 Andover By-Pass requested the Board for help regarding the conditions that exist around the State "safety" projects on Rt. 125. They are concerned by the fact that 9 children have to walk on Rt. 125 every day to get a school bus at the corner of N~qside Road. The~ stated that the roadway has mot been cleared enought to ensure the safety of the children walking om it every day. Board voted, after a discussion with Mr. Redman ~ho was present, to send copy of letter to Chief Iawlor and to request that he investigate the problem on Rt. 12~ and report hack to the Board. BUBLIC WOP~S: Selectman Coady made a motion, seconded by Selectman Guthrie, to have Brian S. ~equest Public Works to submit minutes of Public Works meetings for the past six months. THeY also instructed Brian to confer with Town Treasurer about money turned into Town Treasurer from the Public Works and a breakdown of same - source of income.
