RAILROAD CROSSING:
Chairman ~cEvoy brought up the very poor condition of the road at the rs/lroad crossing on
Sutton Street. Stated that the weather should now permit permanent repairs. Brian S. auth-
orized to contact railroad authorities.
CYR PROJECTS:
Letter from Bud Cyr snge~ted a to~n clean-up,paint up and beautification program to be c'on-
dusted under the Oeta Special Project Pre~m. He stated that the town's roadsides are
]-tttered ~ith bottles, cans and other debris and that he doesn't have enough personnel to
clean up the debris. He feels that a crew of CETA employees could be USed to clean up
these conditions as well as paint existing fences and guard rails. He advised that he had
been to a Surplus Equipment Depot and was informed that most trucks and heavy equipment' for
construction ware beL ng given CETA priorities. He would like the 'town to become eligible
to get a piece of the equipment along with the me~:', to perform a complete Town spruce up.
Clearing and preparing the new landfill site on Nlssile Site P~. could be another worth-
~h~_~ e Project.
FIP~AN' S GRIRUANCE:
A letter received from Dennis Currier, President of Local 2035 stated that on Thursday,
March 31, ,1977, a shoving/pusHing incident occurred between the Chief Engineer and Thomas
Vernile, a member of Local 2035. A meeting was held on Saturday, April 2, 1977, bet~men
the local's Grievance Committee and two members of the Board of Fire Engineers to review
the occurrence. They have been informed by the Division of Personnel Administration (Oivil
Ser~.c~) that any corrective action for this type of occurrence has to come from the lOCal
appointing Authority, in this cas'e, the Board 'of Selectmen ~ appoint the 'Chief Engineer.
Vermile ~uld appreciate an~ considerations the Board might have in his behalf.
Selectmn Guthrie cculd not understand why the Board of Fire Engineers had not ~reP°x~ed
to the Selectmen this incident and also the results of 'their meeting on the matter'wlth the
members of Local 2035. It was voted to authorize the Chairman to contact Chief Daw for .
an explanation and/or a meeting with him and the Board~to hear Daw's side of the: story. ·

Brian Su21ivan referred to the recent repor~ released by the ~tre Corp. ~hich considered
No~th Andovor as the fourth choice because of the town's access problem. If this problem
was cleared up then it is possible our position would be changed. The recent repor~ is a
direct contradiction of Mitre's reper~ of three weeks ago when North Andover was considered
the best site in terms of economics. Brian stated he would seek more~ information on how
~itre based its recommendations and will work with the Solid Waste Committee to get an ex-
planation. Brian and ~ep. Joseph Hermanu met with Salvucci, Secretary of Transportation,
to discuss the access problem. Salvucci indicated that both he and Commissioner Carroll
~a~uld be raking a personal inspection of all the proposed accesses and would make their
co~nents on same. Sal~ucci wL%l~',contact us as soon as he has viewed the town's proposed
access' from the. Rt. 125 Connector. He also stated, w~.-.Jn questioned, that the State might
consider building the access road providing the road would not have a major, disruptive
effect on Haverhill.
CETA SPECIAL PFO~ECT:
Brian submitted a project received from the Highway Surveyor and Superintendent of Public
Works for the clearing of Town lands. Total cost of project is $81,441.68.

Hearing: Petition of Henry Fary d/b/a Winoton's to transfer location of license from 100
Sutton Street to 110 Sutton Street. One abutter was present to protest saying; "she didn't
~ drunks driving by her hocse.,, Her house is located on the other side of a hedge
bordering Fary's property. Chairman 2uthrie stated that he understood her objections But
the Board must consider the fact that the P~staurant ;is located in am industrial zonbai~
amd that }fr. Fary has a considerable finanicialinvestment in the restaurant, all alcoholic
license and that he has every right .to protect same. 1~-... Fary was asked by }ir. Guthrie if
he would be ~ to construct a fence betwoen his prspe~y and the abutters, l~r. Fary
stated that he cex~ would, that it was no problem. The Board approved the transfer
of location with the stipulation a fence would be erected between the properties.
