The Board of Selectmen held their regular meeting on this ;
Selectmen Joseph A. Guthrie, John F. Coady with Chairman Thomas J. NcEvoy presiding. The
minutes and warrant were approved as submitted. Meeting was of short duration because the
Annual Town Meeting was resnmed at 7:30 p.m. in the Middle School Auditorium.
~IRE ENGINEERS: APPOINTMENT oF BOARD:
Selectmen ~uthrie--~'~ that the BOa-~ was' well aware of his position with the Board of Fire
Engineers; he always respected them as individuals, but he feels at this tine the Selectmen
should appoint themselves as the Board of Fire Engineers so there can be a working relation-
ship with the Fire. fighters. Selectman Coady stated that he could not secon~ the motion. Oh.
NoEvoy stated that he was disturbed with the present Board of Fire Engineers hut he did not
think that he. could serve on the Board...he did not second the motion. Oh. NoEvoy then asked
F~. Coady to take over the Chair and then made a motion that Joseph ~uthrie and Da.~a Fisher
he appointed as the hd. of Fire Engineers. Selectman Guthrie declined saFing that. he ~.~uld
only serve with another Selectman, that McEvoy's motion %w~uld only aggravate the situation~'
Notion was not seconded. Selectman Coady made a motion that Dana Fisher and Ste~ar~ Wilson
Be reappointed. Guthrie stated that he would not second motion. . .that am. Article should
submitted to abolish the hd. of Fire Engineers. Matter st~l~ pending..

Selectmen Joseph Ao fluthrie, John Fo C~dy with ~h~m~u ~homas ~o McEvoy presiding. ~he
Permission was granted to T. J. Scanlon. Co., 136 ~ Street, North Andover, to~'splay items
for sale on a portion of the sidewalk directly in front of his store. Said it~' to be dis-
played so as not to obstruct the free passage of pedestrians on the sidewalk and~ in any
event, shall not protrude more than 3 feet out onto the sidewalk. Items sha~ not he
in a manner which may present a hazard to pedestrian traffic. Applicant must provide insur-
ance indemnity protection to the Town against any clain for damages which may hereafter he
made by any person as of the result of using the sidewalk area.. Insurance policy suhmitted
provides the town withs~fficieat ind~atty protection. Permit granted for May 3, 1977, ex-
plres on April 27, 1979, date of insurance termination.
STRm~ LIGHT TURNOVER:
The Board of Selectmen voted to send a letter of "intent', to the Mass. Electric Company re
the replacing of 501 incandescent street lights to mercury vapor lights. The letter ~fi]]
also request that, due to the present pattern of street lighting. . .some areas of the town are
overlighted and others underlighted...the electric company assist in determining ~here some
'of the present incandescent lights could be eliminated amd not replaced.
