Selectmen Joseph A. Guthrie, John F. Ceady with Chairman Thomas J. McEvoy presiding. The
Warrant and minutes were approved as submitted.

ATTY. WILLIS - FIRE~IGHTERS: ' ' ~
Attorney Willis appeared before the Board protesting' the lack of payment of {he arbitrators
award to the fire department lieutenants. Chairman NcEvoy stated that the Board of Arbitrati
m' submitted the lieutenants Judgement that they should be paid and the Board of Selectmen agreed.

ectmen ask for the necessary funds from the Advisory Board. Attorney Willis stated that it
Was an absolute shame that we should be frnst~ated with the decision of the arbitrators, that
it was the obligation of the town officials to honer the Judgement, that it does net require
special action. Selectmen have powers over an appointed person...Daw is only appointed by the
'Selectmen and it is about time somsting is done about his lack of cooperation. Town Counsel
should affirm the fact that the Advisory Board is advisory~ only, in nature~ and not a
ing Board. Guthrie stated that the present Board of Fire Engineers has net lived up to their
committments. McEvoy stated that we are trying their best to ~gst situation resolved and the
Fire Engineers should pay. Arty Willis stated that the Selectmen have the authority over the
Fire Engineers and if the fire engineers do not their duty, they should be dismissed. Guthrie
made motion to request a transfer from the Reserve ~md to fulfill obligation to pay Judgement
of the:Board of Arbitration. Selectman Coady seconded the motion.
CAMPION HALL:
A group of townspeople appeared before the Selectmen to discuss the matter of Campion Hall and
enjoining land. Chairman McEvoy convened the meeting to the Fire Station for the convenience
of the large group. He opened the meeting by reading a letter from the Dept. of Environmental
· Affairs re the protection of the quality of the drinking water of the town at Lake Cochichewick
He also read a letter from the Department of Public Works.
Les Bernal'~was spokesman for the group and stated five requests of the Committee:
1. A Special Town meeting be convened to determine the will of the Town regardinE purchase
of the Campion Hall property. '
"2. Plans' should be developed for the use of the property that woul~ be most accePt4ble to
the town.
'3* An investigation be made of the state and/or federal monies that could be used to
. the purchase price of the property.
4. The legal steps that need to be taken if the Town votes to purchase the. property
· be taken. ·
5. A commission be appointed to' develop guidelines for the Town that could be used to aid
decisions that will be made in the future situation concering the water supply and the
land surrounding the lake.
The Selectmen brought up the fact that a use must be determined of Campion Hall. Nfs. Murphy
stated that it could be a cultural center and an outdoor theater for children and adults. After
an hour's discussion it was voted to form an Ad Hoc Committee of 7 to 9 members to study pur-
chase of land and possible use of buildings. A paper Was sent around for the persons to sign
who wore interested in serving on the Ad Hoc Committee. Mr. Bornal stated tha~a petition for
a Special Town Meeting would be submitted to the Board by their max~ meeting, September 19. '
GAS EXCAVATION:
Approved: 'Petition to excavate to repair gas mains on 18 streets. '
DISTRICT, HIGHWAY ENGINEER-WAVERLY RD.-ACCESS ROAD:
Letter'from Sherman W~dleman regardin~the designation of an alternate route when Waverly Rd.
was excluded to truck traffic. It was his understanding that the alternate route was Sutton St
that it was the Town of North Andover's responsibility to post the necessary signs to guide
truck traffic through this route.
E~di'eman met with Chief Lawlor and Brian Sul2ivan regarding the issuance of a truck exclusion
permit for Marblehead Street in North Andover. As was stated at that time, a truck exclusion
permit may be issued to the town provided a snit~ble alternate route can be designated, and
provided that a 24-hour, consecutive count of all vehicles using the subject street shows that
the volumeof heavy, commerical vehicles is in the range of 5 to 8 percent. The department's
preliminary, investigation of the area shows there is nc alternate route' with an effective
width and pavement structure which could safely accomodate the additional truck traffic. This
is especially true of both Green and Beverly Streets. If a comprehensive engineering study is
to be conducted into this matter, then the town must submit all of the data as outlined in our
manual on uniform traffic control, devices page 3 3, 3 to this office for study.
