T0~N PICNIC AREA:
North Essex Council of Boy Scouts were s~iven permission to use the Town Picnic Area for their
Fall Camporee the weekend of Oct. 7 to Oct. 9. Two hundred scouts and their leaders w~]] be
in attendance. Letters will be sent to Chief Lawlor and Chief Daw advising them of this
event.
STOP SIGN:
Letter from Chief Lawlor reco~mmnded that the State Dept. of Public Works be requested to
make a survey for the possible installation of a Stop sign on Abbott St., at the intersection
of Merbleridge Road, and to have the shubbery cut down by the tree department at the same
intersection. The Selectmen so voted.
TOWN CLERK'S OFFICE:
Selectman Coady made a motion, seconded by Selectman Guthrie, that a letter be sent to Chief
Daw and the Board of Fire Engineers requesting that they vacate the former Veteran's Agent's
Office by October 31, 1977 so construction can start on the enlargement of Town Clerk's
office by November 1, 1977. This motion was to carry out the vote of the townspeo~ple at
the Arm,,~l Town Meeting in April, 1977. It was so voted.
TO~*I BY-LA~-TAXI CABS:
Selectman Guthrie advised the Board that he had a discussion ~rith Chief Lawlor and found
out that there were mo rules and regulations in the Town By-Laws regarding taxi cabs. Chief
stated that Lawrence had By-Laws governing tami cabs and that perhaps we could adopt them
for our team's policy.
LIC~SING CO~SSIONERS:
The Alcoholic Beverages Control Co~,~,.~ssion approved, as a New License, the license granted
by this Board, a Restaurant, All ~.lcoholic licen~.e, to 80 Chick~ring Rd., Inc., d/b/a Casey's
Folly, 80 Chickering Rd. License had been prevmonsly grante~'~ubject to the ~a~p~.~ val of
the Bu~_lding Inspector and the Board of Health of. the propos~'d./re~oyations o.9~-~fe~icense
site.

The Board of Selectmen held their regular meeting on(this .dAte wroth ~1~ members p~ent,
Selectmen Joseph A. Guthrie, John F. Coady with Chai~m3m~Thomas J. McEvoy presiding. The
minutes and warrant were approved as submitted.
RESIG~ION:
A letter received from the Highway Surveyor, Bud Cyr, contained his resigmation as Asst.
Building Inspector, effective as of this date. He stated that it was a question of prin-
ciple and that there was never any personality conflict involved in any way. Selectman
Coady stated that they appointed him in good faith every year despite the fact that they
received many comments as to why he had the position cf Assistant ~3ding Inspector when
he held the position, elected and ihzll-time, as ~he town's Highway Surveyor. The Board
accepted Cyr's resignation, with regret.

LAND ACQUISiTION:
Letter received from Thomas F. NcLeughlin, Reg. Env. Engineer, stating that he had fo'rwarded
the Selectmen's letter to the Dept. of ~hv. Quality E'gineering, Boston, Mass., relative to
the acquisition of lands for water supply protection under the provisions of Sec; 41, Ch. 40
of the Gen. Laws. A hearing is required by the above-named department to participate in the
Self Help Program.
BRADST REET C ROSS~ALK:
Copy of letter to Chief Lawlor from Edith Hayes, Crossing Guard, received. She requested that
the walk in front of the school be painted like all the others. Chief ~1 be requested to
submit a written report to the Selectmen on the matter.
LAWIDR: SECRETARY-CLE~:
Letters received from the Chief on the position of Secretary-Clerk. Selectman Guthrie held
the opinion that the Chief's Secretary-Clerk should not hold tw~o positions...Secretary and
School Crossing Guard; that she was working more than 40 hours a week and she should be told
she should choose between the two Jobs.
SPEED SURVEY-SALEM STREEt:
Chief advised the Selectmen, by letter, that on September 27, 1977, three members of the Speed
Survey party, consisting of two members of the State Department of Public Works and one member
of the Mass. Registry of Motor Vehicles reported to him that they had completed a survey. The
survey consisted of the entire length of Salem street from the Center to the Middleton Line.
A report of speed-zoned areas w~! be forthcoming to the Board of Selectmen in the near ihxture.
CAPiTAL BUDGET CO~4ITTEE:
A letter from W.E. -~nsdorf, Chairman, invited Board to their first meeting, on Tuesday, Oct. 18,
~t 7:00 P.M. in the Town Accountant's Office. Selectman Guthrie stated that he thought it would
be wiser to meet the Capital Budget Committee after the Special Town Meeting in November.

CABLE TELEVISION:
Letter to the Board from Pobert W. Phelps, General Manager, of Continental Cablevlsion
stated that they were extremely interested in applying for a license to provide cable
television services in North Andover. However, it is too early to make a for~m~ application,
at this time. Before they could apply, they w~11 have to work with the CATV Advisory Comm.
and the Selectmen in order that their final application would take care of the town's needs.
The Selectmen referred the letter to the CATV Advisory Committee.
GAS EXCAVATION:
Petition approved to excavate on Lexington St. and Fleasant St. to install a gas main.
CAMPIOt~ HALL:
It was voted to have Chairman investigate the matter of an appraiser for Campion Hall and
make sure an Article was prepared for the lmzrchase of the land.
LICENSING CO~ISSI0t~E~S:
TAXI CABS: Chairman O~thrte advised the Board that since the Towu does not have any By-law
re ~ cabs, he would like to make a motiou to adopt the taxi cab by-law used by the City
of Lawrence. Motion seconded.
Chaiz~am Guthrie then made a motion that the Licensing Comm~sioners go into executive
session on the matter of the North Andover .Town Taxi, Inc ./~anaged by F~rd Bardsley.

SIGN BY-LAW CONMITTEE:
Letter from the Board of Trade requested two persons out of four names listed be appointed
to the Sign By-Law Committee to represent the loca2 businesses.' Selectman Co, dy motioned
that the Building Inspector be requested to submit a progress report on the committee =~
to advise the Board which two persons he recommended from the list submitted.
APPOINTMENTS- GLCAC, INC.
At the request of the executive director of Gr. Law. Community Action Council, Inc.,' Philip
Laverriere, the Board reappointed John J. Monteiro and Joseph Morkeaki to represent the town
on the Council.
CAMPION HALL:
Letter received from Dr. Kay, Chairman, Board of Health, advised Selectmen that they were in
favor of the land-taking of Campion ~.
STOP SIGN-ABBOTT ST~:
Letter from S. E~dleman advised Board that the State approved the inst:ll~tion of Stop signs
on Abbott Street, at Marbleridge Rd. Two forms, attested by Town Clerk, w~11 be sent, in
triplicate, to the Dept. of Public Works.
GAS EXCAVATION:
Petition, approved, to excavate on Marblehead Street to inst~11 gas service.
BRADSTREET SCHOOL CROSS WALK:
Letter from Chief Ia~lor advised the Board that due to the numerous rainy Sundays, the New
'England Traffic Painting Company has been unable to paint the cress walk in front of the
Bradstreet School. It wfll be done as soon as possible. Copy of letter w~11 be sent to
complainant,. Edith Hayes.
SPECIAL TOWN MEETING-WARRANT:
The Selectmen opened the warrant at 8:04 p.m. to include nine Articles for the Special Town
Meeting to be held on November 7, 1977, at the Middle School Auditorium. A meeting ~11 be
held with ,11 department heads on October 20, 1977, at 7:00 p.m. in the Middles School Cafe-
terta.' A meeting will then be arranged with Mr. WarlOck, present owner of Campion ~
property.
SOLID WASTE CO~ITTEE:
The Selectmen and Brian S~l~ivan met with members of the Solid Waste C~.~.dttee to discuss
the State purchase of the land site. Meebing was at 8:30 p.m.
