settled. Selectman Ceady stated that during a 3-month period, you have been before the Sel-
ectmen two times. It is obvious Bardsley carnet continue to operate as he has been doing in
the past..it is Just a continuation of same problems. Motioned to take matter under advise-
mont. Motion Seconded. The following day, the Board sent notice to Bardsley that he would
be suepended for 72 hours, December 13 to December 16, 1977.
JUROR:
Balbina P. Shola, 34 May Street, was drawn for January 3, Sitting, at Lawrence.
LEGAL COUNSEL: VOTED:
Attorney Ford to act as Counsel for ~Lulon hearing, to report back to Board.
Clifford Elias, Esq. to act as Town Counsel in Planning Board complaint.
TRANSIT SERVICE AND UNEMPLOYMENT COMPENSATION:
Board voted to have Administrative Assistant, Brian Su0_livan, to proceed on line of recommmnd-
ation :re transit services. To have Brian Sullivan keep the records necessary for town's
unemployment compensation program.

warrant and minutes were approved as submitted.
TOWN FE~.N ~'RENTAL:
Dr. HoLlander, seeking renewal of lease for tow~ farmhouse, did not appear before the Selectmen
and the mat~er was postponed. It was questioned whether a formal lease had been 'drawn up be-
fore.
JURORS:
Arline F. Fiedler., 40 Nay Street and James A. Cebu2a, 288 Green St. were drawn .for the
January 3 Sitting, at Salem. William L. Lee, 322 Middlesex Street was drawn for. the January
3 Sitting, at Lawrence, Mass.
CETA WOBKER HEARING:
At heari~ng .of Ceta worker, Charles Bryant, decision was made to r~instate him as of. Dec .ember
19, 1977.
PETITIONS APPROVED:
To install 1 pole on Boston Street, remove 1 pole.
To excavate om Hark~way Rd. to repair gas main.
DOG OFFICER-KUPINSKI COMPLAINT:
Letters received stating that two dogs owned by Mr. Duun on Salem Street repeatedly ran
after horses and their~a~ders riding by the D~nn home causing near accidents. The d. ogs are
not licensed and DunnYb~en repeatedly asked by the Dog Officer to contatn~e dogs and to
license them, but to date has not cooperated. Selectmen requested Gauthier to send letter
requesting a meeting with D~nn.
TOWN COUNSEL:
Letter from Board of Heslth Chairman, ~Dr. Nay, suggested that the Selectmen delay selection
of Town Counsellor~to enable a .search" committee explore or ~earch for a municipal law
'specialist. He%also felt that the applicants should be not orily North Andover residents.
· The Selectmen brought up the fact that it was in the By-Law that Town Counsel should be a
North Andover resident. Town Counsel will be appointed, as advertised,~ at 7:00 p.m. on
Monday, December 19, 1977.
HISTORIC COMMISSION:
Letter re6eived from L. King, Sec. of the Historic Commission, requested proper space for
old town records.
OVERPASS:
Letter received from Fred ~ex who expressed concern over the appea~ange and condition of
the William Rock Overpass and, not knowing which Town Department was responsible for its
upkeep, was writing to the Board to point out the need for 'work and to assign said Job to
the responsible department. He suggested that it wo~ild be a good, summer project for
Ceta workers.
WARRANT OPENING:
The Selectmen opened the Warrant for the inclusion C~ 'Articles in the Annual Town Meeting
on this_date, December 12, 1977, at 8:30 p.m. and warrant will be closed on Monday, January
30, 197~, at ?:30 p.m.
