The Board of Selectmen held their regular meeting on this date, postponed because of the
storm on regular meeting night, February 6, 1978. The minutes and warrant were approved
as submitted. All members were present; Selectmen Joseph A. Guthrie, Thomas J. McEvoy
with Chairman John F. Coady presiding.
EME~EECY:
The Board of Selectmen unanimously voted that the S+~te of Emergency declared by Governor
D~kakts will be lifted in the Town of North Andover on February 10, 1978, at 6:00 A.M. This
exemption is for people who have a legitimate reason for traveling but does not include pleasure
CONGRESSI~N HARRINGTON: traveling.
Mr. Harriugton requested a meeting with to~m officials and department heads on February 24,
1978 to become updated on the affairs of the town. Selectmen voted to have the meeting on
February 24th, at 4:00 p.m. Harrington and department heads will be so notified.
ATTORNEY FORD:
Meeting with Attorney Ford re Police Association Arbitration was postponed until next meet-
ing, Febreary 13, at 7:00 p.m.
Agreement received, between the State ,~epartment of Public Works and the Town of North
Andover on Traffic Control for the proposed Federal Aid Project, North Andover-Chickering
Road and Osgood Street, 7 locations. Purpose of the Agreement is to insure that .the ways-
wAthin and adjacent to the project area will be operated and maintained as planned. It ~]]
benefit the Tox. m of North Andover by increasing public safety and capacity through the most
efficient utilization of the ways within the project area. Selectmen~ voted to refer the
Agreement, before signing, to Chief Iawlor, Highway Surveyor and T~ Counsel to review the
Town By-Laws.
CETA FUNDING:
Notice received from Ceta Manpower Program that new funding for approximately 400 hundred
new Jobs in the area was available. Brian S~l~ivan stated that this funding was for any new
projects towns might have. Board voted to have Brian contact Department Heads to find out
if they would have any new projects in the near future.
APPOINT%~NT:
'At the request of the Civil Defense Director, the Board appointed Cleon L. Richa~ds~ Jr.
to the position of Auxiliary Policeman/Special Officer.
CIVIL SERVICE NJLES:
Notice of changes in certain Civil Service rules received. Selectmen directed that copies
be sent to town departments and origirz~l posted om bulletin ' board.
HOUSING & URBAN DEVELOPMENT:
~etter of approval received on North Andover's ~lock Grant Program with a Certificate of
Completion. Selectmen voted to send Ex. Secretary. Louis Minicucci, a letter of~apprecia-
tion for his successful efforts in this achievement.

Selectman NcEvoy would like to commend the town departments and Civil Defense for the ex-
cellent work they did during the worst blizzard ~ssachusetts has experienced in the last
100 years. It showed a tremendous team or department cooperation and the results showed
the cooperation of every department.
