HomeMy WebLinkAbout1978-02-27 Board of Selectmen Minutes 1978 The Board of Selectmen held their regular meeting on this date with all members present; Selectmen Joseph A. Guthrie, Thomas J. McEvoy with Chairman John F. Coady presiding. The warrant and minutes were approved as submitted. SIGN BY-L~Y REPO~: Building Inspector appeared before the Board to report on the Sign By-Law Committee and sub- mitred the By-Laws to be approved by the Board. Foster sta~ed that the By-Laws have to be advertised and stated that the Planning Board did not have the money to advertise them. Selectman Guthrie stated that as the By-Laws were also zoning laws: it was up to the ?lanning Board to request funds from the Advisory Board for the advertising, not the Selectmen. He added that the Selectmen would support the Planning Board's request~ Selectman Coady observed that the Sign By-Law Committee were appointed by the Selectmen. Foster also brought up a situation that he thinks should not be...the Planning Board would like to take over the Board of Appeals duties and issue the Special Permits. Foster stated that this would eliminate the check balance necessary. Selectman Guthrie agreed with the Building Inspector. 'Copies of the Sign By-Law will be made for the Selectmen's perusal and recommendations of the Board will be given at the next meeting on March 6, 1978. TO~ HALL EVALUATION: David Knepper appeared before the Board to express his concern about a location for the stor- age of to~m records which should be where they will not deteriorate. The Selectmen stated that the end room of the downstairs basement is being prepared for the storage of the records for the time being...that space in the Town Building was at a minimum. GAS EXCAVATION: Approved: petition to excavate to repair gas. mains on Middlesex, Greene and Salem Streets an~ Richardson Avenue. FEDERAL DISASTER ASSIST.~;CE: Application forms received to be submitted by March 3, 1978, at Danvers. Selectman Guthrie motioned, it was seconded, that Brian S~11 ivan be designated to be the To~rn Representative to submit information necessary on the application forms at above-named date. The votewas ILMa~o,~s. MERR~ACK VALLEY HEALTH PLANNING COUNCIL, INC: Letter from ~HPC requested a meeting with the to~m officials to discuss their health program. It was voted to have the Chairm~n set up a meeting after the town elections and the 5-member Board is present. ~ TEANS~ AUTHORITY: Notice received of public hearing, March 22, 7:00 p.m., Haverhill City ~ on Fiscal Year '78 Operating Assistance. Brian S. ~!1 represent the Board. CITIZEN PARTICIPATION -BERNAL: C. Bernsl appeared befoer the Board once again to ask the status of the appraisal of Campion H~ll land. She stated that Mr. Warlick was at her public meeting and he had told her he wanted a copy of the appraisal report. Chairman Coady assured her that he would get one..in fact~ anyone cot~ld have one when completed. She requested that the Campion H~I Articles be placed at the beginning of the Toxen Warraut at the Town Meeting. She stated that she would not be able to attend the second session of the Town Meeting as she was being inducted as President of the League of Women Voters that Monday night. SCHOOL COMMITTEE-JAMES GORDON: Er. Gordon appeared before the Board to advise that the School Committee is in favor of bulk purchasing or cooperative purchasing, especially of fuel oil. He~ suggested that Brian S. contact Fred Rex who x~l be assimilating the data. Chairman Coady stated that Brian had conferring ~rith the Andover Towu Manager for over the year on the possiblity of such a program It was voted that Brian contact Fred Rex and Town Counsel re the legal side of the program. WAER~T REOPENED: Atty. Ralph Joyce requested the Selectmen to reopen the warrant to submit a zoning Article sponsored by Linda and Paul Ahearn. He explained why it ~ould be a financial hardship for their business and apologized for the lateness of the Article. He stated that this ~.~s their last hope. Selectman Guthrie made a motion to reopen the warrant for submission of the Article. Motion was seconded by Selectman MoEVOy and it was unanimous. Warrant reopened at 8:30 p.m. and closed at 8:31 p.m. Copies of the Article will be sent to the Planning Board and Advisory Board. Original Article will be sent to T~m Counsel.
