The Board of Selectmen held their regular meeting on this date with all members present;
Selectmen Joseph A. Guthrie, Thomas J. McEvoy with Chairman John F. Coady presiding. The
warrant and minutes were approved as submitted. This meeting will be the last meeting of
the three-man Board. Beginning next Monday, Merch 13, 1978, a 5-man Board will convene.
POLE LOCATION:
Approved: Petition to install poles on Candlestick Road.
SNOW RE~DVAL REIMBURSE~-SPECZAL TOWN NEETING:
Letter 'received from Dept. of Corporations and Taxation re snow removal reimbursement and
major disaster assistance. It ~as an u~nimous vote to hold a Special Town Meeting to
appropriate Federal reimbursemnt to snow account to reduce deficit.
RESIGNATION:
Letter of resignation received with regret from Edith W. Hayes who has served as a Cross-
ing Guard at the Bradstreet School for 18 years. A letter of thanks and appreciation will
be sent to Mrs. Hayes. Chief Lawlor will be contacted for a replacement of the position.
PAPER STRRE~S:
Letter received from the Planning Board re the problem of paper streets. They stated they
~ere planning to set up a subcommittee to .report back to the Planning Board with possible
solutions. Subco~,~,.~ttee will be made up of one person representing the Highway Surveyor,
Planning Board, Selectmen, Public Works, ~:ding T~spector and The North Andover Group.
They asked to be advised of the participation of a member from the Bd. of Selectmen.
Selectman Guthrie questioned procedu~e..ostated that the Selectmen are the only ones to
appoint any Ad Hoc Co~,,~ttee. He would like to see citizen participation and commented
that Mrs. An~itage referred to paper streets in her letter of October, 1976. It was ~oted
to have Brian Contact the Chairman of the Planning Board and if the. proposed committee is
just a group getting .together for discussion of paper streets, it is o.k.
ANNUAL SHEEP SHEARING DAY: .
Request received from the Merrimack V~l~ey Textile Nmseum to hold the 7th An~ Sheep
Shearing Day on ~ay 21, 1978. Permission also requested to close off Mass. Avenue for
traffic, between Andover and Osgood Streets. Permission was granted ~ Chief Lawlor ~1
be contacted for the traffic request.

Letter received from the above-namad requesting recomme~tiono for revision of the compre-
heneiv~ Health Plan ~for the Merrimack V~I 1 ey.
ARCHDIOCESE HOUSING-WAVERLY ROAD:
Letter from Anna Donahue requested the Board ~rrite to the Department of Environmental Affairs
requesting an in-depth study of the potential traffic, drainage and other problems re the
proposed construction of low-income housing of the Archdiocese. They ~rLll be advised that
the North Andover Board of Selectmen are strongly opposed to the construction of the Arch-
diocese housing project ~rlthout an environmental impact study being conducted first. They
will also be advised that the Board shares the same concerns the High~ay Surveyor enumerated
in his letter dated, March 2, 1978, to the Department of Environmental Affairs.
STREET LIGHT REQUEST:
A request from Vincent Helfrich received re the installation of a street light on pole #5367
at the entrance of street leading to the Four Star Aviation, off Sutton Street. The Board
requested that it be determined whether or not the location was in North Andover or in Law-
rence. Referred to Chief Lawlor.
RECEIVED:
Annual notice from Department of Environmental Management re insect pest control.
Request to be a Spars Worker at March 6 election from Virgina L. C~mpagna.' ."Request received
too late for this election but ~1~ be appointed for i~ture work at the poles.
Notice of bonding from Dept. of Corporations and T-~ation.
Selectmen will meet with two, newast members of the Board on ~WednL~day, Narqh 8~' ~t 7 p.m.
