Solid Waste Committee, from Selectmen of Amesbury w~ith their vote to oppose the location of an interim lamifill or residual land- fill in Amesbury unless said landfill is connected to the location of the Resource Recovery Plant in ~mesbury as proposed by the N. E. Solid Waste Committee. Selectman Guthrie that a notice be sent to Jack ~.lbis to be sure Amesbury is treated fairly and that the State recognize Amesbury's Home Rule. Narello and G. ~e~dry. Executive Clerk The Board of Selectmen held their regular meeting on this date ~ith £&~r~m~mbers preser~t.; Selectmen G~thrie, Salisbury, Joyce with Chairman Coady presiding. The warrant and minutes were approved as submitted. Selectman McEvoy was absent ~e to illness. JURORS: Fortunata B~lia, 33 Nablin Ave. and Raymond Fontaine, 58 Nay St. were dra~n for jury duty for Nay 1 Sitting, at Salem. BORD~ CHE~ ~.~Y.~EE: Nichael Dielendic, Plant Engineer for Borden Chemical, requested permission to erect a gate across Clark Street. He submitted a plan sho~ring location of proposed gate. The gate ~1 be for security of .property. The 'Board voted to send letter to Chief Lawlor, Chief Fitz- gerald, P~blic Works Supt. and to the Highway Surveyor for the~ r recommendations. Chairman Cead2 stated that they would have to find out the proper procedure for closing the street, a dead-end. Town Counsel w~: be consulted. PL~R~Q B~RD ARTICLES: Letter from the Planning Board stated that the fina~ texts of the Watershed and Wetlands Articles for the Town Warrant would not be ready until Naroh 29th or 30th. Selectman commented that the Planning Board has a Planner and their articles should be ready earlier instead of later, and nde a motion, seconded by Joyce, that any article that is not and accurate as far as Town Counsel is concerned by the time the warrant goes to print, they w~ ~ not be included. Unanimous vote. CONSTABLE APPOINT~ENTS: :. · The B card voted to reappoint Ronald F. Ford as a Constable to serve in North 2~dover. also appointed George R. Walsh a Constable to serve in North Andover. They ALTERNATE CO~.~SSIONER: The Board appointed Gayton Osgood, ~lternate Commissioner, to the l~errimack Valley Planning Commission. Letters to that effect will be sent to the MVPC and the N. A. PlansingBoard. TOWN REPOE~S: Request from Town Clerk, Daniel Long, for the printing of 200 more Tox~ Reports was approved by the Board. DM~-SAFE2Y INPROVE~ PROJECT: Letter frOm the State Dept. of Public Works request~ execution of the Traffic Control' merit sent January 30, 1978 and reminded the Selectmen that the necessary amendments to the Town's Traffic Rules and Orders have not been executed for this project. COU~Y CONMISSIONERS: : Letter received from the County Commissioners stated they were unclear as to ~nether or not the Essex County Advisory Board have brgauized in accord~ce with their By-Laws. They re- quested a meeting .~ith the Selectmen to discuss the 78-7~ Fiscal Year Essex County Budget. Selectman Guthrie, member of the Essex County Advisory Board, stated that the Advisory Board were st~ viable. They havent met because of the budget not being submitted. POLICE VACANCY: Letter from Chief L~wlor advised Selectmen that Reserve Officer Douglas G.reenwillfill~he position vacated by Officer Ernest A. Roberts as of April~ 3, 1978. (contmnned nex~ page) POLICE VACANCY (continued) Selectman Guthrie stated that Chief Lawlor be notified that when a vacancy exists in his department, Selectmen must be notified. Chief should call for a list to fill vacancies, BURIED CABLE: Petition received to install buried cable on Winter Street. 7:45 p.m. Hearing set for 4/10/78, at MA~N ST. PARXING RESTRICTION: Letter from Chief Lawlor enclosed a number of reports submitted to him in regard to saun- ders Street, ~tn and Mey streets as a result of parking restrictions. He stated that violations of parking have been and will be strictly enforced. He did not report his recommendations on request of Donovan to the the parking restz-iction continued until 9 p.m. as Donovan's Colonial Shoppe is open 3 nights a week. ~A~other letter will be sent to the Chief. NO..~AE~EG SIGN RE,lEST: Letter from Narie G. Dow requested that No Parking signs be installed on Nass. Avenue, hot, men Chickering Road and 0sgood Street, between 7:30 p.m. and 2:00 A.M. This request was due to the overflow traffic problems at night resulting from the 99 Restaurant on Chickering Rd. Letter referred to Chief Lawlor for his recommendations. SIGN ~EPLAC~2.~NTS: It was brought to the attention of the Selectmen that two signs should be~ replaced: School sign on Water Street, vicinity of St. Michael's School and the Stop sign, corner of Middlesex St. and Waverly Rd. Letter will be sent to Chief Lawlor requesting re- placement of ss.me. JOHN LY~2.; ' S VACATION PAY: Letter received from John Lyon's requesting the Selectmen 'sponsor an.Article in a~ Special Town Meeting to expedite the payment of 4 week's vacation pay for him. ~L~E~tEAB STREET: Brian Sullivan submitted the necessary records and traffic count to be sent to the DPW for auclusien of trucks On Merblehead Street. The Board approved the data and authorized the Chairman to send them to the DPt. SOLID WASTE FI .~: Selectman Charles Salisbury stated that he was very impressed by the film on the Resource .,Recovery Pro~ct and suggested that it would be very beneficial to the townspeople to view same...they x~ould become mere kn~legeable of the benefits to the town, that perhaps it could be sho~m before the Tram Meeting. The Board .agreed and it was so voted. CONPLAINT-LACY ST. C0tIDITION: : Letter from Dr. and ~rs. Douglas Buchanan received. It listed several, very poor features of the road surface which has caused great insonve~ienoe to residents since 1977 when the road bed ~.~s 'altered to conform to the new level dictated by the fi3_l-level on the building sites. She stated that, due to' the development project, a conspicuous increase i~ litter along the street ~mich filled a barrel every week wh~u:'the residents tried to clean up. · Last week, dmiving was so bad, three cars were stuck in the mud. ~_lthough the Highway Surveyor has dumped fill, construction truck traffic is so heavy that temporary repairs like this only last a day or two. Cyr stated that the road is scheduled ~o :be surfaced later in the seamer. COl,~LAS21T- DOG OFFICER: Vincent Turano appeared before the Board asking if the Dog 0ffice~ could go on private property, not his .~m, to pick up a dog. Chairman Coady stated that he could if he was an~m '.~kUg:,~oo~m~p. laint, and that he could go on a private way. Turano stated that the · Dog Officer would not give the dog over to his wife but placed him in the pound. Later E. Gauthier ~,as questioned by Brian. He stated that the neighbor's private property was a block away and it was that neighbor that had filed a comglaint. Association, contained a with- drawal of his Article from the Town Warrant. Warrant was opened to withdraw article. It waS SIX ~us vote.
