COMPLAi~S: Met Norwood appeared before the Board to cite many violations occurring at site of the pedestrian overpass. He stated that campfires were lit, bottles str~.m about, and ob- scenties written on the overpass~ ~ It was not fair for the Brookside Condiminiuns have a respectable combine to have to pot up with a continuous mess. It was voted to contact Leo Lafond to have trees planted in the area to screen the overpass on the Breokside .side and Brian was instructed to contact Chief Lawlor to see what could be done to alleviate the situation. Joseph ~Averk~ wrote to the Selectmen stating that ocn~ractor, Ben Osgood, was causing a large amount of water to flow over onto his land. Brian instructed to contact the Building Inspector about the rotter. LEGAL SERVICES BILL: A statement of services received from Atty. John Ford per~ to the Agency Service fee requirement in the firefighters, contract and the grievance filed by the Public Works ~loyees concer~tngthe rotation of overtime. The Board voted to send request from the Reserve Fund to pay the bi21 amounting to $375.00. FUEL OIL BIDS: Administrator Brian Sullivan reported that the bids cslled for by the School collaborative had been received and the low bid was from Fay & Driscoll which was .4005/gal. and that we cou/d have fuel oil delivered at the same price. The report in- cluded a general assessment of the cable needs of the community, areas to be served,dura- tion of license and a plan for local origination capability. An extension of time will be requested. COMPL~NT-BROOKSI~E HOME(E~ER, S ASSOCI~.TION, INC.: Letter received from William Klosek, President of the above-named Association, citing concern that the substantial investment they have in their buildings and the importance that the environment has on maintaining their value, buyers will net be attracted by the unsightly graffiti, brs~n glass and neglected appearnace of the area amd also the hangout the overpass has provided. He suggested trees are planted to block the area from the homeowner's view and that smue effor~ will be made to maintain the grsunds and to deal the hangout problem that exists. The Administrator was authorized to contact Leo Lafond and Chief Lawlor on the problem. PENSION TASK FORCE: Bulletin received on Public Employees Pensions from Mass. League of Cities & Towns. Copies requested for the Selectmen and the To~ Treasurer. MAIN STREE~ PARKING: : Paul Donsvan and Chief Lawlor appeared before the Selectmen' to discuss Donovan's request that the parking limit of 2 hours be extended until 9 as his store is open three nights a week. Chief Lawlor had previously submitted his recommendation on this request stating the restriction should only last until 6 .p.m. After a pro and con discussion, the Selectmen voted to go along with the Chief's recommendation and that the Chief should repor~ in three months if the recommendation was still in order. PLANNING BD.-CARLETON FARMS: Letter from the Planning Board advised the Board that they had recently denied the "Carleton Farms" definitive subdivision p]~.~. As a result the developer wishes to pursue the case in court and has served the Planning Board with a'summens. They requested that Town Counsel, under the Selectmen's direction, respond within the 20- day limit. A letter was voted to be sent to Town Counsel directing him to defend the Pl-uning Board at this time. }~tter to be placed on June 5, 1978 Agenda. $1,000 ACC~£ANCE: Letter from Maurice Schwartz, Esq. contained a check in the amount of $1000...to be used to complete improvements on ~mdrew Circle as required by the Planning Board. The work is to be done to the satisfaction of the Highway Surveyor. The check now release the cash bond that we have on file with the Town, and ~].l. release Mr. Sorbo from any responsibility in Andrew Circle. A letter from the Highway Surveyor recommended that the check be accepted by the Board..that it,would aid towards the completion of road and drainage conditions on Andrew Circle. POLICE CARS: Chairman Coady stated that, xeith the approval of the Bureau of Accounts, a purchase order had been given to Mansi Dodge for 2-1978 police craisers for next year. The Board voted to purchase said cruisers. SPECIAL T~'~N MEETING: The Selectmen voted to c~1 a Special Town Meeting on June 26, 1978. The Selectmen, to clarify the situation, ~oted to send letters to a]~ departments, committees and Boards stating that, in order to keep better accounting and control of "Special legal costs" and to avoid any possible misunderstandings, it is requested that any department or co~m,'~ttee requesting the serrices of Town Counsel for matters other routine advisory opinions, please send such request ~ in writing, to the Board of STREET LIGHT RE,JEST: BORGESI: J. Borgesi requested a street light to be ins~ed on an existing pole by the South Pumping Station at 420 Great Pond Road and Chairman Coady requested a street light on Pole #5367, by the ~irport. FUE~ OIL BIDS: Fred Rex advised Administrator that there wo~ a miscalculation on the bid for the Gr. Law. School Collaborative and that the low bid %ms from Busfield-Cranton for .3988/gallon, not too much cheaper than Fay & Driscoll.
