The Board of Selectmen held their regular meeting on this date with all members present;
Selectmen Guthrie, McEvoy, Salisbury, Joyce with Chairman Coady presiding. The warrant and
minutes were approved as submitted.
CABLE TV HEAP~ING:
The Board voted to accept the z~POrt of the Cable TV Committee with minor exceptions which
be takea care of by Selectman Salisbury and Administrator, Brian Sullivan.
SCHRU~NDER-OFF PREMISES SIGNS:
A discussion with the Selectmen re George Schruender's request for a permit to replace an off-
premise sign. He stated that the Board was authorized to grant a permit as a result of ~rt. 68
of the Annus2 T~.m Meeting. He added that the Article made the Board, the appeal authority
granting such permits. Selectman Joyce explained that the Selectmen had authority to grant
permits for directional signs for firms. It was voted to consult Town Counsel %~ether or not
the Selectmen are authorized to grant permits for off-premise signs.
T0%$~ GARAGE:
Letter received from Bud Cyr enclosing a punch list of repairs needed on To%m Garage. Brian S.
stated that they had $3000. to fix up roof leaks and rust spots. Frank Trombly requested a
meeting of the Municipal Garage committee to expedite the repairs. Trombly stated that their
was a written guarantee on the paint. Guthrie motioned, it was seconded, that the Bldg. Comm.
be requested to submit a recommendation to the Board on the punch list by June l~th meeting.
Selectman Joyce stated that Town Counsel should be consulted on the use of the $3000.00
SHARP~NER'S POND:
Letter from Bud Cyr inquired about the present status of the land involved on Sharpners Pond
P~ad to be used for a future disposal area. The late Town Counsel, Arnold Salisbury, had

Petition received to install 3 poles on Salem St.

GAS EXCAVATION:
Petition approved to excavate on Waverly Rd. to repair gas mains.

Board approved tx~requests for Boy Scout Troops 8~ and 87 to use the to~em~picnic area on
ll,9,10,kk and August 13. Letters will be sent to Chiefs Lawlor and Fitzgerald.
SOFTBALL REQUEST:
It was requested from a member of the N~¢ England Regional Education Office that about 40
players be permitted to use the T~m Farm area for softbs_ll practice end games.

Letter in. an~er to the Board's letter received from Lm.~ence City Clerk Smith requesting per-
mission for trucks to use the Jug handle on 2~arston Street to ~le~ate heavy trucks us Lug
Marblehead Street. ~e request was denied. Chairman Coady suggested a speed limit on ~rble-
head Street of 10 miles per hour. G~thrie made motion to post signs limiting trucks on the
street. It ~,as not seconded as Ch. Coady stated it would be i21egal, that the signs could not
be enforced. It ~,as voted to send letter to Chief Lawlor for his recommendation as to the
ling of signs prohibiting heavy, commercial vehicles on M~rblehead Street.

Letters from Postmaster in Lowell and Congressman Harrington assured the Board of better mail
service.
TO~'~ ~ECHANIC:
Letter from the Board of Fire ~%~ineers referred to plans some time ago that were discussed on
the subject of a Tox. m Mechanic to be shared by all departments. They stated that the Fire
Department have experienced some rather heavy motor vehicl repair expenses, all c~ which could
have been handled by an employed mechanic if there was one. They stated that there wo~ld be a
significant cost savings to the tox~ by employing our own, qualified mechanic. The Board ~oted
to refer the request to the Personnel Beard and to have them draw up a Job description for a
Town Mechanic to be ready for the next to~m meeting.
TG~ FARM:
Letter received from Dr. Hollander, presently living at the To~m Parm, at no cost, requesting
the Board consider an offer to buy the building and a few acres. Referred to the Town

The Board voted to accept a check in the amount of $13,500. given to the town by the Flatley
Company and Thomas Flatley to be used for off-site improvements at Becky's Pond and the e~-
tension of sub-surface drainage on Peters Street. Work to be performed in accordance with
representations made at the Planning Board hearing and Conservation hearing, under the High-
Way. Surveyor' s supervision.
C~BELL ROAD:
Letter from To~m Counsel received in. zefere~ce to Campbell Road ~Aether it ~*as ever discontin-
ued as a public way or not. It was voted to have letter sent to the County Ce~..:ssioners Office
to find out }~at their records showed on the street, prior to }Arch, 1930. One portion, once
known as Farnum Street, is ns~ known as Campbell Road.
0~ DRIVE:
The Board voted to accept conveyance of land for Oakes Drive as shown on plan of laud.
'~AFFIC CONTROL AGREEMENT:
Brian SuLlivan, Administrator, at Engineer~ Joe Angelo's recommendation, drafted a letter
to R. Tierney, DPW, listing objections to the Traffic Control Agreement presented by the D~'Y.
The letter requested a nm* study with the nm.r exceptions. The Board ~sted to accept recommen-
dation of J. D'Angelo. Vote was 3 in favor, 2 opposed.
SAFETY ~SPECTION REPOR~:
Letter from Royal Y. nsurance Company stated defects in the school, fire, town and library
buil~i~js. Copies ~ere sent to ~11 concerned and one sent to the School Co~,.~dttee requesting
a report to the Board after corrections had been completed.
CONPL&E~:
Complaint received from Mr.~ & Mrs. Norman Tardie, Jr, 252 Roxford Street, stating that geese,
o~med by their n'ext door neighbor, ~ere contim~lly ma~ noise and creating a nuisance going
after their children in their' sandbox. The ~omplaint was referred to the ~ding Inspector.
At the time of this writing, the Building Inspector has reported that the geese had been re-
moved from the property. ~

COUNCIL ON AGING-MUrPHY: ~
Letter from Council on Aging advised the Board that the title of Coordinator of Activities
and Services for the Senior Citizens of North Andover had been approved for Emily Murphy
by tha Council On Aging. The Board voted to have a letter sent giving their fl~ support
of the title.
FEDF~RAL ASSISTANCE: GLCAC
The Board voted to send letter for full support of the application for feders~ assistance
submitted by the Greater Lawrence Community Action Council, Ine ~ · · ~
