Chairm~n John F. Coady presiding. The warrant and minutes were approved as submitted.
TG~ COUNSEL APPOINTI~T:
At 7:00 P.M., the designated committee convened to appoint a Toxin Counsel for the ensuing
year. Two applications were received: from present Town Counsel, John J. l~illis, EsG. and
~Y~l~am B. Duffy, Esq. Chairman John Ceady presided. It was voted to have written b~lots.
Three w~.tten b~llots resulted in 5 to 5 tie. It xeas voted to have an or~ vote. Two oral
votes resulted in a 5-5 tie. Third oral vote resulted in 6 votes for W~I ~* s and 4 votes for
D~ffy. John J. W~l.~is, Esq. was thereby appointed Tram Counsel for the ensuing year.
S~lary: $9,000. per year.

~IRPOR2-TC~N LANDFILL SEA GULLS:
LetSers received from the Department of Transportation, Federal Aviation Administration and
the Aeronautics Commission of Boston complaining of the bird problem that exists as a poten-
tial hazard for the Lawrence Airport in North Andover caused by birds attracted by the Town
land-fill in North Andover. Letters were referred to the High, my Surveyor to take the nec-
essary steps to correct the situation. He was requested to report back to the Board by
July 3, 1978.
CAMPBELL ~DAD:
Letter received from C~unty Engineer, James Carlin, that determined the fact that Campb~
Road was a ~Public Nay. Communications were sent to the Highway Surveyor with the determina-
tion.
~YATSON-LABOR Rw. rATIONS CO~SSIC~ ~ECISION:
Letter from the above-named co~m.~ssion'steted that they had afffirmed the action of the
appointing~authority on Charges #2 and #3. However, on Charge #1 the Co~i.~ssion modified
the pe~l~ty from a five-day suspension to a three-day suspension inasmuch as it was not
proven that the appellant procured beer as set forth in the Charge ~. As a result, two-
day's pay was due to Robert Watson. Findings were referred to the High~y Surveyor.
WOM~N~S RESOURCE C~NTER:
Letter from the above-named organization received requesting support in their work, aiding
battered women and children, by providing the Center with one Public Service ~ployee Ceta
slot. from the town of North Andover. They requested a meeting with the Board to discuss .
the matter. Administrator suggested Ju~y 17th meeting, as their monies, for projects would
be completed by September 1, 1978.

Letter received from the NVPC re in-house procedures for viewing feder~lUy f~nded programs.

CHIEF LAI~LOR- MA~BLEH~ STP~ET:
Letter received from Chief L~wlor advised the Board the truck route alternate would be the
same as is in effect at the present time; Nassachusetts Avenue to~ Chickeri~g Road. He
furbher stated that he would not recommend posting a ',regulatory". sign without the approval
from the State Department of P~blic Works. The Tram could be liable in a civil action if
this was to take place. The letter was placed on fLle.

Letter from Chief Lawlor approved request of the 4th of July Committee to close off Nass.
on July 3, between the Center and intersection of Osgood Street, from 5 p.m. to 10:30 P.M.

Summer recreation jobs: Brian S. stated that an ad had been placed in The Citizen to attract
applicants from the ages of 14 to 18 for summer JobsA
Nm, Fire Station Comittee: The names of James Burke, Dana. Fisher x~ero suggested for this
committee. Selectman Guthrie suggested the name of James Daw. If ke doesn, t wish to serve
Guthrie will serve on the Committee.
Main Fire Station Renovation: Names suggested were the Board of Fire Engineers, Tom McEvoy
and Charles Foster. Also recommendations from the Firefighters union would be sought.
From Charles Foster: Request to have new Ceta worker, Assistant Building Inspector, app-
ointed "Local Building Inspector,. to enable him to have the proper authority. Question vms
raised ~ny the appointment had not been brought to the attention of the Board. Matter re-
ferred to Brian.
Added names appointed to the Recreation Council S~e~'Playground program: Brenda Young,
· Mary Beth I~ilner, Chris Helfridge.
FIRE CHieF'S EX~{:
Notice received of the Fire Chief's e~mmination to be held on September 16, 1978.
HARVARD WON( SHOP:
Ralph Joyce advised the Board of the meeting ~.dth representatives of Harvard ~o have made
a study of recreation open-space programs and would like to have the to~m p~ofit be their
studies. It could be the ground' work for a funding project. A ~.mtershed study ~.ms mentioned
but their workshop has been related to recreation open-space programs.

FIREFIGHTER=S GRIEVANCE:
Selectmen requeet~ a letter be sent to the Union askLug that their time be extended to
July 5, 1978, at 7.00 P.M. Grievance entails holiday pay denied to an employee.
RESERVE FU~D REG~ESTS:
The Board authorized requests from the Reserve Fund: Selectmen's Expenses, $450.00 and
Special Legal Expenses, ~1,541.00.
.GRANT FOR RENOVATIONS ~;D ~YRBISHING OF A C~ER FOR THE ELDERLY:
The Selectmen voted to discuss the above-ns~ed matter at their work session on June 28th.
LICenSING CO~SSIO~,~RS:
The Peacock, Kamber Yil Earademir, ox. ruer. Application for a Restaurent~ ~ Alcoholic license.
Seversl abutters appeared at the hearing asking what type of a restaurant would it be, how
many he ~.~uld seat, ~.~at kind of entertainment would be at the restaurant. Mr. Earademir
stated that the dining room would seat 100 people and the louffe, 30. It would be decorated
~.~th $~5,000 ~rth of antiques, that he would have a restaurant noted for good food and it
~uld be an asset to North ~udever. He also would hot top the parking area of ~ich he has
plenty of space. Selectman Salisbury made a motion that the license be granted and it xe~s
seconded by Chairman Ceady with the stipulation that the premises be renovated by November
1, 1978 to the approw_l of the Board of Health and the Building Inspector. The voto was
3, in the affirmative and 2, in the negative. Coady, Salisbury and Jo~vce, affirmative...
Guthrie and McEvoy, negative.
Boston Hill Slide Corp. hearing for a wine and beer license. Mms. Dznn stated that it ~s
for the convenience of the customers using the slide. Beer would not be served s_eter sun--
do~.m. License ~ms taken ~mder advisement. Factor, previous application for a ~ue and
beer license had been submitted by o~.rners of Helen's Restauarmt on Sutton Street, and should
be held for a hearing.
